Story

CJSC "Company TransTeleCom" was founded on February 27, 1997 at the initiative of the Ministry of Railways with the aim of building a backbone digital communication network for the needs of Russian railways.

In three years, TTK built a 45,000 km long fiber-optic network in the right of way of the railways, connecting 974 settlements in 71 regions of Russia. On October 13, 2001, TTK officially launched its backbone network into commercial operation.

Transfer of international backbone traffic to Long Haul (DWDM)

TransTeleCom cut traffic route to Europe

On February 20, 2017 the press service of TransTeleCom announced the signing of an agreement on interconnection of networks with the Finnish company Cinia Group. As a result of cooperation, a traffic transmission route has been created between European and Asian countries.

As part of the agreement, TransTeleCom's backbone network is connected to Cinia's Northern Digital Highway, which provides a route for data transmission from major traffic exchange nodes in Central Europe to the border between Finland and Russia.

A feature of the Cinia Northern Digital Highway in the Finland-Germany direct submarine cable, Cinia C-Lion, commissioned in 2016. C-Lion provides 144 Tbps of bandwidth and is directly connected to major European network nodes, including DE-CIX in Frankfurt, the largest traffic exchange point in the world.


TTK provides data transmission services on the Europe-Russia route for many national operators and Europe-Asia traffic transit for leading operators in the Asia-Pacific region, Central Asia and the Caucasus. Connecting the TTK-Cinia networks adds a new independent optical path to the existing TTK cross-border routes with minimum time delays to the center of Europe, which increases the attractiveness of the TTC services, and also opens up Cinia's infrastructure for TTC transit routes to Asia. The new route has already sent IP traffic from customers in the North-West region of Russia, which reduced the round-trip delay Frankfurt-St. Petersburg by 40%, to 24 ms.

The TTK-Sinia interconnection allows TransTeleCom to diversify existing data transmission routes to Western Europe. Cinia, in turn, is expanding its international long-haul data infrastructure to enable real-time business interaction between Europe and Asia, enabling data centers to benefit from being located in the cool climate of Scandinavian countries with strict privacy laws and low electricity prices. . TransTeleCom operates the telecommunications infrastructure of Russian Railways OJSC, servicing one of the largest fiber-optic communication lines in Russia with a length of more than 76,000 km. The shortest transit route for Internet traffic to Europe

In August 2016, TransTeleCom, together with the largest communications operator in the Republic of Belarus RUE Beltelecom, launched a new optimal IP traffic route from Frankfurt to Moscow.

As part of inter-operator cooperation, TransTeleCom opened a new trunk route with a capacity of 240 Gbit/s to transfer international traffic from Germany to Russia. Its shortest geographical extent allows to reduce signal delay time to 34 ms. To implement the project, the Belarusian operator Beltelecom provided 24 communication channels to the largest traffic exchange point in Frankfurt.

The route organized by TransTeleCom will become an alternative to the two existing ones. Together with it, the Northern route from St. Petersburg to Stockholm and the Southern route, passing in the direction of Moscow-Frankfurt through Ukraine, are used on the international market. The expansion of the foreign segment of the network allows TTK to increase the possible volume of services and ensure reliable reservation of access channels.

TTC has changed its name

On March 30, 2016 it became known about change of a trade name of the TTK company. The closed joint stock company became a joint stock company.

Changes in the name of the TTK are due to the need to bring founding documents in accordance with the norms of Chapter 4 of the Civil Code of the Russian Federation (as amended federal law dated 05.05.2014 No. 99-FZ).

Re-registration of existing agreements and powers of attorney issued on behalf of TransTeleCom Company JSC in connection with the name change is not required. The TIN, BIC and correspondent account numbers of the company have not changed. 2012

Purchase of "Electro-com" ("Spark")

TransTeleCom (TTK) acquired 100% of the authorized capital in Electro-com CJSC ( trademark"Spark"). According to TTK, as a result of the deal, the number of TTK's broadband access subscribers increased one and a half times, and the deal itself is the largest for TransTeleCom in its entire existence. The acquisition of the assets of the Spark operator was carried out as part of the TTK development strategy until 2015. Through this acquisition, TTK strengthened its position in the mass segment of the broadband access market and expanded its coverage area in the Central and Southern regions of Russia.

CJSC Elektro-com (brand Spark) is an independent telecom operator established in 2003 in Moscow.

The company provides services of broadband Internet access to private and corporate clients and building corporate networks for legal entities. At one time, Spark began to work on the broadband access market in a number of regions of Russia and provide access to the Internet, using PLC technology (the so-called "Internet from the socket") as a "last mile". 2011

Pilot operation of MVNO in the Nizhny Novgorod region

In August 2011, Transtelecom (TTK) began pilot operation of the Virtual Mobile Operator (MVNO) project in the Nizhny Novgorod Region. Services are provided on the basis of the GSM network of Nizhny Novgorod Cellular Communications (NSS, a subsidiary of Rostelecom), but TTK manages the service parameters itself using its own billing. MTS also participates in the project, says its press secretary Valeria Kuzmenko: it provides subscribers with 3G Internet access. The Nizhny Novgorod "daughter" of TTK is a corporate client of MTS, but there are no agreements on the MVNO project with it, says Semenova.

TTK has been discussing MVNO projects with cellular companies since the beginning of 2011. First of all, the operator planned to provide mobile communication services to its largest corporate client and owner of Russian Railways (it owns 99.55% of TTK). But the NSS operates only in seven regions of the Volga region, so TTK continues negotiations on MVNO with the "big three" federal cellular companies, although it is not going to interrupt cooperation with the NSS in any case, Semenova notes. MTS is considering the possibility of expanding partnership with TTK to the entire Volga region, not excluding cooperation in other regions, says Kuzmenko.

So far, employees of the operator itself use mobile communications from TTK. MVNO subscribers can not only make calls, but also create corporate working groups, call short internal numbers thanks to FMC's technology for combining mobile and fixed networks, Semenova says.

But for the commercial launch of the TTK project, telephone numbers are needed. According to Semenova, the company has already applied for one federal DEF code, which can accommodate 10 million numbers, and is waiting for a response from the regulator. The order on the allocation of codes for MVNO has not yet been signed, and until then the applications of virtual operators are not considered, a representative of the Ministry of Telecom and Mass Communications said.

New service will be offered first of all to the largest corporate client and owner of the TTK - Russian Railways (RZD), says Ibragimov. Applications for obtaining licenses and allocation of numbering capacity will be submitted by TTK after it agrees with cellular companies, he notes. Mobile communication is a logical addition to the package of services for corporate clients, and within the limited access to MVNO frequencies, this is the only model, he points out. TTK plans to use its backbone network to pass mobile traffic, receive discounts from mobile operators and, therefore, offer preferential terms to customers, Ibragimov points out.

Now the "corporate" cellular operator of Russian Railways is MTS. The creation of an MVNO would give access to the TTK backbone network and would improve the quality of communications along the railways and organize it where there is no coverage now, says MTS representative Irina Osadchaya. If other operators join the project, then such cooperation could theoretically reduce the costs of network development, she adds.

As of October 1, 2010, Russian Railways (excluding subsidiaries and affiliates) employed 980,300 employees. If all of them become clients of TTK, then the company will turn into the largest virtual operator in Russia. TTK has a backbone network and a billing system, so its investment in new project will not exceed $10 million, says Maxim Romashkevich, Marketing Director of Plus One (specializes in creating infrastructure for MVNOs). According to his estimates, the average subscriber bill (ARPU) of an MVNO may be about 300 rubles. per month. Thus, revenue for the year may exceed $100 million. From 40 to 70% of this amount may remain with TTC itself. Everything will depend on how deeply the infrastructure of the mobile operator is involved in the project, Romashkevich notes.

2010

Plans to sell shares in the company

Although TTK is "a goose that lays golden eggs," the issue of selling a stake in the company will be decided in the near future, Sergey Lipatov, chairman of the board of directors of TTK, said. He estimates the entire TTK at $1.5-2 billion. According to Lipatov, various options for attracting an outside investor are being considered. In March 2010, Russian Railways turned to investment banks for advice on how best to dispose of its stake in TTK: keep all 100%, conduct a private placement or IPO. On July 20, 2010, it became known that Russian Railways did not intend to transfer the backbone digital communications network to its 100% subsidiary, Transtelecom (TTK). “Today it is impossible,” he said. After all, the communication network is “a part of the technological traffic of Russian Railways; the safety and efficiency of railway communication depend on it.” The simplest and most effective way out of the situation is, according to Lipatov, a long-term lease of the network. Now the fiber optic network, the second largest in Russia after Rostelecom, is leased by TTK from Russian Railways. TTK's guaranteed lease payments are $150 million.

But other operators are not ready to buy TTK without a network. Megafon is not interested in TTK as an asset, and even more so without a network, says a source close to the company. MTS continues to consider buying a stake in TTK, the operator's spokesman said, but the backbone network is its most attractive asset.

The departure of Sergei Lipatov

JSC "Company TransTeleCom" was founded on February 27, 1997 on the initiative of the Ministry of Railways of Russia with the aim of building a backbone digital communication network for the needs of Russian railways.

Trunk communication channels

TransTeleCom provides commercial organizations, government agencies and departments, telecommunication operators, cellular operators and Internet providers with trunk digital communication channels.

The company is the operator of a large fiber-optic backbone digital communications network (MDSS) with a length of more than 75,000 km. The MTSS is laid along the railways of Russia, has more than 1000 access points in all regions of the country, where the main production resources are concentrated. In fact, the MCSS covers the entire densely populated territory of Russia, connecting the western and eastern borders. At the same time, the network itself is owned by Russian Railways, TransTeleCom owns only the equipment. As of 2008, TTK was in fact a monopolist in the provision of wired communication channels on Sakhalin.

Broadband Internet access and cable TV

TransTeleCom provides broadband Internet access (BBA) and cable television (CATV) services, entering the market in settlements remote from the company's backbone network (i.e. railway) no further than 25 km. As of August 2012, the company's broadband subscriber base was 830,000 households. And after 4 years, according to the results of the second quarter of 2016, the company's subscriber base for broadband access services amounted to 1.51 million subscribers.

Interactive TV

In the first quarter of 2017, TTK began providing interactive television services. Interactive TV allows you to watch TV channels in high quality and control the air, using the functions of rewind, pause and view completed programs.

To connect, you need to purchase a TV set-top box. TTK subscribers have access to standard and additional thematic packages of TV channels for connection.

TTK Mobile

In the summer of 2017, TTK launched its own mobile operator, TTK Mobile, based on the MVNO model using the Tele2 infrastructure. The first subscribers were residents of the Rostov Region and the Krasnodar Territory.

TTK Mobile subscribers are provided with: Mobile Internet, cellular communication and SMS.

Currently mobile operator available on the territory of Chelyabinsk and Ryazan region. SIM cards are pre-ordered in the Kemerovo and Novosibirsk regions, in the Altai Territory and in the Komi Republic. TTK offers its subscribers the "Single account" service - the combination of contracts for broadband Internet access, television and mobile communications contracts.

OTT service

In July 2017, TransTeleCom launched its own OTT service TV Without Borders. With its help, television from TTK with interactive functions can be watched by subscribers of any providers throughout Russia.
