In accordance with Article 350 of the Labor Code of the Russian Federation, the Government of the Russian Federation

decides:

1. Establish the following reduced working hours for medical workers, depending on their position and (or) specialty:

36 hours a week - according to the list in accordance with Appendix No. 1;

33 hours a week - according to the list in accordance with Appendix No. 2;

30 hours per week - according to the list in accordance with Appendix No. 3;

24 hours a week - for medical workers who directly carry out gamma therapy and experimental gamma irradiation with gamma preparations in radiomanipulation rooms and laboratories.

2. To the Ministry of Health of the Russian Federation together with the Ministry of Labor and social protection Russian Federation to provide clarifications on the application of this resolution.

At the end of July, one of the richest people in the world, Carlos Slim, proposed to reduce the working week to 3 days - however, he believes that the working day in this case should last 11 hours, and the pension should start from 70-75 years. Slim is not the first to want people to work less than the standard 40 hours a week. We figured out what versions of the ideal work week exist and why, according to their adherents, they will make people happy and the economy prosperous.

Why is the standard work week 40 hours?


Right after industrial revolution there were no laws protecting the rights of workers, and the owners of the factories wanted to get the maximum profit: the machines were very expensive, and to cover the costs, they forced their subordinates to work 12-16 hours a day, 6 days a week.

In 1922, Henry Ford decided to shorten the work week to 40 hours so that workers would have free time and spend more money. In other words, Ford made this decision not because he wanted to make life easier for workers, but because he wanted to increase demand. In an interview with World's Work magazine in 1926, Ford explained why he replaced the 48-hour workweek with a 40-hour workweek while maintaining workers' wages: "Recreation is an integral part of a growing consumer market because working people must have enough free time to consumer goods, including cars.

True, it's now 40 hours work week It's more of a myth than a reality. 85.8% of men and 66.5% of women in the US work longer hours. This is largely facilitated by the spread digital technologies(more and more people work remotely, conduct business correspondence in working time etc.) and economic hardships that prevent employers from providing employees with such benefits.

How many hours a week do people work in different countries?


In some developed European countries, the working week is even shorter than 40 hours. In France it is 35 hours and in the Netherlands it is 27 hours. In the mid-2000s, the Dutch government was the first in the world to introduce a workweek of less than 30 hours. However, not all countries are reducing working hours: for example, in Greece they work an average of 43.7 hours per week (but this does not contribute to economic growth), in Israel - 44 hours, in Mexico - 48, and in North Korean work camps - not at all. 112 hours per week.

What are the alternatives?


4 hours

Timothy Ferriss, bestselling author of The 4-Hour Workweek, speaks for the 4-Hour Workweek. The famous American writer and activist himself once worked 14-hour days, but realized that this made him unhappy and decided to develop a system that would allow him to work much less. In the book, Ferriss describes a variety of proven ways that allow him to work effectively while traveling and improving himself. One of key principles The author is based on the fact that 20% of the planned time is required to complete 80% of the work. That is why the main secret of Ferriss is the correct prioritization and delegation of not very important and time-consuming tasks to assistants.

21 hours

Proponents of the 21-hour workweek believe that this approach to work can solve several problems at once: unemployment, overconsumption, high carbon emissions and inequality. This option is offered by the British New Economics Foundation, which advocates the restructuring of the economy in such a way as to make people's lives happier and preserve nature. The foundation's report says a shorter workweek will change habits and break the cycle of modern life where everyone lives to work and work to earn to consume.

30 hours

In 1930, at the height of the Great Depression, corn magnate John Harvey Kellogg conducted an experiment: he replaced the 8-hour workday with a 6-hour one at his Michigan plant. As a result, the company had to hire hundreds of new employees, the cost price fell, employees began to work more efficiently and got more free time. Now a similar experiment is being carried out in Gothenburg, Sweden. There are also many supporters of the 4-day work week. Forbes columnist Richard Eisenberg believes that such a schedule would be especially important for baby boomers (that is, people born between 1946 and 1964), because the extra day off will give them the opportunity to care more for elderly parents or grandchildren, learn new skills and prepare towards retirement. So far, only 36% of US companies allow employees to work less than 40 hours a week.

33 hours

Speaking at a business conference in Paraguay in late July, one of the richest people in the world, Carlos Slim, said that, in his opinion, the majority of work is organized incorrectly. He is sure that people should retire not at 50 or 60, but at 70-75, but at the same time, people with a long record should work less than 5 days a week. True, the working week proposed by Slim is not much shorter than 40 hours - the billionaire believes that people should work 11 hours a day. Slim believes that such a schedule will allow us to get more rest, improve our standard of living and keep us healthy. The tycoon is already putting his idea into action: at his company Telmex, employees who work from a young age can retire before age 50 or continue to work 4 days a week and still keep their paychecks.

2 days is too long a weekend for many people. So says Business Insider executive editor Joe Weisenthal, who noticed that on Sunday people are more active on Twitter and read more online media. In addition, Weisenthal, like many professionals, works on Sundays himself - this is how he gets the best start to the week. True, numerous studies show that a 6-day work week can be bad for health and general condition: increase the risk of depression, heart attack and the occurrence of many diseases. 7 days

Despite the fact that no country in the world has a 7-day work week, some people work that much - usually those who work creative work(for example, writes books), and those who start own business. True, not many of them work 8 hours every day. For example, Buffer co-founder and CEO Joel Gascoigne tried to work a shorter amount of time each day, taking a two-hour break in the middle of the day. Joel described his experiment in an article on Lifehacker.com: according to him, it was an interesting experience, but he could not get used to working on weekends and did not have time to recover after work. But this schedule has helped Joel figure out that he only needs one day to recover, and now he works 6 days a week.

This order comes into force from the date of entry into force of the decree of the Government of the Russian Federation on recognizing as invalid the decree of the Government of the Russian Federation of April 3, 2003 N 191 "On the duration of working hours (norm of hours of pedagogical work for the wage rate) teaching staff"(Collected Legislation of the Russian Federation, 2003, N 14, Art. 1289; 2005, N 7, Art. 560; 2007, N 24, Art. 2928; 2008, N 34, Art. 3926).

Working hours (norm of hours of pedagogical work for the wage rate) of pedagogical workers

The length of working time (norm of hours of pedagogical work for the wage rate) for teaching staff is established on the basis of a reduced working time of no more than 36 hours per week.

Pedagogical workers, depending on the position and (or) specialty, taking into account the characteristics of their work, are established:

1. Working hours:

36 hours a week:

employees from among the teaching staff educational institutions higher vocational education and educational institutions of additional professional education (advanced training) of specialists;

senior educators of preschool educational institutions, educational institutions additional education children and orphanages;

teachers-psychologists, social teachers, teachers-organizers, masters of industrial training, senior counselors, labor instructors;

methodologists, senior methodologists of educational institutions;

tutors of educational institutions (with the exception of tutors employed in the field of higher and additional professional education);

heads of physical education of educational institutions implementing educational programs primary vocational and secondary vocational education;

teachers-organizers of the basics of life safety, pre-conscription training;

instructors-methodologists, senior instructors-methodologists of educational institutions of additional education for children of a sports profile;

30 hours a week - for senior educators of educational institutions (except for preschool educational institutions and educational institutions of additional education for children).

2. Norm of hours of teaching work for the wage rate (normalized part of pedagogical work):

18 hours a week:

teachers of grades 1-11 (12) of educational institutions implementing general education programs(including special (correctional) educational programs for students, pupils with disabilities);

teachers of educational institutions that implement educational programs of secondary vocational education of a pedagogical orientation (with the exception of teachers of such educational institutions who have a norm of teaching hours for a salary rate of 720 hours per year);

teachers of special disciplines 1-11 (12) classes of musical, artistic educational institutions;

teachers of grades 3-5 of schools of general musical, artistic, choreographic education with a 5-year period of study, grades 5-7 of art schools with a 7-year period of study (children's music, art, choreography and other schools), grades 1-4 of children's art schools and schools of general art education with a 4-year term of study;

teachers of additional education, senior teachers of additional education;

trainers-teachers, senior trainers-teachers of educational institutions of additional education for children of a sports profile;

3. The norm of hours of pedagogical work for the wage rate:

20 hours a week - teachers-defectologists, teachers-speech therapists, speech therapists;

24 hours a week - music directors and accompanists;

25 hours a week - for educators working directly in groups with students (pupils, children) with disabilities;

30 hours a week:

physical education instructors;

educators in boarding schools, orphanages, after-school groups, boarding schools at general educational institutions (school boarding schools), special educational institutions for children and adolescents with deviant behavior, preschool educational institutions (groups) for children with tuberculosis intoxication, health care institutions and social services;

36 hours a week - to educators in preschool educational institutions, preschool groups of general educational institutions and educational institutions for children of preschool and primary school age, in educational institutions of additional education for children, in dormitories of educational institutions implementing educational programs of primary vocational and secondary vocational education, other institutions and organizations.

Notes.

1. The duration of working hours of pedagogical workers includes teaching (educational) work, educational, as well as other pedagogical work provided for qualifications by positions and features of the regime of working time and rest time of pedagogical and other employees of educational institutions, approved in the prescribed manner.

2. The norm of hours of pedagogical and (or) teaching work for the wage rate of pedagogical workers is established in astronomical hours. For teachers, professors, teachers of additional education, senior teachers of additional education, trainers-teachers, senior trainers-teachers, the norm of hours of teaching work for the wage rate includes the lessons (classes) they conduct, regardless of their duration, and short breaks (changes) between them.

3. For teaching (pedagogical) work performed with the consent of teaching staff in excess of the established norm of hours for the wage rate, additional charges according to the received wage rate in a single amount.

4. Teachers who cannot be provided with an academic load in the amount corresponding to the norm of hours of teaching work for the wage rate per week are guaranteed payment of the wage rate in full, provided that they are supplemented to the established norm of hours by other pedagogical work in the following cases:

teachers of grades 1-4 when transferring teaching lessons of a foreign language, music, visual arts and physical education specialist teachers;

teachers of grades 1-4 of rural general educational institutions with their native (non-Russian) language of instruction, who do not have sufficient training to conduct Russian language lessons;

teachers of the Russian language in rural elementary general education schools with native (non-Russian) language of instruction;

teachers of physical culture of rural general educational institutions, teachers of a foreign language of general educational institutions located in the villages of logging and rafting enterprises and chemical forestry enterprises.

5. Teachers, as well as teachers of educational institutions that implement educational programs of secondary vocational education of a pedagogical orientation (with the exception of teachers of such educational institutions who have a norm of teaching hours for a salary rate of 720 hours per year), who, for reasons beyond their control, during the academic year, the study load decreases compared to study load, established at the beginning of the academic year, until the end of the academic year, as well as during vacation time that does not coincide with the annual main extended paid leave, the following is paid:

wages for the actual remaining number of teaching hours, if it exceeds the norm of teaching hours per week, established for the wage rate;

salary in the amount of the monthly rate, if the volume of the teaching load before its reduction corresponded to the norm of teaching hours per week, established for the wage rate, and if they cannot be loaded with other pedagogical work;

Teachers of educational institutions that implement educational programs of primary vocational and secondary vocational education, for whom, for reasons beyond their control, during the academic year, the teaching load is reduced in comparison with the teaching load established at the beginning of the academic year until the end of the academic year, as well as in vacation time that does not coincide with the annual main extended paid leave, wages are paid in the amount established during the billing at the beginning of the academic year.

In the Russian Federation, the duration of working hours is strictly regulated by the norms of the Labor Code .

How much and according to what schedule a person should work is fixed in him. At the same time, these requirements cannot contradict the current legislation. For different categories of workers, the daily working week, as well as the number of hours per week, will be different, so it is necessary to clearly stipulate these points right away, because on the basis of this, wages will be calculated in the future. Even if the employee agrees to work longer, then this will already be considered processing and therefore he is entitled to more funds for the work performed.

Working hours are strictly controlled. But for this you need to be able to check how long the working day actually lasts. All this information is entered in the time sheet. The right to reduce labor time is enshrined in Article 93 of the Labor Code of the Russian Federation.

  • Parent of a child under 14 or a disabled child under 18. It is interesting to note here that we are not talking about families where the baby is brought up by only one parent. Even if the family has full rights, only one of the parents can use it (the family decides at its discretion).

Duration of daily work

Article 94 of the Code discusses in detail what exactly the maximum length of a working day (or shift) can be for different categories of workers:

  • for persons under 16 years old - 5 hours, from 16 to 18 years old - 7 hours;

  • for disabled people, the shift is limited to the period of time provided for medical opinion in accordance with the diagnosis.

For those who are employed in the service with especially difficult working conditions, an initially shortened week is provided. At the same time, the norm of working out per day is also regulated:

  • if the working week is 36 hours, then the shift can be a maximum of 8 hours per day;
  • if the norm is 30 or less working hours per week, then a maximum of 6 can be worked per day.

At the same time, the article clearly provides that the employee and the employer, by agreement between themselves, may include in the employment contract a clause on increasing the length of working time. This applies to those categories of employees who are involved in complex production.

Please note that for creative professions and journalists, the duration of the shift is established exclusively by the employment contract.

For other categories of workers, it is strictly forbidden to increase the norm. You can decrease it, but you can't increase it. This would be a gross violation of the law. The only exceptions are those positions where the employment contract provides for a different shift schedule (for example, 2-day shifts of 12 hours each).
