In the section, the tariffing of similar works has been improved, the tariff and qualification characteristics of workers' professions have been clarified in connection with changes in the content of labor under the influence of accelerated scientific and technological progress, increased requirements for product quality, qualifications, knowledge, general education and special training of workers. ETKS contains tariff and qualification characteristics, grouped into sections by production and types of work, regardless of the enterprises (organizations) of which ministry (department) these productions or types of work are available.

In ETKS, as a rule, each profession is found in only one of the sections. This section includes occupations of workers that are not specific to any particular industry or type of work. The tariff and qualification characteristics of the professions of workers are developed in relation to the six-digit tariff scale. The categories of work are set according to their complexity, as a rule, without taking into account working conditions.

In addition to individual issues containing tariff and qualification characteristics, as a reference material when using the ETKS, the following were published: The list (alphabet) of professions included in the ETKS indicating the names of professions in the previously valid issues and sections of the ETKS, the List of the names of professions provided for by the current issues of the ETKS, indicating the changed names of professions and sections of the ETCS in which they are included, as well as the List of issues and sections included in them.

The procedure for using tariff and qualification characteristics, assigning and raising ranks, making changes and additions is indicated in the Unified Tariff and Qualification Reference Book of Works and Professions of Workers of the National Economy of the USSR, placed at the beginning of this issue of ETKS. Section "Qualification characteristics of the positions of educators"

I. General provisions

1. "Qualification characteristics of the positions of educational workers" of the Unified qualification directory of positions of managers, specialists and employees (hereinafter referred to as the CSA) is intended to address issues related to the regulation of labor relations, ensuring an effective personnel management system for educational institutions and organizations, regardless of their organizational and legal forms and forms of ownership.

2. The section "Qualification characteristics of the positions of educators" of the CSA consists of four sections: I - "General provisions", II - "Positions of managers", III - "Positions teaching staff", IV - "Positions of teaching and support personnel".

3. Qualification characteristics are used as regulatory documents or serve as the basis for the development of job descriptions containing a specific list of job duties of employees, taking into account the peculiarities of the organization of work and management, as well as the rights, responsibilities and competence of employees. If necessary, the job responsibilities included in the qualification description of a certain position can be distributed among several performers.

4. The qualification description of each position has three sections: "Job Responsibilities", "Must Know" and "Qualification Requirements".

The "Responsibilities" section contains a list of the main labor functions, which can be fully or partially entrusted to the employee holding this position, taking into account the technological homogeneity and interconnectedness of work, allowing for optimal specialization in the positions of employees.

The "Must Know" section contains the basic requirements for an employee with regard to special knowledge, as well as knowledge of legislative and other regulatory legal acts, regulations, instructions and other documents, methods and means that the employee must apply in the performance of official duties.

The "Qualification requirements" section defines the level of professional training of an employee necessary for the performance of job duties, certified by documents on education, as well as requirements for work experience.

5. When developing job descriptions, it is allowed to clarify the list of jobs that are characteristic of the corresponding position in specific organizational and pedagogical conditions (for example, a vacation period that does not coincide with the vacation of employees, cancellation for students, pupils training sessions, changing the mode of the educational process for sanitary-epidemiological, climatic and other reasons, etc.), as well as establishing requirements for the necessary special training of employees.

6. In order to improve the organization and increase the efficiency of the work of employees of the institution, it is possible to expand the range of their duties in comparison with the established corresponding qualification characteristics. In these cases, without changing the official name, the employee may be entrusted with the performance of duties stipulated by the qualification characteristics of other positions, similar in content to work, equal in complexity, the performance of which does not require a different specialty and qualification.

7. When developing job descriptions for the positions of employees related to industry-wide positions of employees, as well as for the positions of employees characteristic of other types of economic activity (medical workers, cultural workers: artistic directors, conductors, directors, choreographers, choirmasters, librarians, etc.), the qualification characteristics provided for the relevant positions of employees are applied with the specification of the list of works that are characteristic of the corresponding position in specific organizational and pedagogical conditions.

8. The official title "senior" is applied on the condition that the employee, along with the fulfillment of the duties stipulated by the position held, manages the executors subordinate to him. The position of "senior" may be established as an exception and in the absence of performers in the direct subordination of the employee, if he is assigned the functions of managing an independent area of ​​work.

9. Persons who do not have special training or work experience set forth in the "Qualification Requirements" section, but who have sufficient practical experience and competence, who perform the duties assigned to them qualitatively and in full, on the recommendation attestation commission, as an exception, may be appointed to the relevant positions in the same way as persons with special training and work experience.

ETKS 2018 for working professions is a special document that is a list of positions with qualification requirements for the workers who occupy them. This is a rather voluminous document, the main parts of which were initially approved by government decrees back in Soviet time, in the 80s. Since then, it has been revised and edited many times.
