I. General provisions

1. Rules for the carriage of passengers and baggage by road in international traffic of the member states of the Commonwealth of Independent States (hereinafter referred to as the Rules for the Carriage of Passengers) are developed in accordance with the Convention on the International Carriage of Passengers and Luggage by Road and regulate the process of carriage of passengers and baggage by buses in regular and irregular international bus service.

2. These Rules for the carriage of passengers apply to passengers and carriers of the Parties and are binding on them.

3. These Rules for the carriage of passengers provide for a system for organizing and controlling the transportation process, as well as the rights and obligations of carriers and passengers.

4. The basis for organizing the transportation of passengers and luggage by buses in international scheduled traffic is an agreement on joint activities for regular international transportation of passengers and baggage (hereinafter referred to as the Agreement on joint activities), which is concluded by the carriers of the member states of the Commonwealth of Independent States, determines the tariffs and timetables, previously agreed with the relevant competent transport authorities of the Commonwealth states.

5. The terms contained in the Rules for the carriage of passengers have the following meanings:

"bus station"- a complex of structures providing passenger service in populated areas and including: a building with a waiting room with a capacity of over 75 people and ticket offices; platform for embarkation and disembarkation of passengers; bus parking area, posts for cleaning and inspecting the bus;

"bus station"- a complex of facilities that provides passenger service in populated areas and includes: a building with a waiting room for up to 75 people and ticket offices; platform for embarkation and disembarkation of passengers; bus parking area;

"hand luggage"- things of a passenger weighing no more than 20 kg and having dimensions no more than 600 x 400 x 200 mm, transported free of charge by the passenger;

"driver" - individual driving car vehicle or who, on behalf of and on behalf of the carrier, is entrusted with the functions of driving and servicing consignees, shippers or passengers;

"contract of carriage"- rendering agreement transport services concluded between the carrier and the passenger;

"route"- the established route of the vehicle between certain points;

"pendulum transportation"- transportation of a group of passengers, carried out within a certain time frame, from the territory of one state to a place of temporary stay on the territory of another state, with the subsequent return of this group by buses of the same carrier to the state of its initial departure;

"transportation irregular"- transportation, in which the conditions for its implementation are determined in each individual case by agreement between the customer and the carrier;

"regular transportation"- transportation of passengers and luggage under a contract of carriage, which defines the conditions of carriage, tariffs and timetables for the movement of buses along the route, indicating the stopping points for boarding and disembarking passengers;

"Timetable"- schedule, table containing information about the time, place and sequence of the flight;

"flight"- the path of the bus from the starting point to the final point of the route;

"permission system"- a set of regulatory, technological documents that ensure the implementation of interstate bus transportation;

"route map (routes)"- graphic representation of routes (route) by symbols;

"rate"- the established amount of payment for the carriage of passengers and baggage per unit of distance or time;

"stencil"- a pointer with information for passengers about the route and mode of operation of buses;

"form (road sheet)"- a document that defines the type of transportation and contains a description of the route of the trip and a list of passengers;

"competent authority of transport"- the transport authority of the state that issues a permit to the carrier for the right to carry out international road passenger transportation along an agreed route;

"license"- a document issued by an authorized government agency Parties, certifying the right to carry out passenger road transport in international traffic within a specified period.

II. Organization of passenger transportation

6. Issuance, extension and cancellation of licenses for the international transportation of passengers by road are carried out in accordance with the current legislation of the state - the place of registration of buses.

7. Not allowed for transportation:


  • explosive, toxic, flammable, caustic, radioactive, chemical, toxic, ozone-depleting substances and products containing them, narcotic, psychotropic and malodorous substances in baggage and hand luggage;

  • luggage that pollutes the rolling stock, passengers' clothes, storage rooms and things located there;

  • baggage exceeding the norms in size and weight established by these Rules for the carriage of passengers, as well as items, the transportation of which is prohibited by the legislation of the state in whose territory it is carried out.
8. To open a route for regular transportation of passengers in international traffic, the carrier must:

  • agree with a partner from another state, to which the route lies, intentions to open the route;

  • send an application to the competent transport authority of your state with the following documents attached: Agreement on joint activities, copies of the license for the right to carry out passenger transportation in international traffic, as well as certificates of registration of the enterprise with its details, timetables on the route, route schemes indicating border crossings, tariffs for transportation, mode of work and rest of drivers on the route.
The competent transport authority of the state to which the application is submitted sends to the competent transport authority of the state on whose territory the route is laid, an application for obtaining a permit, applications for opening a route with the documents indicated above.

The competent transport authority of the state in which the application is submitted, after obtaining permits from all states through whose territory the route is laid, issues these permits to the carrier.

The carrier draws up a route scheme and submits it for approval to the competent transport authorities of the states through whose territory the route runs.

Changing the route, stops, timetables, as well as closing the route is carried out after prior agreement with the relevant competent transport authorities of the states through whose territory the route runs.

9. The competent authorities of transport coordinate with the competent authorities of the Commonwealth states the time of crossing the border by regular buses and issue a pass for an extraordinary border crossing.

10. Buses for international transportation of passengers in regular traffic are equipped with front and side stencils with the name of the starting and ending point of the route.

11. Departure and arrival of international buses is carried out from the bus station (bus station).

12. Tariffs for transportation are agreed by carriers.

13. The ticket must contain the following basic data:


  • name of the bus station (bus station) of departure and destination;

  • ticket number (marked in typographical way);

  • fare;

  • ticket issue date;

  • date and time of departure;

  • seat number;

  • place of issue of the ticket;

  • flight number.
The sale of tickets is noted in the ticket-account sheet.

14. Advance sale of travel tickets, registration of baggage transportation is carried out at separate ticket offices of bus stations (bus stations) and separately located ticket offices for advance ticket sales.

On the day of departure of buses, tickets should be sold at the ticket offices of bus stations (bus stations) of the starting points of the routes, and at intermediate points - upon receipt of information about the availability free places in the bus.

The ticket is only valid for the day of departure and the bus route indicated on it.

The right to purchase tickets out of turn is granted to citizens in accordance with the current legislation of the state in whose territory the ticket is sold.

15. The number of passengers carried by a bus on international routes corresponds to the number established by the manufacturer for this bus model.

16. The driver and passengers of an international bus must have properly executed documents for the right to cross the border.

17. When crossing the border, passengers' documents, luggage, hand luggage, currency and valuables must be issued in accordance with the requirements of the current border and customs legislation of the state through which the carriage is carried out.

18. Baggage is considered to be issued to the passenger if the carrier handed it over to the person who presented the baggage receipt.

19. If baggage check is absent, then the carrier has the right to transfer the baggage to the person who has proved that this baggage belongs to him. If a person claiming to receive baggage without a receipt does not provide enough evidence that the baggage belongs to him, the carrier has the right to require him to make an appropriate deposit, which is returned after one year from the date of its payment.

20. Luggage not claimed upon the arrival of the bus at the final destination, regardless of whether a baggage receipt was issued for it or not, is handed over for safekeeping, for which the passenger is charged upon receipt of the baggage. The carrier may entrust the storage of baggage to a third party who is entitled to receive remuneration for its storage.

The procedure for storing luggage is governed by the legislation in force in the state in which the storage is carried out.

21. Baggage not delivered to a passenger within fourteen days from the date of receipt of his application for extradition is considered lost.

22. If the baggage, which was considered lost, is found within a year from the day when the passenger requested its release, the carrier shall notify the passenger about this. Within thirty days from the date of receipt of the notification, the passenger may request that the luggage be delivered either to the point of departure or to the point of destination.

III. Obligations and rights of passengers

23. When carrying out international bus transportation, the passenger is obliged:


  • purchase a ticket and pay for the transportation of baggage in accordance with the cost of the trip set by the carrier, take the seat indicated on the ticket, keep the ticket until the end of the trip and present it to the controlling persons;

  • arrive at the place of boarding the bus in accordance with the rules in force in the territory of this state;

  • comply with the established rules for crossing the border of the state through whose territory international transportation is carried out;

  • have a baggage check and be present during the inspection of baggage and other property belonging to him, as well as during the selection of samples, samples of substances and materials that belong to him, for express analysis by the relevant regulatory authorities.
24. The passenger of the international route has the right:

  • carry with you on the bus free of charge one child under the age of 5 years - without providing a separate seat, aged 5 to 10 years with a 50% discount from the cost of a full ticket - providing a separate seat and when transporting two or more children aged up to 10 years, one of them is transported free of charge, the rest - with a 50% discount from the cost of a full ticket, with the provision of a separate seat;

  • carry one piece of hand luggage, small animals and birds in cages, animals (dogs, cats) free of charge for a fee established by the carrier, with the provision of documents issued by the veterinary service of the state from which the animal is exported when boarding the transported animals;

  • receive timely and accurate information about the list of services provided, the conditions for their provision and the route of movement;

  • demand compensation for damage caused to the health of a passenger or damage to his luggage during international transportation;

  • require carriers to fulfill the contract of carriage;

  • declare the value of baggage when handing it over for transportation.
The amount of the declared value of the baggage must be determined by the passenger in the national currency of the sending state and indicated in the baggage receipt. The receipt must be kept for the entire period of transportation and inspection of luggage and other property that belongs to him.

25. A passenger may be denied transportation:


  • in the absence of vacancies;

  • in the case of baggage that has not been cleared in customs;

  • when trying to transport baggage that is prohibited for transportation or does not meet the established standards in terms of nomenclature, weight or dimensions.
26. The passenger is not entitled to:

  • interfere with the driver or divert his attention from driving the bus while driving;

  • open the doors of the bus until it stops completely;

  • make corrections to tickets and other travel documents and transfer them to other passengers;

  • carry luggage on the seats;

  • use emergency equipment unnecessarily, except as provided for.
27. The passenger is responsible for the damage caused through his fault, including damage to or pollution of the bus or equipment belonging to the carrier, as well as for violation of these Rules for the carriage of passengers.

The amount of compensation is determined by the amount of damage caused.

IV. Obligations and rights of the carrier

28. The carrier is obliged:


  • to ensure the advance sale of tickets in international traffic;

  • before the trip, familiarize the driver with the route map and hand him the timetable;

  • submit a bus in a proper technical and sanitary condition in a timely manner;

  • provide the passenger with a safe, comfortable ride on the bus in accordance with the contract of carriage and the approved schedule;

  • ensure that passengers travel to the final destination of the route without additional costs for them in case of termination of the trip due to a technical malfunction of the bus;

  • provide the passenger with additional services provided for in the contract of carriage.
29. The carrier has the right:

  • cancel the bus run under circumstances that he could not foresee and prevent, despite all the measures taken. In this case, the carrier shall return to the passenger the cost of the ticket after it has been presented, as well as the cost of the tickets paid by the passenger. additional services. In addition, the expenses confirmed by the relevant documents incurred by the passenger in connection with his possible return to the place of the beginning of the trip indicated on the ticket and departure from it by the cheapest means of transport are subject to refund. The conditions for the return of the cost of the ticket and paid additional services to the passenger are determined by the Agreement on joint activities;

  • restrict or terminate international transportation on the territory of their state in the event of an epidemic, natural disaster or force majeure circumstances (force majeure);

  • note the condition of the baggage or its packaging in the baggage receipt with the consent of the passenger. If the passenger does not confirm the mark, the carrier may refuse to accept the baggage for carriage. If baggage is accepted by the carrier without a mark, it is considered that the baggage was accepted in proper condition and in proper packaging.
V. Obligations and rights of the driver

30. A bus driver performing international transportation of passengers is obliged to:


  • be guided by the Rules of the road, the rules for the technical operation of the bus, job description and follow the operational instructions of the dispatching service;

  • comply with the rules of border, customs, sanitary-quarantine and other types of control of the states through whose territory international transportation is carried out;

  • have registration documents for a vehicle and driver's license that meet the requirements of the Convention on Road Traffic of November 8, 1968;

  • organize, timely notify and prepare passengers for passing control when crossing the border;

  • present for inspection when crossing the border:

    • a) for regular transportation: driver's license, road (travel) sheet, ticket and accounting documentation, original permit, bus timetable, license, documents for the right to cross the state border;

    • b) for non-regular transportation: driver's license, road (travel) list, license, road sheet, permission for irregular transportation (if such is provided for by an agreement on international road transport), documents for the right to cross the state border;

  • confirm, in accordance with the agreement regarding the work of the crews of vehicles engaged in international road transport, the mode of operation of the driver;

  • follow the established route and follow the bus schedule;

  • check the availability and compliance of tickets for travel and transportation of luggage during the boarding of passengers;

  • accept and place luggage intended for transportation, issue luggage to passengers at the stops provided for by the schedule;

  • announce the appointment of stops and the time of parking at them;

  • stop the bus at the signal of persons entitled to control international transportation, follow their instructions and assist in the control;

  • to carry out landing (disembarkation) after stopping the vehicle only from the landing site, and in the absence of such a platform, from the sidewalk or roadside. If this is not possible, then from the side of the carriageway, provided that it is safe and does not create obstacles for other road users;

  • in the event of a traffic accident, if possible, provide assistance to the victims and notify the relevant authorities about the incident;

  • take steps to provide the first medical care passenger in need of it, as well as to deliver him to the nearest point emergency care. If a passenger stops the trip due to illness, then his luggage is deposited in the manner prescribed by paragraph 20 of these Rules;

  • start moving after the doors are completely closed in the bus and open them only at stops.
31. The driver has the right:

  • not allow to travel or disembark at the nearest stop a passenger who has violated the contract of carriage, or due to his behavior, illness and other reasons that pose a danger to surrounding passengers;

  • require passengers to fulfill their obligations;

  • do not release baggage if the baggage receipt is not presented;

  • be present during the inspection of the bus and luggage.
VI. Return of payments

32. When returning the ticket to the ticket office of the bus station (bus station) no later than 2 hours before the departure of the international bus, the cost of the ticket is returned to the passenger minus the prescribed fee for the advance sale of the ticket.

If the ticket is returned later than this period, but not less than 15 minutes before the departure of the bus, provided for by the timetable, the cost of the ticket is returned to the passenger in the amount determined by the carrier.

If the ticket is lost, the passenger is not allowed to board the bus, the cost of the ticket is not refundable, a duplicate is not issued, and claims are not accepted.

33. If the bus of the carrier of one state, while traveling through the territory of another state, cannot continue to move for any reason, then the Association of International Road Carriers of this state, at the request of the driver of the specified bus, provides the necessary assistance at the expense of the carrier in organizing the transportation of passengers of this bus to the nearest point from where it is possible to send in the required direction.

In the event of a forced stop and if it is impossible to deliver the passenger to the place of arrival, as well as if the passenger stops the trip due to illness or an accident, the fare and baggage allowance (except for the commission fee) will be returned to him based on the distance from the place of breakdown or forced stop to the final destination. point of arrival, which is regulated by the Agreement on joint activities.

34. The passenger has the right to return tickets to the ticket office before the departure of the bus for the flight and receive the full fare, including fees for advance ticket sales, in the following cases:


  • if the bus is late for the flight by more than an hour compared to the time provided in the timetable;

  • when providing a passenger with a seat in a bus of a lower class than the one provided for in the ticket. If the passenger agrees to travel on a bus of a lower class, the difference in the ticket price is returned to him.
If instead of the scheduled bus, a more expensive bus is served, then passengers who purchased tickets before the announcement of this are entitled to travel on these tickets without additional payment. From the moment of the announcement of the replacement of the type of bus, tickets are sold at the established higher fare with a corresponding warning to passengers.

In case of delay, the passenger has the right, within three hours from the moment of departure of the bus for which the ticket was purchased, and due to illness or accident - three days, to restore travel documents with an additional payment of 25% of the ticket price or to receive the fare minus 25% of the ticket price.

Refunds are made:


  • advance ticket sales offices that sold or delivered the ticket, one calendar day (up to 18 hours) before departure for the bus trip;

  • cash desks of the current sale of tickets of the bus station (bus station) of the starting point of the route - on the day of departure for the bus flight.
VII. Passenger and baggage control

35. Control of transportation of passengers and baggage during international transport road transport is carried out on the basis of bilateral intergovernmental agreements on international road transport and the national legislation of the states through whose territory transportation is carried out.

36. The liability of carriers and passengers for violation of these Rules for the carriage of passengers is provided for by the Convention on the International Carriage of Passengers and Luggage by Road of October 9, 1997, multilateral and bilateral intergovernmental agreements on international road transport, as well as the national legislation of the state in whose territory the violation was committed.
