In accordance with paragraphs 7 and the Regulations on the military transport obligation, approved by Decree of the President of the Russian Federation of October 2, 1998 N 1175 "On approval of the Regulations on the military transport obligation" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 1998, N 40, art. 4941 ), I order:

2. Control over the implementation of this order shall be entrusted to the General Staff of the Armed Forces of the Russian Federation (Main Organizational and Mobilization Directorate of the General Staff of the Armed Forces of the Russian Federation).

A list of vehicles provided to the Armed Forces of the Russian Federation, other troops, military formations and bodies, as well as special formations created for wartime has been determined.

This is necessary for the implementation of military transport duties. It is established for timely, high-quality and full provision of vehicles during the period of mobilization and in wartime.

The list includes off-road vehicles, different kinds tractors, road construction machines, cranes, self-propelled conveyors, caterpillar tractors, transporters and transporters-tractors, armored vehicles, snowmobiles with skis as a control element, ATVs (including light ones), ATVs, etc.

The procedure for accounting for vehicles has been regulated. The forms of the documents being compiled are given.

Accounting is carried out according to state registration plates, brands, types, types and number of vehicles, as well as on the basis of belonging to the owner organizations.

The staging is carried out in the military commissariats, in the organizational and mobilization departments of the headquarters of the joint strategic commands of the military districts, in the main organizational and mobilization department of the general staff of the Armed Forces of the Russian Federation.

  • in the case when there is no rapid and continuous decrease in the pressure of the brake line and a sharp deceleration of the train, perform service braking with the discharge of the brake line by the value of the first stage, then release the automatic brakes of the train in the prescribed manner, while turning on the traction is allowed only after the complete release of the automatic brakes of the train;

  • in the case when there is a rapid and continuous decrease in pressure in the brake line or a sharp deceleration of the train, which does not correspond to the influence of the track profile, perform service braking by the value of the first stage. Then, the control body of the driver's crane should be moved to a position that does not ensure the maintenance of a given pressure in the brake line after braking, and the train should be stopped without applying the auxiliary brake of the locomotive. After the train stops, the control body of the auxiliary brake valve is transferred to the extreme braking position.
If, while a freight train was moving, the sensor for monitoring the state of the brake line was triggered or a spontaneous decrease in pressure in the brake line occurred, the driver is obliged to perform service braking with the brake line discharged by the first stage, and then move the control element of the driver’s crane to a position that does not ensure the maintenance of the specified pressure in brake line after braking and stop the train without applying the auxiliary brake of the locomotive. After stopping, move the auxiliary brake valve control body to the extreme braking position. The driver's assistant must inspect the train, find out if it is complete by the number of the last car and check the presence of a train signal on this car, check the integrity and tightness of the brake line and perform an abbreviated brake test.

In case of repetition of signs of a possible violation of the integrity of the brake line of the train (including the operation of the sensor for monitoring the state of the brake line in the composition), it is necessary to transfer the control element of the driver’s crane to a position for 5-7 seconds that does not ensure the maintenance of the specified pressure in the brake line after braking and observe brake line pressure:


  • in the case when there is no rapid and continuous decrease in the pressure of the brake line and a sharp deceleration of the train, perform service braking with the discharge of the brake line by the value of the first stage, then release the automatic brakes of the train established order, it is allowed to turn on the traction only after the complete release of the train's automatic brakes;
- in the case when there is a rapid and continuous decrease in pressure in the brake line or a sharp deceleration of the train, which does not correspond to the influence of the track profile, perform service braking by the value of the first stage. Then, the control body of the driver's crane should be moved to a position that does not ensure the maintenance of a given pressure in the brake line after braking, and the train should be stopped without applying the auxiliary brake of the locomotive. After the train stops, the control body of the auxiliary brake valve is transferred to the extreme braking position.

When the signs of a possible violation of the integrity of the brake line of the train are repeated, the driver is obliged to declare a control check of the brakes in accordance with the head of the KhSU of these Rules.

  • checking the free passage of compressed air to the tail car and the integrity of the brake line of the train. The check is carried out after the train brake network is fully charged by opening the last end valve of the tail car by 8-1 0 seconds;

  • measurement of the release time of the automatic brakes at the last two cars at the tail of the train (with a freight train length of more than 100 axles) should be performed after the brake line is fully charged, the braking stage is 0.05-0.06 MPa (0.5-0.6 kgf / cm ^) and obtaining information on the transfer by the driver of the control element of the driver’s crane to a position that ensures an increase in pressure in the brake line above the charging one by 0.03-0.07 MPa (0.3-0.7 kgf / cm ^) until the blocks start to move away from the wheels . Braking to measure the release time should be performed after charging, but not less than 120 seconds (2 minutes) after the sensor for monitoring the condition of the brake line or a decrease in pressure in the brake line when checking its integrity.
The release time of the automatic brakes of the last two cars in the tail of the train is taken to be the longest release time of the cars;

  • checking the tightness of the brake line of the train in the train position of the control element of the driver's crane.

When the train position of the governing bodyKpai- iathe driver, the check is carried out after turning off the compressors upon reaching the maximum pressure in the main locomotive tanks and subsequent reduction of this pressure by 0.04-0.05 MPa (0.4-0.5 kgf / cm ^) with the measurement of the time of further pressure reduction by 0, 05 MPa (0.5 kgf/cm^).

For trains with locomotives at the head, the shortest allowable descent time

  • checking the density of the brake line of the train in the position of the control element of the driver's crane, which ensures the maintenance of the specified pressure in the brake line after braking, is performed by measuring the density of the brake line of the train, which should not differ from the density at the train position of the control element of the driver's crane by more than 10% downwards.

Upon completion of the full testing of the brakes, a “Certificate on the provision of the train with brakes and their proper operation” is issued.

The procedure for accounting for vehicles provided to the Armed Forces of the Russian Federation, other troops, military formations and bodies, as well as special formations created for wartime

I. General provisions

1. This Procedure determines:

goals, objectives, procedure for organizing and keeping records of vehicles specified in the List of vehicles provided to the Armed Forces of the Russian Federation, other troops, military formations and bodies, as well as special formations created for wartime * (hereinafter - the List) (Appendix N 1 to this order), in the bodies of military administration and military commissariats of the constituent entities of the Russian Federation;

the procedure for interaction between military command and control bodies and military commissariats with bodies executive power constituent entities of the Russian Federation, local governments, bodies that carry out state registration of vehicles, state supervision and control over the technical condition of vehicles, as well as statistical accounting when organizing and maintaining records of vehicles provided to troops, military formations and bodies during the period of mobilization and during war time.

2. Accounting for vehicles provided to the troops, military formations and bodies (hereinafter referred to as vehicles) is organized and maintained in order to:

obtaining information about the presence, departmental affiliation and territorial location of organizations - owners of vehicles **;

obtaining information about the availability and technical condition of vehicles of organizations-owners and citizens-owners of vehicles;

providing military administration bodies and military commissariats of the constituent entities of the Russian Federation with initial data for planning the recruitment of troops, military formations and bodies with vehicles for the period of mobilization and wartime, as well as planning for ensuring the operation of vehicles.

3. The main tasks of accounting for vehicles are:

collection of information on the availability and technical condition of vehicles (hereinafter referred to as information);

entering information into documents and databases of vehicles, their systematization and classification;

generalization and analysis of information, preparation and presentation (receipt) of proposals, analytical and reference materials based on their results;

control of the reliability of the information provided;

keeping information up to date.

4. Accounting for vehicles is organized and maintained:

the Main Organizational and Mobilization Directorate of the General Staff of the Armed Forces of the Russian Federation - throughout the territory of the Russian Federation;

WMD of USC headquarters of military districts and military commissariats - within the limits of responsibility determined by the military-administrative division of the Russian Federation***;

departments (municipal) military commissariats - within the established limits of responsibility.

5. Recording of vehicles is carried out on the basis of the information provided:

subdivisions of the State traffic inspectorate and state technical supervision bodies by transferring registration information, changing registration data (type of vehicles, their purpose or information about the owner) and deregistration of vehicles to be provided to troops, military formations and bodies at the request of military commissariats (military control bodies) ;

territorial bodies of Rosstat, other federal authorities executive authorities (hereinafter - the federal executive authorities), executive authorities of the constituent entities of the Russian Federation, local governments and owner organizations at the request of military commissariats (military authorities) ****.

6. Accounting of vehicles is carried out according to state registration plates, brands, types, types (hereinafter referred to as number-based accounting) and the number of vehicles (hereinafter referred to as quantitative accounting), as well as on the grounds that vehicles belong to owner organizations.

Vehicle accounting indicators are formed on the basis of information received from Rosstat, its territorial bodies, subdivisions of the State traffic inspectorate, state technical supervision bodies, other federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local governments and owner organizations, information received during activities related to preparation of vehicles, as well as with periodic clarification of the purpose of vehicles.

Vehicle accounting indicators are formed in the form of documents and electronic vehicle accounting databases.

7. Registration of vehicles in the Armed Forces of the Russian Federation is carried out in departments of (municipal) military commissariats that operate in places state registration Vehicle.

In cases of temporary registration of vehicles, including for lessees (including lessees), their registration is carried out in departments of (municipal) military commissariats that operate in places of temporary registration of vehicles.

8. Deregistration of vehicles in departments of (municipal) military commissariats is carried out in the following cases:

changes in the place of state registration (including temporary) of vehicles;

deregistration of vehicles by the bodies carrying out their state registration;

making changes to the List aimed at excluding certain vehicles from it.

Deregistration of vehicles consists in the removal of documents and information from the databases of vehicles and their destruction.

II. Registration of vehicles in departments of (municipal) military commissariats

9. In the departments of (municipal) military commissariats, when registering vehicles, collection, classification, systematization, generalization and analysis of data are carried out.

In the departments of (municipal) military commissariats, records are kept: by number and quantity.

From the military commissariats, the departments (municipal) military commissariats receive information about vehicles, as well as information available in the databases of the state registration of vehicles, state statistical accounting.

10. Number registration data on vehicles are reflected in the registration cards of vehicles, which are entered for each unit of the vehicle. The recommended sample of the vehicle registration card is given in Appendix No. 1 to this Procedure (hereinafter referred to as the registration card).

Registration cards are entered when vehicles are registered with departments of (municipal) military commissariats. Registration of vehicles in the departments of (municipal) military commissariats is carried out upon receipt of information about vehicles from the units of the State traffic inspectorate, state technical supervision bodies, local governments and from owner organizations.

From registration cards, file cabinets of vehicles intended for delivery to military units and the remains of vehicle resources are formed.

The card index of the remains of vehicle resources consists of parts that are compiled according to the principle of assigning vehicles to a municipality, depending on the place of state registration of vehicles.

Each part of the card index of vehicle resource balances is compiled by sections, subsections, groups, as well as types, types and brands of vehicles.

In groups, registration cards are formed for vehicles belonging to the same owner organization, by types, types and brands.

Groups are included in subsections according to the principle of attributing organizations-owners to the composition (structure) of federal executive authorities.

Groups are also formed from the registration cards of vehicles of owner organizations that are not part of the structure (structure) of the federal executive authority, which are included in sections without being included in subsections.

Groups that are not included in subsections are included in sections according to the principle of attributing federal ministries, other federal executive authorities and organizations-owners to the type economic activity.

The construction of subsections and separate groups within sections is also carried out in accordance with the hierarchy of classification groupings of economic activity.

The construction of sections within each part of the card file of the remains of vehicle resources is carried out in accordance with the types of economic activity of the owner organizations.

An example of building a part of the card index of the remains of vehicle resources is given in Appendix No. 2 to this Procedure.

Registration cards of vehicles of citizens-owners are formed in a separate section and placed at the end of the parts of the card index of free balances of vehicle resources.

The section of registration cards of vehicles of citizens-owners is formed by types, types and brands of vehicles, and within the elements of the classification - in alphabetical order based on the names of citizens-owners.

The card file of vehicles intended for delivery to military units is formed from registration cards of vehicles intended for provision to troops, military formations and bodies during periods of mobilization, martial law and in wartime.

Sections of the card file of vehicles intended for delivery to military units are formed from groups according to the principle of assigning them to the degrees of combat readiness of the Armed Forces of the Russian Federation.

Groups include registration cards of vehicles intended for one batch. Within the groups, registration cards are placed in accordance with the order in which the types, types and brands of vehicles are listed, indicated in the order of the military commissariat for the supply of equipment and the call for drivers.

Groups are placed in sections based on batch numbers in a logical sequence in ascending order of their numbers.

Registration cards of vehicles intended for delivery to military units to the reserve for rejection are placed at the end of each group after registration cards of vehicles intended for the main composition of the party, and are formed by organization in alphabetical order based on the names of the owner organizations. In this case, the letter "P" is put down after the batch number in the registration cards.

11. Quantitative accounting data is reflected in the summary card of the organization. The recommended sample of the summary card of the organization, which is entered for each organization-owner, is given in Appendix No. 3 to this Procedure (hereinafter referred to as the summary card).

Consolidated cards are entered when vehicles are registered.

From the summary cards, a card file of owner organizations is formed.

The card file of organizations-owners consists of parts that are formed according to the principle of attributing organizations-owners to the municipality, depending on the place of their state registration.

Each part of the card index of organizations-owners is compiled by sections and groups.

Groups are formed from summary cards according to the principle of referring organizations to federal executive authorities, in the composition (structure) of which they are located. Summary cards are placed in groups in alphabetical order based on the names of the organizations-owners.

Sections are formed from groups according to the principle of attributing federal executive authorities and organizations-owners to the type of economic activity.

The construction of sections within the parts of the card index of organizations-owners is carried out in accordance with the types of economic activity.

12. Consolidated and accounting cards are specified when:

receipt of information from the departments of the State traffic inspectorate, bodies of state technical supervision and territorial bodies of Rosstat, local governments and owner organizations;

carrying out activities for the preparation of vehicles;

changing the volume of mobilization tasks for the provision of vehicles;

transfer of mobilization tasks to other organizations-owners;

making changes and additions to the regulatory legal acts of the Russian Federation regulating activities in the field of military transport duties.

13. In order to analyze quantitative data on vehicles, they are generalized, classified and systematized in the records of the presence and use of vehicles of organizations-owners (citizen-owners) (hereinafter - statements).

The principle of forming a hierarchical structure of statements is similar to the principle of building a card index of vehicle resource balances and is based on classifying organizations as part (structure) of federal executive authorities, and federal services, federal agencies and owner organizations that are not part of (structure) federal executive authorities - to types of economic activity .

Also, statements are formed according to the principle of assignment to types, types and brands of vehicles.

Sheets are unified universal accounting and reporting, planning documents for accounting for vehicles and planning for the recruitment of troops, formations and bodies with vehicles. They are completed and maintained on the basis of:

registration cards of vehicles;

summary cards;

a list of federal executive authorities and organizations-owners exempted during the period of mobilization from providing vehicles to troops, formations and bodies;

percentage rates for the provision of vehicles during the period of mobilization and in wartime;

calculations of the distribution of limits for the provision of vehicles during the period of mobilization and in wartime according to municipalities and by organizations-owners of municipalities;

outfits of the military commissariat for the supply of equipment and the call of drivers.

The statements are updated:

when making changes and additions to the documents specified in paragraph 12 of this Procedure;

when carrying out activities to clarify mobilization planning documents;

when changing the volume of mobilization tasks for the provision of vehicles;

when transferring mobilization tasks to other organizations-owners;

immediately prior to the development of analytical and reference documents.

From the accounting indicators contained in the statements, the departments of (municipal) military commissariats form and provide to the military commissariats information on the availability and use of vehicles, which is the initial for registration and maintenance of vehicle registration documents in military commissariats.

14. Quantitative accounting data for ensuring the operation of vehicles provided to the troops, military formations and bodies are reflected in the summary cards of organizations that ensure the operation of vehicles. The recommended sample of the summary card of the organization that ensures the operation of vehicles is given in Appendix No. 6 to this Procedure.

Consolidated cards of organizations that ensure the operation of vehicles are issued upon receipt of information from the departments of the State traffic inspectorate, state technical supervision bodies, territorial bodies of Rosstat, local governments and organizations that ensure the operation of vehicles.

From the summary cards of organizations that ensure the operation of vehicles, a card index of organizations that ensure the operation of vehicles is formed.

The procedure for the formation and maintenance of a card file of organizations that ensure the operation of vehicles is similar to the procedure for forming a card file of owner organizations.

15. For the purpose of analyzing quantitative data, they are generalized, classified and systematized in a consolidated statement of records of organizations-owners and organizations that ensure the operation of vehicles (hereinafter referred to as the consolidated statement). The recommended sample of the summary sheet is given in Appendix No. 7 to this Procedure.

From the accounting indicators contained in the summary sheet, the departments of (municipal) military commissariats form and provide to the military commissariats information that is the starting point for the registration and maintenance of vehicle registration documents in military commissariats.

16. Keeping records of vehicles, provided for in paragraphs 9-15 of this Procedure, is carried out both in written and in electronic forms.

Electronic forms of accounting documents are maintained in automated system management of the military district (hereinafter - ACS) using information software and hardware systems and application packages designed to solve the problems of accounting for vehicles.

III. Registration of vehicles in military commissariats

17. The military commissariats organize and maintain: quantitative accounting of vehicles; collection of information from the subdivisions of the State traffic inspectorate, state technical supervision bodies, territorial bodies of Rosstat and executive authorities of the constituent entities of the Russian Federation, its processing ***** and transfer to departments (municipal) military commissariats; control over the organization and keeping records of vehicles in departments of (municipal) military commissariats.

When organizing and keeping records of vehicles, military commissariats carry out:

organizational and methodological guidance for accounting for vehicles in departments of (municipal) military commissariats;

obtaining quantitative information from departments of (municipal) military commissariats;

development and submission of analytical and reference materials to the headquarters of USC military districts.

When organizing the receipt of information from Rosstat (its territorial bodies), other federal executive authorities, executive authorities of the constituent entities of the Russian Federation, military commissariats:

organize interaction with subdivisions of the State traffic inspectorate, bodies of state technical supervision and territorial bodies of Rosstat;

send requests and receive information from the departments of the State traffic inspectorate, state technical supervision bodies and territorial bodies of Rosstat;

appoint responsible officials for work on receiving, processing and transmitting data to departments (municipal) military commissariats;

process information and transfer it to departments (municipal) military commissariats;

receive information about errors (inaccuracies) and missing information from departments of (municipal) military commissariats.

18. Accounting for vehicles in the military commissariats is carried out in the statements.

From the accounting indicators contained in the statements, the military commissariats form and provide to the headquarters of the OSK of military districts information on the availability and use of vehicles, which is the initial for registration and maintenance of documents for recording vehicles at the headquarters of the USC of military districts.

19. Quantitative accounting data, which are formed on the basis of data provided by departments of (municipal) military commissariats, are reflected in the summary record of the organization-owners and organizations that ensure the operation of vehicles.

The recommended pattern for filling in and maintaining a summary record of organizations-owners and organizations that ensure the operation of vehicles is similar to filling out and maintaining a summary record of departments (municipal) military commissariats.

From the accounting indicators contained in the summary sheet, the military commissariats form and provide to the headquarters of the USC of the military districts information that is the source for the registration and maintenance of documents for recording vehicles at the headquarters of the USC of the military districts.

20. Keeping records of vehicles, provided for in paragraphs 18 and 19 of this Procedure, is carried out both in written and in electronic forms.

IV. Accounting for vehicles in the organizational and mobilization departments of the headquarters of the joint strategic commands of the military districts

21. In the WMD of the headquarters of the USC military districts, a quantitative record of vehicles is kept.

When organizing and keeping records of WMD vehicles of the headquarters of the USC of the military districts, they carry out:

organizational and methodological guidance for accounting for vehicles in military commissariats;

obtaining information on quantitative accounting from military commissariats;

classification, systematization, generalization and analysis of the received information;

development and submission to the General Staff of analytical and reference materials.

22. Accounting for vehicles in WMD of the headquarters of USC military districts is carried out on the basis of information provided by military commissariats in accordance with paragraphs 18 and 19 of this Procedure.

23. Keeping records of vehicles is carried out both in written and in electronic forms.

Electronic forms of accounting documents are maintained in the automated control system using information software and hardware complexes and application software packages designed to solve the problems of accounting for vehicles.

V. Accounting for vehicles in the main organizational and mobilization department of the General Staff of the Armed Forces of the Russian Federation

24. GOMU General Staff carries out:

general management of accounting for vehicles in military administration and military commissariats;

organizational and methodological guidance on the provision of information;

interaction with Rosstat, other federal executive authorities, executive authorities of the constituent entities of the Russian Federation.

25. As part of the accounting of vehicles, the GOMU General Staff summarizes and analyzes information, reference and analytical materials submitted by the WMD of the USC headquarters of the military districts; develops and maintains reference and analytical materials on the accounting of vehicles on the territory of the Russian Federation. These accounting indicators are part of the initial information for mobilization planning in the Armed Forces of the Russian Federation.

26. Keeping records of vehicles in the GOMU General Staff is carried out both in written and in electronic forms.

Electronic forms of accounting documents are maintained in an automated control system designed to solve the problems of organizational building, mobilization deployment and manning of the Armed Forces of the Russian Federation, using the appropriate information software and hardware systems and application software packages.

In order to implement paragraphs. 6 and 17 Regulations on formation and administration unified register declarations of conformity, registration of declarations of conformity, provision of information contained in the specified register and payment for the provision of such information, approved by Decree of the Government of the Russian Federation of December 25, 2008 N 1028 (Collected Legislation of the Russian Federation, 2009, N 2, Art. 228 ) I order:

2. An application for registration of a declaration of conformity of products to the requirements of technical regulations and a notice of termination of the declaration of conformity of products to the requirements of technical regulations by the decision of the applicant shall be drawn up by the applicants in any printed way on sheets of A4 format.

3. The Federal Agency for Technical Regulation and Metrology from the date of entry into force of this order to place on the official website of the Federal Agency for Technical Regulation and Metrology an application form for registration of a declaration of conformity of products with the requirements of technical regulations and a notification form for the termination of the declaration of conformity with the requirements of technical regulations by decision of the applicant, approved by this order.
