I. GENERAL PROVISIONS
1.1. The chief specialist of the capital construction department in his activities is guided by the laws of the Republic of Belarus, the Russian Federation, the Charter of the municipal district of Uchalinsky district, the Regulations on the capital construction department and other regulatory documents.
1.2. The chief specialist of the capital construction department is appointed by the head of the Administration municipal district Uchalinsky district and is directly subordinate to the head of the capital construction department.
II. FUNCTIONS
Work with contractors on construction issues;
Work with design institutes on the development of design and estimate documentation (DED), carrying out in in due course approvals;
Supervising the construction of facilities and engineering communications in accordance with the instructions of the head of the sector.
III. JOB DUTIES
Complies with the requirements of current regulatory legal acts;
Coordinates its activities with the head of the capital construction department;
Reports on the results of its activities to the head of the capital construction department;
Develops measures to ensure the timely commissioning of construction projects and the organization of their implementation.
Accepts and transfers design and estimate documents to contractors;
Draws up an application for the design of design and estimate documentation in accordance with new standards and requirements for putting objects into operation;
Requests new or updates expired specifications for the construction and connection of utilities to existing networks;
Executes resolutions, orders, orders and instructions of superiors in order of subordination of leaders;
Participates in the work of the commission for the control measurement of the volume of previously completed work and costs;
Organizes and carries out consultations on solving certain issues related to construction, repair work;
Participates, by order of the head of the administration of the municipal district Uchalinsky district, in permanent commissions and working groups;
Conducts official correspondence on issues within its competence;
Makes changes to the design and estimate documentation, having agreed with the relevant organizations and responsible persons;
Develops, compiles and timely submits reports related to the activities of the sector;
Carries out accounting of unfinished capital construction of facilities under construction;
During the absence of the head of the capital construction department, replaces his duties;
Performs other tasks of the head of the capital construction department.
4.1. To fulfill the duties assigned to him, the chief specialist of the capital construction department is given the right to:
Request and receive from enterprises and organizations the necessary information to resolve issues within the competence of the department;
To solve the problems of the department, invite specialists from other organizations and enterprises.
V. RESPONSIBILITY
The chief specialist is personally responsible for the performance of the assigned tasks and the implementation of his functions.
VI. QUALIFICATION REQUIREMENTS
The position of the chief specialist of the capital construction department belongs to the senior municipal position municipal service.

Carries out technical supervision over the implementation of construction and installation works, acceptance of works and completed objects. 2.2. Controls the progress of implementation of construction plans, compliance with the volume, timing and quality of construction and installation works, as well as the quality of materials, products, structures used, approved design and estimate documentation, working drawings, building codes and rules, standards, specifications, labor protection standards. 2.3. Participates in resolving issues of making changes to projects in connection with the introduction of more progressive technological processes, space-planning and design solutions that provide cost reduction and improvement of technical and economic indicators of construction and reconstruction facilities. 2.4. Participates in the review and approval of changes in design decisions that arise during construction, promptly resolves issues of replacing, if necessary, materials, products, structures (without reducing the quality of construction objects). 2.5. Examines the reasons causing delays and deterioration in the quality of construction and installation works, takes measures to prevent and eliminate them. 2.6. Carries out technical acceptance of completed construction and installation works and objects, draws up the necessary technical documentation. Participates in the work of commissions for the acceptance of construction projects and their commissioning. 2.7. Controls the quality of the elimination of imperfections, defects in a timely manner. 2.8. Keeps records of completed construction and installation works and prepares the necessary data for reporting on the implementation of construction plans. 3. RIGHTS The construction engineer has the right to: 3.1. To give instructions to subordinate employees and services, tasks on a range of issues included in his functional duties. 3.2. RESPONSIBILITIES The civil engineer is responsible for: 4.1. The results and efficiency of the production activities of the enterprise within its competence. 4.2. Inaccurate information about the status of implementation of work plans on issues within its competence. 4.4. Failure to comply with orders, orders and instructions from the administration of the enterprise. 4.5. Failure to take measures to suppress the identified violations of safety regulations, fire and other rules that pose a threat to the activities of the enterprise and its employees. 5. WORKING CONDITIONS 5.1. The mode of operation of the Construction Engineer is determined in accordance with the Rules of Internal work schedule installed at the enterprise. 5.2. Due to production needs, the Construction Engineer may travel to business trips(including local importance). 5.3. To resolve operational issues related to the provision of production activities, the Construction Engineer may be provided with official vehicles. 6. SCOPE OF ACTIVITIES AND THE IMPACT OF THE DECISIONS 6.1.
