___ (full name of TOS), hereinafter referred to as TOS, _______________________________________ (full name), acting on the basis of the Charter on the one hand, and municipal institution _______________________________ rural House of Culture, hereinafter referred to as KFOR, ____________________________ (full name), acting on the basis of the Charter, on the other hand, collectively referred to as the "Parties", expressing the will and interests of the residents of the municipality of the joint venture "__________________________", recognizing the responsibility assigned by the residents for the fulfillment of their requirements for development of public self-government and improvement of conditions and quality of life, striving to strengthen social activity; in order to implement the constitutional rights of citizens to participate in cultural life and use cultural institutions, as well as access to cultural values, guided by paragraphs 12, 13 and 15 of Article 14 of the Federal Law of October 6, 2003 "On general principles local government organizations in Russian Federation”, Charter of MU ___________ KFOR, Charter of TOS “____________”, for long-term cooperation on a contractual basis, have concluded this agreement on the following:

1. SUBJECT OF THE AGREEMENT

1.1. The parties agreed on joint interaction and cooperation in the conservation, creation, distribution and development cultural property.

1.2. Joint activities include:

1.2.1. creation of conditions for organizing leisure and providing residents of the settlement with the services of cultural organizations, namely:

Creation and support of amateur art groups, amateur associations, interest clubs;

Organization of cultural leisure in mass, interactive and individual forms (concerts, performances, exhibitions of artists and masters of arts and crafts);

Spiritual and moral and patriotic education the younger generation (concerts, disputes, history lessons, competitions, etc.);

Preservation and development of traditional culture, education of religious and ethnic tolerance (holidays and rituals of the folk calendar, lessons of folk culture);

Social adaptation of vulnerable categories of the population (involvement in the cultural life of the settlement of disabled people, older people, difficult teenagers, children from dysfunctional families, etc.)

1.2.2. protection and preservation of cultural heritage sites (monuments of history and culture) of local (municipal) significance located within the boundaries of the settlement;

1.2.3. creation of conditions for mass recreation of the inhabitants of the settlement and organization of arrangement of places for mass recreation of the population, namely:

Improvement of places of mass recreation of the population;

Organization of folk festivals, festivals.

2. RIGHTS AND OBLIGATIONS OF THE PARTIES

2.1. TOS "_______________" has the right:

Create amateur associations of citizens in various areas of creative and socio-cultural activities and provide financial support for them (acquisition of equipment, costumes, props, etc.);

Act as a customer of various cultural and leisure services, social actions;

Provide funding for various creative projects on organizing and holding holidays, competitions and other mass events organized with the aim of popularizing and developing folk art

Carry out activities to strengthen financial technical base KFOR, the preservation of historical and cultural monuments located on the territory of the municipality of joint venture (GP) "___________________".

2.2. TOS carries out work on the arrangement of places for mass recreation of the population.

2.3. MU ______________ KFOR:

Creates conditions for systematic studies of amateur art groups, amateur associations, interest clubs;

Conducts various cultural and leisure activities, social actions in accordance with its own plans, by order of TOS;

Organizes folk festivals in places of mass recreation of the population;

Participates in the preservation, revival and development of folk art crafts through the organization of exhibitions of works by masters of arts and crafts;

2.4. KFOR has the right to act with a creative initiative in the preparation of various projects carried out on the orders of TOS.

3. RESPONSIBILITIES OF THE PARTIES

3.1. Establishment of the facts of improper fulfillment by the parties of the obligations assumed leads to the termination of this agreement.

3.2. KFOR is responsible for the implementation of orders for various cultural and leisure services to the extent that these orders are provided with financial resources allocated by TOS "___________" or MO SP (GP) "_____________".

3.3. KFOR uses dedicated material resources exclusively for the intended purpose.

4. TERM, GROUNDS AND PROCEDURE FOR TERMINATION OF THE AGREEMENT

4.1. This agreement shall enter into force on "___" ____________ 20_____.

4.2. The term of this agreement is set until ____________________ year.

4.3. This agreement may be terminated early:

By agreement of the parties;

Non-fulfillment or improper fulfillment by one of the Parties of its obligations in accordance with this agreement.

4.4. Termination or extension of this agreement is formalized by the relevant act.

5. FINAL PROVISIONS

5.1. The issues of cooperation between the Parties (the form of interaction, the price of the service) are subject to specification in individual agreements concluded between the parties.

5.2. This agreement is made in two copies, having equal legal force, one for each of the Parties.

5.3. Amendments and additions to this agreement are made by signing additional agreements by the Parties.

5.5. Disputes related to the execution of this agreement are resolved through negotiations or in court.

ON CULTURAL COOPERATION BETWEEN
THE MINISTRY OF CULTURE OF THE RUSSIAN FEDERATION AND
MINISTRY OF CULTURE OF THE REPUBLIC OF MOLDOVA
(Sochi, October 14, 1994)
The Ministry of Culture of the Russian Federation and the Ministry of Culture of the Republic of Moldova, hereinafter referred to as the "Parties":
based on the legislative acts on the culture of the Russian Federation and the Republic of Moldova, as well as on the agreements within the Commonwealth of Independent States;
guided by the Agreement between the Government of the Russian Federation and the Government of the Republic of Moldova on cultural and scientific cooperation of 17.08.1994;
based on the priority of the inalienable rights of the individual to cultural identity, freedom of creativity, cultural activities of spiritual needs and familiarization with world cultural values;
recognizing the equal dignity of the national cultures of all peoples and nationalities and striving to promote their mutual enrichment while respecting the identity of each of them;
taking into account the spiritual needs and interests of citizens and representatives of all national groups in the territories of the states of the Parties;
taking into account the historical roots and accumulated experience of traditional cultural ties between the peoples of our states;
expressing the desire for further development and strengthening of friendly ties and cooperation between the peoples of Russia and Moldova in the field of culture;
supporting the creative aspirations of the artistic intelligentsia of workers of culture and art, the general public who advocate the preservation and enhancement of both the national and the common historical and cultural heritage, the comprehensive development of culture and art,
agreed on the following:
Article 1
The Parties will create, within their competence, favorable conditions for the preservation and development of cultural ties, cultural exchange and cooperation in the field of theatrical, musical, visual, variety and circus arts, library and museum business, identification and protection of objects of historical and cultural heritage, amateur folk art, handicrafts, tourism programs related to visiting cultural sites and other types of cultural activities.
Article 2
The Parties reaffirm the need to observe the guarantees of the free and equal development of the cultures of the peoples and national groups living on the territory of their states.
The Parties shall promote the activities of existing and creation of new national cultural centers and public organizations peoples and nationalities living outside their national-state formations or not having them, and to support their cultural activities.
Article 3
The Parties will promote, on the basis of bilateral annual programs and projects of cultural cooperation, the organization of tours of theaters, artistic groups and individual performers, the mutual supply of copies of printed materials, film, photo and audio documents to national depositories, the creation of integrated library and information systems, consolidated catalogs and interlibrary loans, loan art exhibitions and museum exhibits, films, television and radio programs, holding festivals, competitions, conferences, seminars and other events in the field of professional art, folk art, cultural and leisure activities and the protection of cultural heritage.
Article 4
The Parties will promote cooperation and broad mutual relations between creative unions and associations, associations and foundations, public and other non-governmental organizations, the establishment of direct contacts between cultural and art workers, both united in the relevant creative and professional unions, and not members of them, subject to legislation of the Russian Federation and the Republic of Moldova.
Article 5
The Parties will assist in establishing direct cooperation on the basis of direct agreements between theaters, concert organizations and professional groups, museums, historical and cultural reserves, organizations and institutions for the protection and restoration of objects of historical and cultural heritage, libraries, scientific and methodological centers, educational institutions, research organizations, enterprises and cultural institutions.
Article 6
Attaching great importance to the training of highly qualified personnel in the field of culture and art, the Parties will strive to meet mutual needs in the training, retraining and advanced training of workers and specialists in the field of culture and art, determining on a bilateral basis the obligations and conditions for the education of pupils, students, graduate students, doctoral students.
Article 7
In order to preserve the objects of historical and cultural heritage located on the territory of Russia and Moldova, the Parties will coordinate efforts and allocate funds aimed at identifying, protecting, protecting, restoring and using these objects on the basis of separate programs and projects.
Article 8
The parties will regularly exchange information in order to highlight the cultural life, historical ties between the two peoples, and the results of joint cooperation.
Article 9
The parties will consult to determine priority areas scientific research work in the field of culture and art, mutual information on the results of scientific research, to hold joint scientific and scientific-practical conferences, seminars and symposiums for this purpose, to publish collections scientific works and use other forms of scientific exchange and collaboration.
Article 10
The Parties guarantee the availability of subordinated established collections, collections and other cultural values ​​that form the library and museum fund of the Russian Federation and the Republic of Moldova, for the citizens of Russia and Moldova to an equal extent and on the same terms.
The Parties shall ensure the unimpeded receipt of complete information about historical and cultural values ​​stored in state collections, collections and funds of both Parties, and its use for the purposes of education, science and culture within the framework of interstate programs.
The Parties will contribute to the prevention and prevention of the illegal export of cultural property from their territories to the territory of another state party to this Agreement and other countries, as well as the mutual return of these valuables, regardless of the time elapsed after their illegal export.
Article 11
The parties will participate in the organization and joint holding of international cultural events, programs, business projects; on the preparation and coordination of cooperation between state and public associations in the field of culture and art of both Parties among themselves and in international governmental and non-governmental organizations, as well as associations of their compatriots abroad.
Article 12
The parties will support cooperation in the development and strengthening of the material and technical base of culture, the exchange of new technologies, organizations on a mutually beneficial basis for the supply of equipment and technical means for cultural and art institutions.
Article 13
The Parties will promote the implementation of initiatives to provide practical assistance to cultural institutions and workers, the restoration of historical and cultural heritage sites and the organization cultural service population in areas affected by natural disasters.
Article 14
The Parties will promote the expansion of mutual information on the achievements of culture and art, new areas and forms of cultural cooperation, support the practice of consultations on ensuring the observance of the rights and freedoms of citizens in the field of culture, legal and socio-economic regulation of the activities of cultural institutions, protecting the interests of cultural and art workers , developing agreed principles for cultural statistics.
Article 15
The parties will finance joint programs and projects in the field of culture, including the development of the material and technical base, on the principles of equity participation.
Article 16
For the purposes of the practical implementation of this Agreement and the preparation of programs and projects for cultural cooperation, the Parties shall establish temporary working commissions and groups.
Article 17
Cultural exchange between the Parties will be subject to the following conditions:
a) when exchanging creative teams, delegations and individual representatives:
- the sending Party pays for the travel expenses of teams, delegations and individual representatives and the transportation of production luggage in both directions;
- the host Party pays for accommodation, food and pocket expenses (or per diem) in accordance with the norms approved in each country, transport on the territory of the host Party according to the Program of stay;
b) when exchanging exhibitions from museum collections and exhibitions of contemporary art, the conditions, terms, nature and place of exposure will be additionally agreed by the Parties in working order.
Article 18
Disputes regarding the interpretation and application of this Agreement shall be resolved through consultations and negotiations between the Parties.
The Parties undertake to exchange information on national legislation in the field of culture.
Article 19
This Agreement does not affect the obligations of the Parties under their agreements with third parties.
Article 20
This Agreement shall enter into force on the date of the last written notice confirming that the relevant domestic procedures necessary for this have been completed.
This Agreement is concluded for a period of five years and is automatically extended for subsequent five-year periods, unless one of the Parties notifies the other Party in writing at least six months before the expiration next term of its intention to terminate it.
The provisions of this Agreement may be amended or supplemented by agreement of the Parties.
Done in Sochi on October 14, 1994 in duplicate, each in Russian and Romanian (Moldovan) languages, both texts having the same legal force.

In accordance with the Agreement between the Government of the Russian Federation and the Government of the Republic of Moldova on cultural and scientific cooperation dated 08/17/1994, the Agreement on cultural cooperation between the Ministry of Culture of the Russian Federation and the Ministry of Culture of the Republic of Moldova dated 10/14/1994, the Parties agreed on the following:
1. The Russian side will take part in cultural events in the Republic of Moldova:
- International festival "Martisor"
(annually, March);
- Days of new music (international festival)
(annually, 3 - 10 April);
- International festival of opera and ballet stars "Invites
Maria Bieshu"
(annually, August - September);
- International Variety Festival and Competition in Ungheni
(1995, August);
- International Folklore Festival of Music and Dance "Nufarul"

- Days of Russian culture in the Republic of Moldova

2. The Moldovan side will take part in cultural events in the Russian Federation:
- Festival of Russian theaters in Yoshkar-Ola, dedicated to

- International Theater Festival in Volgograd, dedicated to
50th anniversary of the end of World War II
(1995, May);
- The first international festival of arts of the CIS countries,
dedicated to the 50th anniversary of the end of World War II
(1995, June);
- International Festival of Children's Creativity
(1995, June);
- Days of Culture of the Republic of Moldova in the Russian Federation
(1995, October);
- Zonal festival of children's choreographic ensembles in
Ulyanovsk, as well as the All-Russian holiday "The village sings

- Meeting of employees of national libraries of the CIS countries
(1996, December).
3. The Parties shall carry out on a mutual basis cultural exchanges between amateur art groups of the Novosibirsk region and the Ialoveni and Criuleni regions of the Republic of Moldova. The dates of the mentioned events will be agreed upon in working order.
4. The Parties will study the possibility of holding in 1995 an exchange tour of theaters of the Russian Federation in Moldova and Moldovan theaters in the Russian Federation, organize symposiums, conferences, debates and other creative events in the field of theatrical art.
5. The parties will work out the issue of cooperation between the National Library of the Republic of Moldova and the Russian State Library, as well as between the National Center for Folk Art of the Republic of Moldova and the All-Russian Center for Folk Art.
6. As part of these events, as well as by agreement between museums, the Parties will hold art and other exhibitions. Their subjects, conditions, terms, nature and place of exposure will be agreed by the Parties additionally in working order.
7. The Moldovan side will open a studio (course) at the State Institute of Arts of Moldova in order to train specialists for Russian theaters in the Republic of Moldova. The Russian side will assist in the selection of teachers for conducting classes in the studio, as well as for conducting master classes in theaters of Moldova, the State Institute of Arts and other educational institutions.
8. At the end of each year, the Parties will exchange work plans for the coming year.
This Protocol is drawn up in two identical copies in the Russian and Romanian (Moldavian) languages, each having equal force.

The governments of the member states of the Commonwealth of Independent States, hereinafter referred to as the Parties,

guided by the Agreement on the Establishment of the Commonwealth of Independent States, existing international treaties and other acts and norms in the field of culture,

based on the priority of the inalienable rights of the individual to cultural identity, freedom of creativity, cultural activities, satisfaction of spiritual needs and familiarization with cultural values,

reaffirming the right of every state and people to independently develop and pursue its own cultural policy, to establish bilateral and multilateral cultural ties,

recognizing the equal dignity of the national cultures of all peoples and striving to promote their mutual enrichment while respecting the identity of each of them,

taking into account the spiritual needs and interests of citizens living outside their national-state formations,

expressing the desire to develop and strengthen friendly ties and cooperation between states and peoples in the field of culture,

supporting the desire of the artistic intelligentsia, cultural and art workers to preserve and develop creative contacts, protect their social and professional interests,

Considering that cooperation in the field of culture is intended to promote the establishment of universal values, the creation of conditions for ensuring social progress and civil harmony,

agreed on the following:

Article 1

The Parties undertake to create favorable conditions for the development of cultural ties and cultural exchange and cooperation in the field of theatrical, musical, visual, variety and circus arts, cinema, television and radio broadcasting, library and museum affairs, protection and rational use monuments and other objects of cultural and historical heritage, amateur folk art, folk crafts and other types of cultural activities.

The Parties will promote the creation and operation of national cultural centers and other public organizations of peoples and nationalities that do not have or live outside their national-state formations, provide them with methodological, advisory assistance and practical support.

The parties guarantee the availability of existing collections, collections and other cultural values ​​that form the library, museum and archival funds independent states, for citizens of the States Parties to this Agreement to the same extent and on the same terms as for their citizens.

The Parties shall ensure that all participants in this Agreement receive complete information about the historical and cultural values ​​of the peoples kept in state collections, collections and funds of other states - members of the Commonwealth, and their use for the purposes of education, science and culture within the framework of interstate programs.

The Parties recognize the need for an interstate expert commission of authorized representatives of the Parties to consider issues and prepare recommendations on the restitution of cultural and artistic property on the basis of two or multilateral agreements in accordance with their legislation and international law.

The Parties undertake, on the basis of agreed programs of cultural cooperation and direct contractual relations, to facilitate the organization of tours of artistic groups and individual performers, the mutual supply of legal deposit copies to national depositories printed matter, photo and fund documents, the creation of integrated library and information systems, consolidated catalogs and interlibrary loans, the exchange of art exhibitions and museum exhibits, films, television and radio programs, the holding of festivals, competitions, conferences, seminars, events in the field of professional art and folk art.

The Parties undertake to promote the creation of a single information space on the basis of treaties, agreements and consultations through the free exchange and distribution in their territories of television, radio and video programs, products of news agencies, periodicals, books and other printed materials, except in cases contrary to the laws of states - participants of the Agreement.

The Parties will promote cooperation and mutual relations between creative unions and associations, public organizations, associations, foundations and other non-governmental organizations, the establishment of contacts between cultural and art workers, as well as the implementation of direct cultural relations between their constituent republics, autonomous entities, territories, regions and cities.

The Parties will provide mutual assistance in the preparation and implementation of joint programs of international cultural relations, the organization of international tour and exhibition activities, promote the development of cooperation between governmental and non-governmental organizations, cultural and art institutions, creative unions with relevant international organizations, as well as associations of compatriots abroad.

The Parties will encourage cooperation in improving the system of aesthetic education and art education, training and advanced training of specialists, exchange of pupils and students on a parity or mutually beneficial basis. educational institutions culture and arts, interns and specialists.

The parties will carry out systematic consultations to determine the priority areas of research work in the field of culture and art, mutually informing about the results scientific research carrying out for these purposes joint scientific and scientific and practical conferences, seminars and symposiums, publication of collections of scientific papers, use of other forms of scientific exchange and cooperation, as well as the development of agreed principles for cultural statistics.

The Parties will contribute to the pooling of efforts to provide practical assistance to cultural institutions and workers in organizing cultural services for the population of areas affected by natural and other disasters.

The parties will cooperate in the implementation of joint programs for the development and strengthening of the material and technical base of culture, the exchange of new technologies, the organization, on a mutually beneficial basis, of the supply of equipment and technical means for institutions of culture and art.

The Parties undertake to support the practice of consultations on experience in the field of culture and art, legal and socio-economic regulation of the activities of cultural institutions, protection of the interests of cultural and art workers in the transition to a market economy.

The practical implementation of specific cultural programs and cooperation projects will be carried out and financed on the basis of bilateral and multilateral agreements.

In order to implement this Agreement and practical coordination of cultural cooperation, the Parties agreed to establish, if necessary, temporary commissions and working groups.

Issues of interpretation and application of the provisions of this Agreement shall be resolved through consultations or negotiations between the Parties.

The agreement comes into force from the date of its signing.

The Agreement is open for accession by other states that share the goals and principles of this Agreement. For the acceding state, the Agreement shall enter into force from the date of submission of the document on accession to the Government of the Republic of Belarus, which is the depositary of this Agreement.

Either Party may at any time denounce this Agreement by written notice to the depositary. The Agreement shall terminate for that Party 6 months after the depositary receives such notification.

Done in the city of Tashkent on May 15, 1992 in one copy in Russian. The original copy is stored in the archives of the Government of the Republic of Belarus, which will send a certified copy to the states that have signed this Agreement.

The Ministry of Culture of the Russian Federation undertakes to involve creative unions and the above-mentioned public organizations: - in the development of the concept of the cultural policy of the Russian state for 2000-2005; - to discuss projects federal laws concerning issues of Russian culture, creative workers and creative unions; - to the development of measures and conditions for the fruitful activity of creative workers and teams, to the provision of a unified information and cultural space; - to the development of the necessary measures to protect the labor and social rights of creative workers, including those working out of employment and contributing to the improvement of their working conditions; - to improve the system of aesthetic education of the population; - to the definition of priority areas of scientific - research work in the field of cultures and art. Article 3 For the purpose of the practical implementation of this Agreement, the Participants consider it necessary: ​​to seek budgetary and own funds, as well as to attract sponsors, philanthropists, commercial structures for the implementation of joint programs and projects; to facilitate the conclusion of agreements between creative unions and the administration of the republics, regions, territories and cities of the Russian Federation in order to conduct joint major cultural events. Article 4 The participants undertake to inform the public about the implementation of this Agreement through the media. Article 5 The participants form the highest coordinating body - the Consultative Council for Cultural Cooperation, consisting of the heads of creative unions and the ministry, which ensures the effective organization of the work of creative unions and public organizations on a contractual basis within the framework of long-term programs concluded by the Ministry of Culture of the Russian Federation with the participants of the Agreement. The Advisory Council for Cultural Cooperation is the coordinating body for the implementation of program documents (Regulations on the Consultative Council are attached). Article 6 This Agreement shall enter into force upon its signing by all the Participants and shall be valid until December 31, 2005. The course of implementation of the Agreement is considered at the meetings of the Consultative Council for Cultural Cooperation. DROBITSKY June 7, 2000 Regulations ON THE ADVISORY COUNCIL FOR INTERACTION OF THE MINISTRY OF CULTURE OF THE RUSSIAN FEDERATION, CREATIVE UNIONS AND OTHER PUBLIC ORGANIZATIONS, THE MAIN ACTIVITY OF WHICH IS CULTURE 1. The Advisory Council for interaction between the Ministry of Culture of the Russian Federation, creative unions and other public organizations whose main activity is culture (hereinafter referred to as the Consultative Council) is an advisory body and acts on a voluntary basis. 2. The Advisory Council is being created to coordinate the activities of the Ministry of Culture of the Russian Federation, creative unions and public organizations in the field of culture to develop new forms of interaction and main directions joint work for the moral and spiritual revival of Russia. 3. The Advisory Council includes the heads of creative unions, confederations, foundations and other public organizations whose main activity is culture. 4. The main tasks of the Consultative Council are: - participation in the development of the concept of the cultural policy of the Russian state for 2000-2005; - discussion of draft federal laws relating to issues of Russian culture, artists and creative unions; - development of necessary measures to protect the labor and social rights of creative workers, including those working out of employment, contributing to the improvement of their working conditions; - promoting the development of national cultures of the peoples of the Russian Federation, strengthening interregional and international contacts; - determination of priority directions of scientific - research works in the field of culture and art; - improvement of the system of aesthetic education of the population; - consideration of issues related to education, training and support of creative change. 5. The Consultative Council carries out its activities in accordance with the work plan adopted at the meeting of the Consultative Council and approved by its chairman. Meetings of the Advisory Council are held as needed, but at least once a month. The meeting of the Consultative Council is chaired by the chairman of the Consultative Council or his deputy and is considered competent if at least half of its members are present. Recommendations of the Consultative Council are adopted by a simple majority of votes of the members of the Consultative Council present at the meeting. To prepare specific issues to be discussed by the Consultative Council, temporary working groups of specialists may be created. 6. Organizational - technical support The activities of the Council are carried out by the Ministry of Culture of the Russian Federation.
