The effectiveness of the theoretical and practical activities of each scientist depends primarily on the citation of his work. This indicator also affects the ranking of the universities where they teach. A special body operates on the territory of Russia and a number of post-Soviet countries - the Higher Attestation Commission (HAC). He gives recommendations to the Ministry of Education and Science on the issues of conferring scientific titles and degrees, as well as certification of periodicals.

More about VAK

VAK was founded in the USSR in 1932. The creation of a single body that would award academic degrees was caused by the need to increase the number of qualified and ideologically consistent scientists. They were designed to adequately assess dissertations. AT Soviet time the body often changed subordination. For some time it was headed by the Minister of Education. Then control over the work of the Commission was transferred Federal Service on supervision in the field of education and science.

Since 2011, the HAC reports directly to the Ministry of Education and Science. awarded only by order of the Minister. Now the role of the Higher Attestation Commission is limited to issuing diplomas to candidates and doctors of sciences. The commission also assigns the titles of professor and associate professor (by specialty and by department).

Requirements for scientific publications

Work on the revision of the list of scientific publications was started in 2014. Since then, the list of periodicals has changed more than 3 times. The Ministry of Education and Science receives many applications for the inclusion of scientific publications in the list of VAK. In order to exclude the passage of journals publishing unverified data from scientific research, decisions were repeatedly made to revise scientific publications.

There are certain requirements for scientific periodicals. Only if all the criteria are met, the inclusion of the journal in the list of journals included in the VAK is considered.

To date, they include 16 items. Here is some of them:

• publication must be registered as a medium mass media;
• the main content of the journal should be represented by scientific articles, reviews, reviews and reviews;
• at least 8 issues should be published per year;
• the publication must have an official website or page on the Internet, which will contain basic information about it.

How the journal is included in the VAK list

In order to include a scientific publication in the List, the editorial board must send a reasoned petition to the chairman of the Higher Attestation Commission. It should be accompanied by the last 2 issues, as well as a certain set of documents, which confirms that the editorial board meets the list of criteria for inclusion of the publication in the list of scientific journals of the Higher Attestation Commission.

The application must also be accompanied by information card, which indicates the full and short name of the scientific publication, the subscription index, scientific direction, advertising percentage, number state registration and etc.

Based on the decision made, a decision is made to include a scientific publication in the List. It is published not only on the VAK web resource, but also in the Bulletin of the Ministry of Education and Science.

International databases and citation indexes

An important performance criterion scientific activity higher educational institution is a number of scientometric indicators:

• Hirsch index;
• impact factor in the RSCI and international databases (Web of Science, Scopus);
• citation index.

It should be taken into account that nuacometric indicators are used when considering applications for funding within the framework of scientific grants and targeted programs. Thus, the effectiveness of the activities of scientific and pedagogical workers is evaluated.

List of publications of the VAK

The scientific community is interested in the number of scientific publications in which it is possible to publish the results of research for a doctor of science and a candidate. For example, graduate students need at least 3 articles. PhD applicants publish a minimum of 15 articles. Therefore, the list of scientific publications cannot include one and a half hundred journals, as it was in 2014. Then the VAK list was noticeably shortened.

A year later, Miobrnauki drew the attention of dissertation councils and scientific organizations to the fact that from July 1, 2015, all articles published in journals not included in the List will not be considered published in peer-reviewed journals. To inform the scientific community, the attestation commission launched a web resource where you can leave applications for inclusion of publications in the VAK list, as well as information about the list of journals.

To date, the List includes 1745 publications included in it in December 2015. The HAC also published a list of recommended peer-reviewed journals that are included in international databases. It includes 849 editions.

Coming changes

In addition, a letter on the List of peer-reviewed publications was posted on the VAK website. It states that the list of journals is not final and will be subject to revision in 2016. This is a clear obstacle to the publication of articles by researchers and dissertators. In this regard, in 2015, more than 1,000 publications were included in the list. According to employees of the Ministry of Education and Science, such a decision is hasty, so during 2016 the List will be adjusted.

There are no more than 500 journals that fully meet the requirements of the Higher Attestation Commission. As a result, many dissertators and researchers are in no hurry to publish and express serious concern about this.

Many scientists hope that the new list of the Higher Attestation Commission will not only meet necessary requirements, but will also be more stable than previous versions.

Order of the Ministry of Education and Science of the Russian Federation of December 12, 2016 No. 1586 “On approval of the rules for the formation of a list of peer-reviewed scientific publications in which the main scientific results of dissertations for the degree of candidate of science, for the degree of doctor of science, and requirements for peer-reviewed scientific publications for inclusion in the list of peer-reviewed scientific publications in which the main scientific results of dissertations for the degree of candidate of science, for the degree of doctor of science should be published”

In accordance with paragraph 12 of the Regulations on the award of academic degrees, approved by the Decree of the Government of the Russian Federation of September 24, 2013 No. 842 (Collected Legislation of the Russian Federation, 2013, No. 40, Art. 5074; 2014, No. 32, Art. 4496; 2016, No. 18, article 2629; No. 32, article 5125), as well as taking into account the paragraph of the thirteenth subparagraph "a" of paragraph 4 of the Regulations on the Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation, approved by the Decree of the Government of the Russian Federation of March 26, 2016 No. 237 (Collected Legislation of the Russian Federation, 2016, No. 14, Art. 1996), and recommendations of the Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation dated July 1, 2016 No. 17/367 I order:

1. Approve:

rules for the formation of a list of peer-reviewed scientific publications in which the main scientific results of dissertations for the degree of candidate of science, for the degree of doctor of science () (hereinafter referred to as the Rules) should be published;

requirements for peer-reviewed scientific publications for inclusion in the list of peer-reviewed scientific publications in which the main scientific results of dissertations for the degree of candidate of science, for the degree of doctor of science () (hereinafter referred to as the Requirements) should be published.

7. An application for inclusion of a publication in the list is submitted to the Ministry on paper directly or sent by registered by mail with a description of the attachment and with a notice of receipt. The application for inclusion of a publication in the list must contain a rationale for the compliance of the publication, the expediency of including the publication in the list, confirmation of the consent of the members of the editorial board and / or editorial board to be included in their composition. The application for inclusion of a publication in the list is signed by the editor-in-chief of the publication (or a person replacing him).

The application for inclusion of the publication in the list is accompanied by the last two issues of the publication, as well as on paper and electronic media: documents (certified by the editor-in-chief of the publication or the person replacing him, and the seal of the editorial office (if there is a seal)), confirming the conformity of the publication, information about the publication , completed in accordance with the Rules, a certificate of the composition of the editorial board and / or editorial board indicating the last name, first name, patronymic (if any), academic degree, academic title, position, substantiation of a significant contribution to the development of the relevant field of knowledge, a list of submitted documents .

8. The Ministry returns to the applicant the documents provided for by the Rules within 20 working days from the date of registration with the Ministry of the application for inclusion of the publication in the list and the documents attached to it in the following cases:

a) non-compliance of the application for inclusion of the publication in the list and the documents attached to it with the requirements stipulated by the Rules;

b) submission of false information.

9. If there are no grounds for returning the documents specified in the Rules to the applicant, the Ministry submits the application for inclusion of the publication in the list and the documents attached to it within 20 working days from the date of registration with the Ministry of the application for inclusion of the publication in the list and the documents attached to it to the Commission .

Consideration by the Commission of the documents provided for by the Rules is carried out with the involvement of the expert councils of the Commission.

10. Based on the recommendation of the Commission, the Ministry decides to include the publication in the list and determines the branches of science and / or groups of scientific specialties for which the publication is included in the list, or to refuse to include the publication in the list. This decision is formalized by an act of the Ministry within a period not exceeding nine months from the date of registration with the Ministry of the application for inclusion of the publication in the list and the documents attached to it.

11. The list is posted by the Ministry on the official website of the Commission in the information and telecommunications network "Internet" (hereinafter referred to as the official website of the Commission).

The list contains the following information:

a) the name of the peer-reviewed scientific publication (in accordance with the certificate of state registration of the mass media);

b) International Standard Serial Number (ISSN);

c) branches of science and/or groups of scientific specialties for which the publication is included in the list;

d) the date the publication was included in the list.

12. The Ministry excludes the publication from the list:

a) in case of liquidation of the publication;

b) at the request of the editorial board of the publication;

13. In case of changing the name of the publication or its subject, the publication sends to the Ministry an application for making changes to the list, drawn up in accordance with the Rules.

Consideration of an application for making changes to the list is carried out in accordance with the Rules.

In the event of a change in the name of the publication, the change in the list is made by the Ministry without taking into account the Requirements.

Requirements

2. The main content of the publication should be scientific articles, scientific reviews, scientific reviews, reviews and correspond to the branches of science and / or groups of scientific specialties for which the publication is included in the list of peer-reviewed scientific publications in which the main scientific results of dissertations for competition should be published degree of candidate of sciences, for the degree of doctor of sciences (hereinafter referred to as the list).

3. The publication before the application for inclusion in the list must be published and ensure the delivery of a legal copy of the publication to the Information Telegraph Agency of Russia (ITAR-TASS) or the Scientific and Technical Center "Informregistr" for at least 2 years.

4. The publication must be published with a frequency of at least 8 issues in 2 years.

5. The publication must review all the materials received by the editorial office that correspond to its subject, with the aim of their expert evaluation. All reviewers must be qualified specialists in the subject of peer-reviewed materials and have publications on the subject of the peer-reviewed article within the last 3 years. Reviews are stored in the editorial office of the publication for 5 years.

7. The editorial board of the publication must send copies of reviews to the Ministry of Education and Science of the Russian Federation upon receipt of a corresponding request by the editorial office of the publication.

8. The publication must have an official website or a page on the website in the information and telecommunications network "Internet", on which in the public domain in Russian and English information about the publishing house, the editor-in-chief, the composition of the editorial board and / or editorial board is posted indicating the academic degree, academic title of all its members, contact information, description of the subject of the publication, rules for sending, reviewing and publishing scientific articles, annotations and keywords for all scientific articles and reviews published by the journal in the last 2 years.

9. The publication must be registered in the Russian Science Citation Index (hereinafter referred to as the RSCI) and provide information on published scientific articles to the RSCI within three months from the date of issue of the corresponding edition number.

10. The composition of the editorial board and / or the editorial board must include at least eight specialists - candidates of sciences or doctors of sciences (or holders of academic degrees obtained in a foreign state), who have made a significant contribution to the development of the relevant field of knowledge, from among scientists and pedagogical employees belonging to the teaching staff.

12. Availability keywords and annotations for each scientific article. When publishing a scientific article in Russian, it is mandatory to have keywords and annotations in Russian and English. When publishing a scientific article in a foreign language, it is mandatory to have keywords and annotations in Russian and foreign languages.

13. Availability of the International Standard Serial Number (ISSN).

A new basis for excluding a publication from the list has been introduced - the recommendation of the Higher Attestation Commission.

The list of information about the peer-reviewed scientific publication has been supplemented. Thus, it additionally indicates information about the editorial board / editorial board of the publication (the number of academicians, corresponding members, doctors and candidates of science, holders of academic degrees obtained in a foreign state); addresses of pages of sites on the Internet, where information is posted in Russian and English.

Since June 19, 2017, lists of peer-reviewed scientific publications included in international abstract databases and citation systems are also published on the VAK website (in accordance with paragraph 5 of the rules for the formation of the List, approved by order of the Ministry of Education and Science of Russia dated December 12, 2016 No. 1586, as amended , introduced by the Order of the Ministry of Education and Science of Russia dated February 12, 2018 No. 99, included in the List):

In accordance with the changes made by Order No. 560 of June 3, 2015 of the Ministry of Education and Science of the Russian Federation to the Order of July 25, 2014, the formation of a list of peer-reviewed scientific publications in which the main results of candidate and doctoral dissertations should be published was extended until November 30, 2015. Until this date, the list approved by the decision of the Presidium of the Higher Attestation Commission of the Ministry of Education and Science dated February 19, 2010 No. 6/6 was in effect.

In accordance with the order of the Ministry of Education and Science of Russia dated December 28, 2018 No. 90-r on the basis of the recommendations of the Higher Attestation Commission under the Ministry of Education and Science of Russia (hereinafter referred to as HAC), taking into account the conclusions of the specialized expert councils of the HAC, publications included in the List of peer-reviewed scientific publications, which should contain the main scientific results of dissertations for the degree of Candidate of Science, for the degree of Doctor of Science (hereinafter referred to as the List), by groups of scientific specialties, are published, are considered included in the List of scientific specialties and their respective branches of science. According to the recommendation of the Higher Attestation Commission for other publications included in the List by groups of scientific specialties, work to clarify scientific specialties and branches of science will continue in 2019. This information will be posted later.
