Library Project Creation Technology

The project development of culture is the basic tool for innovation, which allows generating and implementing fresh creative ideas, ensuring the reorganization and modernization of cultural institutions on a reformist wave.

In a modern interpretation the project is phased efficient implementation conceived idea in a specific timeframe with the involvement of optimal means and resources.

Library projects are social non-commercial projects in the field of providing more complete and high-quality access of the population to information. Libraries carry out project activities, both at their own expense and by attracting additional funding, the sources of which are most often local governments, grant organizations and foundations.

There are various project classification , for example:

Multiprojects (for several libraries or cultural institutions);

Megaprojects (for cultural institutions of any region);

Project work traditionally consists of four successive stages :

1. Preparation for design

3. Project implementation

1. Preparation for design

Design work starts at birth interesting idea in the process of studying the regional socio-cultural situation and the creative thinking of librarians. The idea must be real and specific, clear and logical, be of interest to the public , be supported by a legal and regulatory framework, and be consistent with the mission of the library. Ideas based on innovation are more likely to be implemented.

Project activities are always aimed at resolving some problematic situation, so the next step is to conduct pre-project study , which can be carried out through observation, experiment, survey, questioning, etc. The forecast obtained during complex analysis, will become the basis for the development of the project, substantiation of its goals and objectives.

2. Project development

This stage includes project planning and execution of project documentation in the form of an application consisting of three parts: title page, project content and annex.

On the title page it is necessary to provide all the basic information about the project: title, authors, address of the applicant's organization and deadline, etc.

In the content of the project may include the following sections:

Brief description of the project - the essence of the application, stated in a concise form (no more than 5 sentences).

Introduction – a kind of presentation of the project: history, mission, achievements of the applicant organization, distinctive features which make it unique in the areas of activity directly related to the project.

Formulation of the problem - a description of the problem for which the project was created, a clear and convincing presentation of evidence about the need to implement the project, indicating the circumstances that prompted the authors to write it, i.e. substantiation of relevance.

Targetresult of problem solving. The section in which the goal is indicated implies a description of the work aimed at developing, changing, improving the situation, helping, supporting something.

Based on the goal, it is necessary to determine project tasks , i.e. specific partial results that will be achieved in the course of its implementation. In projects, several groups of tasks are often subject to solution. Usually, the priority task is to create new products and services, and the additional task is to promote them to consumers. When formulating tasks, verb forms are appropriate: “create”, “combine”, “change”, “improve”, etc.

Methods - activities that seem necessary to solve the tasks. For ease of perception, it is desirable to present the information in this section in the form of a schedule or table with the obligatory indication of the dates of the event and the persons who are responsible for them.

Uniqueness - the innovative nature of the project. Accordingly, this section takes place only if there is one.

Information about the qualifications of project participants . In the list of project executors, you must specify the following information about them:

Basic education;

Information about studying at advanced training courses, trainings, seminars, etc.;

Position held and work experience;

Personal qualities.

Social partnership . One of the conditions for the effectiveness of projects is considered to be the desire of cultural institutions to interact with other similar organizations, local authorities, non-profit organizations, and the media. This section lists real and potential partners, as well as the conditions for interacting with them.

Project budget (cost estimate ) - here you need to take into account all items of expenditure and the main factors affecting their value.

The budget consists of three parts: direct costs, indirect costs, wages.

Directexpenses include rent of premises, rent and purchase of equipment; travel and transport expenses; other expenses (payment for seminars, reproduction of printed material, etc.).

Indirectexpenses are expenses not related to project activities, but necessary for the full functioning of the organization and the successful completion of its tasks: the cost of depreciation of fixed assets, depreciation of capital equipment, remuneration of administrative workers, etc.

Salary- this is the section where the minimum amount in relation to the total funding is indicated, and all workers employed in the project are listed. Typically, such information is presented in the form of a table displaying the following items: the number of personnel; monthly salary; the required amount; subsidized amount. At the same time, it is necessary that the amount of the salary be comparable with the salaries used in practice; the budget of the project corresponded to its descriptive part; budget items of expenditure were reasonable, corresponded to real prices and rates, took into account the level of inflation.

We must not lose sight of the fact that each project implies its own contribution of the organization-developer: the work of volunteers, valued in monetary terms; use of available office equipment this case own contribution will be considered the cost of its depreciation; the cost of purchasing software that is already installed; expenses for renting premises, utilities and communications.

Expected results . In this section, you need to prove that the work on the project will be carried out rationally and on time; define and list the expected results that will be achieved within the framework of the project.

Program and design activities of libraries in modern conditions is considered as an effective mechanism for developing the creative activity of the library community, improving forms and methods social partnership and attracting new sources of funding for the development of libraries.





In 2012, under the Federal Target Program "Culture of Russia 2012-2018", the development of a conservation service was supported to ensure the safety of rare and valuable documents of the Pskov Regional Universal scientific library, creation of a portal of a virtual information social service based on PUNB. The participation of the regional universal scientific library, municipal libraries of the region also continued. in all-Russian corporate projects and programs :

the National Information and Library Center LIBNET on the creation of the "Consolidated Catalog of Russian Libraries";

National Program for the Preservation of Library Collections Russian Federation on the creation of the All-Russian code of book monuments;

in interregional corporate projects :

According to the regional long-term target program "Culture of the Pskov region in 2011-2015" in 2012, financial support was provided to a number of libraries in the region, including for holding major events; logistics; implementation of project activities. Within the framework of this Program, annual traditional inter-regional festivals to promote books and reading "Autumn in Mikhailovsky", the book forum "Russian West", the competition "Library of the Year", the building of the MBU "Strugo-Krasnensky District Cultural Center" was renovated, 6 districts received subsidies for fire and burglar alarms for central district libraries. Last year, the State Committee for Culture of the Pskov Region supported three library innovative project(Pskov OUNB, Pskov CBS, Novorzhevskaya Central District Hospital).


All municipal libraries of the region take part in the implementation of long-term municipal target programs:

on the development of the sphere of culture in municipality for 2011-2015;

· on the development of physical culture and sports in the municipality;

· development of cultural and educational tourism in the regions;

on the prevention of juvenile delinquency;

· Patriotic education of the younger generation;

· organization of recreation and health improvement of children of the municipality;

· to strengthen fire safety in the municipality;

environmental programs, "Older generation" and others.

As part of the implementation of these programs, municipal libraries hold thematic events, for which they receive full or partial financial support from local administrations.

AT reporting year libraries MAUK "Centralized library system» the city of Pskov implemented the activities of municipal target programs:

· "Patriotic education of youth in the city of Pskov for 2011-2013". The list of program events included youthful Kutuzov readings, local history Olympiads.

· "Comprehensive measures to combat drug abuse and illicit trafficking in the territory of the municipality "City of Pskov" for 2011-2014". The list of programs included 7 library events.

· "Development of the sphere "Culture" in the municipality "City of Pskov" for 2012-2014". Under the program this year, the following activities were financed and implemented: for the acquisition of book funds; surcharges to wages with accruals in proportion to hours worked.

· "Improving the protection of the population and the territory of the municipality" City of Pskov "from emergency situations of natural and technogenic character, ensuring fire safety and safety of people at the water bodies of the city of Pskov for 2012-2014”. Under this Program, funds were allocated for the maintenance of fire alarms in the libraries of MAUK "TsBS" in Pskov. Work was also carried out on other municipal programs.

Libraries of Velikiye Lukitook part in the implementation of 5 municipal target programs:

  • "On energy saving and energy efficiency improvement in the municipality "City of Velikiye Luki" for 2010-2014"
  • "Comprehensive measures to combat drug abuse and illicit trafficking in the city of Velikie Luki for 2010-2014"
  • "Prevention of neglect and delinquency among minors in the city of Velikie Luki for 2010-2012"
  • "Prevention of offenses in the city of Velikiye Luki for 2011-2015"
  • "Ensuring Primary Fire Safety Measures in the City of Velikie Luki for 2012-2014". Activities of long-term targeted programs in 2012 were financed by the local governments of the city of Velikie Luki and were implemented in full.

In the Gdovsky District, the most significant library events are also funded by the District Administration under targeted programs. In the libraries of the Kunyinsky district within the framework of the municipal program « The young generation of the Kunyinsky district (2010-2012) "week of the youth book" The book is the best friend! ", a decade on the prevention of negative phenomena among the youth" labyrinths of laws and codes. According to the program "The older generation of the Kunyinsky district for 2012-2014" there was a series of thematic programs dedicated to the 70th anniversary of the liberation of the Kunyinsky region and honoring activists - the best readers of the older generation. The events were funded.

In the Strugo-Krasnensky District, under the long-term target program "Patriotic Education of Citizens in the Strugo-Krasnensky District (2011-2013)", funds are annually allocated for books. In the Pushkinogorsk district in support of the State youth policy developed comprehensive program"The Young Generation of the Pushkinogorsk District" for 2011-2013. The Pushkinogorsk Central District Hospital was included in the main executors of this program. Thanks to the participation of the library in this program, it was possible to print the "Calendar of Significant and Memorable Dates: Pushkinogorye from the Origins to 1927" in a typographical way.

Unfortunately, not all districts provide funding for library activities carried out within the framework of targeted municipal programs. District programs have been adopted, included in these programs and library activities, but sometimes they are not actually confirmed by budgetary funding. But, despite this, the libraries themselves are trying to find extra-budgetary funds in order to carry out thematic events planned within the framework of these programs.

In total, last year the municipal libraries of the Pskov region implemented 122 library programs and projects in various areas of activity. Here are some of them in the Central Library Service of Pskov:

  • Historical and Local Lore Library. I.I. Vasileva implements the program "Pskov land in the history of Russia" to collect and popularize local history documents, hold library events, conferences, readings, events related to the history of Pskov and the Pskov region.
  • New project "Know your native land!" ( September 2012–December 2013) The project is intended to give a fairly complete and holistic view of the historical past and present of Pskov and the Pskov region, about the people who glorified the Pskov region, about the richness and originality of the nature of the Pskov region. The main goal of the project is information support for the study of local history in primary school in educational institutions of the city of Pskov using library resources.

In the libraries of the centralized library system of the city of Velikie Luki in 2012, the following interesting library programs:

  • "Reading is fashion out of time" ( see more in the Promotion of the Book and Reading section).

· "I am the Great Luke." Within the framework of the program, a series of events was held dedicated to the celebration of the 200th anniversary of Russia's victory in the Patriotic War of 1812, an hour of historical messages "Our fellow countrymen - participants Patriotic War 1812”, on the anniversary of the liberation of the city of Velikiye Luki from the Nazi invaders, a thematic tour and a book exhibition “The Heroic Page of the History of the City of Velikiye Luki” were held.

The priority in the design and program activities of the libraries of the region, as before, remains the work to promote books and reading, the best literary works.

  • So, The following programs were implemented in the libraries of the Bezhanitsky district: "Reading in the family interior"(2009-2012) (for children) and"Modern Prose and Poetry"(2005 - 2015) Although this programis not financed by anyone, librarians work on it and, as the librarians themselves say,will work as long as the library exists.
  • In the Nevelsky district - the program "Reading with benefit and enthusiasm"(2011-2013) The purpose of the program is to support education and self-education.
  • Loknyansk Central Regional Library took part in project of the Cultural and Leisure Center "Center of Attraction of Joy", which was a continuation of the 2011 project "Sunday at the Fountain". Rural libraries of the Pskov region also worked on targeted programs:

  • Velikoluksky district - "I'm proud of you, Velikoluksky region!"- to the 85th anniversary of the Velikoluksky district. Rural libraries hosted retro evenings honoring honored people of rural settlements.

· Zhizhitskaya rural library Kunyinsky district worked under the program “We can’t live in the world without a book”(on work with youth). With the help of this program, the library tried, purposefully introducing to the masterpieces of Russian and world classics, to the experience literary heroes, to influence the literary taste of young readers, the formation of citizenship.

· Rural Libraries of the Novorzhevsky District also worked on the following programs: “A healthy mind in a healthy body” (Vishlevsky rural branch); “Our health is in our hands” (Zhadritsky rural branch); “Love and study your land” and “Each profession is the most important” (Makarov rural branch); “I love our Pskov distances and legends of distant centuries” (Barut rural branch).

· Libraries of the Sebezhsky district worked according to the comprehensive library program “First Steps: Choosing a Profession”.   • Programs of rural libraries of Novosokolniki district: program environmental education Zakharinsky rural library for 2011-2012.   • Rural libraries - branches of the Palkinsky district in 2012, they worked on library programs: “Enter the forest as a friend”, “Small Motherland is not small at all”, “Here is the land of our fathers”, “History in faces”, “Library is the home of friends”, “Reading is fashionable, reading is prestigious”, “Youth in the labyrinth of time”, “I am a citizen of Russia”, “Through a book to the world of health”.
  • Rural Libraries of the Pechorsky District in 2012, internal library programs were developed: “The fate of nature is in our hands” - the Kirshi branch, “Save the land on which you live” - the Izborsk branch, “The earth is our home, where we live and breathe” - the Krupp branch, “Healthy Citizen - a healthy society" - Krupp branch, "For the glory of victory, in the name of good" - Krupp branch, "Joy of family reading" - Krupp branch, "Hurry to do good" - Krupp branch, "My Orthodox Russia" - Krupp branch, "To be healthy is stylish” - Novoizborsk branch, “You don’t know the world without knowing your edge” - Novoizborsk branch, “Rodniki” (for patriotic education) - Lavrovsky branch, “The moral and spiritual origins of Russian national culture” - Lavrovsky branch.

Library events were held under the programs of civil and patriotic education.

  • Within the framework of the program "I am a citizen - I am a patriot" of the Loknyansky central district library events from the cycle “I have no right to forget”, dedicated to the feat of the people during the Great Patriotic War, and the cycle of events “Feat of Valor and Honor”, ​​dedicated to the Year of History and the 200th anniversary of the Patriotic War of 1812, were held.
  • In the Miritinitskaya rural library of the Loknyansky district in order to develop an active citizenship and patriotism among users of the library, it was developed and implemented program "My Motherland - Russia", within the framework of which such events were held as: the holiday "Let there always be peace" on the occasion of Children's Day; peace lesson “Russia is my Motherland”; quiz "Symbols and Orders", etc.
  • Samolukovskaya village library Loknyansky district worked on program "Love and know your land". The purpose of the program is to understand the connection between times and generations. Within the framework of this program, research work collection and study of local folklore. All material is systematized and collected in Brochure "The Living Russian Word" . In the future, it is planned to create a dictionary of obsolete words of the Samolukovsky volost "Glossary".

The libraries of the Pskov region are implementing library programs aimed at supporting the older generation. As part of targeted programs, meetings with veterans of the Great Patriotic War were held in the libraries of the region, discussions the best works about the war, were organized book fairs.

A lot of work is being done by libraries to promote a healthy lifestyle and sports. So, in the Loknyansky district, the implementation of the program “Health is great” was continued. Within the framework of this program, a cycle of measures for the prevention of drug addiction was developed and implemented on the topic “Know to prevent trouble”; warning lesson "This endless nightmare"; exhibition "Drug Addiction: Problems and Reality"; Health Day “Being healthy is prestigious and fashionable”; educational game "Sport is health"; an hour of interesting message "Vitamin ABC"; review "As is food and drink, so is life." As part of the program "Library School of Health", a library school "Healthy Lifestyle" was created in the Starosokolniki rural library-club of the Novosokolnichesky district. In the Ostrovsky district, work continues on the Bibliotherapy program, which appeared in 2010, thanks to the mobile literature distribution point organized on the basis of the Gorokhovoe Lake sanatorium. The program of activities of the MBUK "Pustoshkinsky Central District Library" on the formation of a healthy lifestyle among the population "Stop Madness" (2010-2012) was included in the regional departmental target program "Comprehensive measures to combat drug abuse and illicit trafficking in the Pustoshkinsky district".

Last year, the libraries of Gdovsky, Bezhanitsky, Loknyansky, Novorzhevsky Palknisky, Pechora districts, Pskov and Velikie Luki also worked creatively on environmental education of the population. So, The Gdov Regional Library is implementingdistrict targetenvironmental program "Nature - a part of itself." Municipal libraries of the Pskov region take part in international projects, develop their own programs aimed atstudy of cultural heritage foreign countries, border cultures.

- Dedovichi Central Regional Library was a participant in the competition of projects within the framework of the Estonia-Latvia-Russia cross-border cooperation. Title project: "Save so as not to lose." Objective of the project: creation of a cultural and historical heritage center in the Dedovichi district.Chernetsov rural library sent an application to the Charitable Foundation "Creation" Program "Reading Russia" and received a consolation prize.

- Libraries of the Porkhovskaya Central Library Work on Program "Introduction to Germany". The purpose of the program: to intensify interest in the history and cultural heritage of Germany; the formation of a positive attitude of children and youth to general cultural and regional information about Germany; promotion of the creative heritage of fairy tale writers of the Brothers Grimm, popularization of the book and information resources of the library. Within the framework of the program, in 2012, the competition “Dwarf Nose, Baron Munchausen and others” was announced for branch libraries, the results of which will be summed up in May 2013. The program is implemented at the expense of the library's own funds. The program activities of libraries make it possible to master the most promising areas, to become an accessible center of communication for the population. More details about these programs and projects, their results are described in other sections of this collection. Librarians in the region have something to show, something to learn from each other. The work of the libraries of the region on programs allows them to purposefully work in various areas in cooperation with all stakeholders and organizations - social partners.

As the analysis shows, where city and district administrations allocate funds for library events, where district libraries have a thoughtful and creative approach to the development of library programs and projects, there are real results. And librarians have the opportunity to hold their own events, provide library services to the population with better quality, with the involvement of modern technologies and resources.

Our task is to help the child not only to preserve just such a sense of nature, but also to develop a sense of beauty and kindness, to cultivate sympathy and care in relation to plants and animals.
The program consists of several blocks: "People's World"; "Kingdom of animals", "Kingdom of plants"; "Natural Elements"; Animal Writers.
Meetings are held with the use of video and audio materials, design of book exhibitions, electronic presentations.
The program on ecology includes such forms of work as conversations-discussions; ecological travel; games; quizzes; contests, etc.
The program is designed for preschoolers of preparatory groups and students of grades 1-2.
