ON THE APPROVAL OF THE RULES FOR THE FORMATION AND MAINTENANCE IN THE SINGLE INFORMATION SYSTEM IN THE FIELD OF PROCUREMENT OF THE CATALOG OF GOODS, WORKS, SERVICES TO SUPPORT STATE AND MUNICIPAL NEEDS AND THE RULES FOR USE OF THE CATALOG OF GOODS, WORKS, SERVICES FOR SUPPORT OF STATE AND

1. Approve the attached:

Rules for the formation and maintenance in a single information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs;

Rules for using the catalog of goods, works, services to meet state and municipal needs.

2. This resolution shall enter into force on the day of its official publication, with the exception of:

subparagraph "i" of paragraph 10, subparagraph "d" of paragraph 14, paragraph 19 of the Rules for the formation and maintenance in a single information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs, which come into force in relation to medicines from March 1, 2017, and in respect of other goods, works, services - from October 1, 2017;

subparagraph "e" of paragraph 10 and subparagraph "b" of paragraph 13 of the Rules for the formation and maintenance in a single information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs, paragraph 6 of the Rules for using a catalog of goods, works, services to provide state and municipal needs, which come into force on January 1, 2018.

RULES FOR FORMING AND MAINTAINING A CATALOG OF GOODS, WORKS, SERVICES TO SUPPORT STATE AND MUNICIPAL NEEDS IN A UNIFIED INFORMATION SYSTEM IN THE FIELD OF PROCUREMENT

1. These Rules determine the procedure for the formation and maintenance of a catalog of goods, works, services to meet state and municipal needs, including the composition of the information included in it.

2. The catalog of goods, works, services to meet state and municipal needs (hereinafter referred to as the catalog) means a systematic list of goods, works, services purchased to meet state and municipal needs, formed on the basis of the All-Russian Classifier of Products by Type economic activity(OKPD2) OK 034-2014 and includes information in accordance with these Rules. 3. The formation and maintenance of the catalog is carried out in a single information system in the field of procurement, including through information interaction with other information systems in cases established by the legislation of the Russian Federation on the contract system in the field of procurement of goods, works, services to meet state and municipal needs, as well as information systems maintained by authorized federal executive bodies. 4. The formation and maintenance of the catalog is provided by the federal executive body for regulation contract system in the field of procurement (hereinafter referred to as the authorized body), including as a result of interaction with federal executive bodies that form and (or) maintain information systems, as well as carry out state registration goods in the established field of activity, through: (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

a) formation of information included in the catalog in accordance with these Rules;

b) keeping the catalog up to date;

in) information support directory users. (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

4.1. For the purpose of the information exchange provided for in paragraph 3 of these Rules, the authorized body establishes the composition, procedure for sending and signing the information provided for in subparagraphs "b" - "e" of paragraph 10 and specified in subparagraph "b" of paragraph 14 of these Rules, federal executive authorities, carrying out the formation and (or) maintenance of the relevant information systems, as well as the state registration of goods in the established field of activity. 5. For the purposes of ensuring the formation and maintenance of the catalog, the authorized body shall have the right, in accordance with the legislation of the Russian Federation, to involve entity A that is a directory operator.

6. The catalog should be publicly available around the clock for review and use without charging a fee.

7. The catalog does not include information constituting a state secret.

8. The catalog is maintained in Russian. In cases stipulated by federal laws and regulatory legal acts adopted in accordance with them, information may be included in the catalog using Latin letters.

9. The catalog is formed and maintained in electronic form. The position of the catalog is formed in accordance with paragraph 10 of these Rules. (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

10. The following information is included in the catalog position:

a) catalog position code, generated in accordance with paragraph 12 of these Rules; (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

b) the name of the product, work, service (for the purposes of these Rules, the name of the product, work, service means the name of the corresponding product, work, service included in the catalog position, which is not a trade name, does not contain an indication of a specific manufacturer and (or) place origin of goods);

c) units of measure for the quantity of goods, the volume of work performed, the service provided in accordance with the All-Russian Classifier of Units of Measurement OK 015-94 (OKEI) (if any); (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

d) information containing a description of goods, work, services, if such a description is formed in accordance with paragraph 13 of these Rules; (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

e) reference information:

codes corresponding to the product, work, service according to Russian and international systems classification, cataloging (if any); (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

information on standard contracts, standard conditions of contracts to be applied in the procurement of goods, work, services (if any);

f) date of inclusion in the catalog item; (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

g) start date(s) mandatory application information included in the catalog item; (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

h) expiration date for the application of the catalog item (if necessary); (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

i) additional information in accordance with paragraph 19 of these Rules.

11. Clause is no longer valid. (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

12. The catalog position code is generated for each catalog position and is a unique digital code based on the code of the All-Russian classifier (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

13. In the description of goods, works, services in accordance with the requirements of Article 33 federal law"On the contract system in the field of procurement of goods, works, services to meet state and municipal needs" (hereinafter referred to as the Federal Law) includes, among other things, the following information:

a) consumer properties and other characteristics of goods, works, services, including functional, technical, quality characteristics, performance characteristics (if necessary), formed taking into account the following information: (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

if the specified characteristics are quantified, then units of measurement are used in accordance with OKEI. In the absence of a unit of measurement in OKEI, in respect of which the authorized body has decided to include a product, work, service in the description, the authorized body sends to the federal executive body that ensures the development, maintenance and application of OKEI, an appeal to include such a unit of measure in OKEI. At the same time, before the inclusion of the corresponding unit of measure in OKEI, such a unit of measure is included in the description of goods, work, services and is considered a temporary value; (As amended by Decree of the Government of the Russian Federation of April 12, 2018 N 444)

in relation to each characteristic that has a quantitative assessment, its specific value is indicated, or an exhaustive list of specific values, or ranges of permissible values (minimum or maximum permissible values), or unchanged values, including taking into account the requirements for a product, work, service established in accordance with Article 19 of the Federal Law; (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

for each characteristic that does not have a quantitative assessment, an exhaustive list of the relevant properties of the product, work, service is indicated, including taking into account the requirements for procurement objects established in accordance with Article 19 of the Federal Law;

b) information on technical regulations applicable to goods, works, services, adopted in accordance with the legislation of the Russian Federation on technical regulation (if any), documents developed and applied in the national standardization system, adopted in accordance with the legislation of the Russian Federation on standardization (if availability); (As amended by Decree of the Government of the Russian Federation of April 12, 2018 N 444)

c) if necessary, specifications, plans, drawings, sketches, photographs, digital models, results of work, testing, requirements, including those regarding testing, test methods, packaging in accordance with the requirements of the Civil Code of the Russian Federation, marking, labels, confirmation compliance of processes and production methods in accordance with the requirements technical regulations, standards, specifications, as well as in relation to symbols and terminology;

d) subparagraph is no longer valid. (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

14. Catalog positions are formed and included in the catalog in the following order:

a) the formation and inclusion in the catalog of information provided for in subparagraphs "a" and "e" of paragraph 10 of these Rules is provided by the authorized body in automatic mode using software and hardware; (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

b) the information provided for in subparagraphs "b" - "e" of paragraph 10 of these Rules is included in the catalog by the authorized body on the basis of information provided, among other things, by federal executive authorities that form and (or) maintain the relevant information systems, as well as state registration of goods in the established field of activity, regional information systems in the field of procurement, operators of other information systems in cases established by the legislation of the Russian Federation and other regulatory legal acts on the contract system in the field of procurement of goods, works, services to meet state and municipal needs. In this case, the information provided for by subparagraph "d" of paragraph 10 of these Rules is included in the catalog after agreement with the Federal Antimonopoly Service; (As amended by Decree of the Government of the Russian Federation of April 12, 2018 N 444)

c) the information provided for in subparagraphs "g" and "h" of paragraph 10 of these Rules is formed by the authorized body, taking into account the requirements of paragraph 18 of these Rules; (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

d) the information provided for in subparagraph "i" of paragraph 10 of these Rules is included in the catalog in accordance with paragraph 19 of these Rules.

15. The information specified in paragraph 10 of these Rules, including before its inclusion in the position of the catalog, is considered at the meeting expert council on the formation and maintenance of a catalog of goods, works, services to meet state and municipal needs under the authorized body. The regulation on the expert council for the formation and maintenance of a catalog of goods, works, services to meet state and municipal needs and its composition are approved by the authorized body. 16. The information included in the catalog, with the exception of the information provided for in subparagraphs "a" and "e" of paragraph 10 of these Rules, must be signed electronic signature an authorized official (persons) determined (defined) by the authorized body or the catalog operator (if he is involved for the purposes of ensuring the formation and maintenance of the catalog in accordance with paragraph 5 of these Rules), the form of which is provided for by the Federal Law. 17. Maintaining the catalog up to date is carried out by making changes to it in the manner prescribed by paragraphs 14 and 15 of these Rules, and by forming and entering information containing the relevant changes into the catalog by the authorized body. 18. Information included in the position of the catalog in accordance with subparagraph "a" of paragraph 10 of these Rules is subject to application from the date of inclusion in the catalog new position directory. At the same time, the start date for the mandatory application of the information provided for in subparagraphs "b" - "i" of paragraph 10 of these Rules is established after 30 days from the date of inclusion in the catalog of a new catalog item, unless otherwise established by the authorized body. 19. In accordance with Article 33 of the Federal Law, catalog items may include additional information about specific goods, works, services, including information about the characteristics of such goods, their manufacturers, trade names, appellations of origin of goods, prices per unit quantity of goods, volume of work, service and (or) prices per unit of measurement of the quantity of goods, volume of work, services, conditions for the supply of goods, performance of work, provision of services. The specified information is formed, among other things, by manufacturers and (or) suppliers (contractors, performers). The grounds and procedure for the formation and inclusion of such information in the catalog are determined by the authorized body in agreement with the Federal Antimonopoly Service. RULES FOR USE OF THE CATALOG OF GOODS, WORKS, SERVICES TO SUPPORT STATE AND MUNICIPAL NEEDS

2. The catalog is used by customers for the following purposes:

a) ensuring the application of information about goods, works, services, including in: (as amended by Decree of the Government of the Russian Federation of 06.10.2017 N 1217)

procurement plan;

procurement schedule;

forms of justification for the procurement of goods, works and services to meet state and municipal needs in the formation and approval of the procurement plan, the procurement schedule (hereinafter referred to as the procurement justification form);

notice of the procurement;

an invitation to take part in the selection of a supplier (contractor, performer), carried out in a closed way(hereinafter - the invitation);

procurement documentation; contract;

a report on the execution of the contract and (or) the results of a separate stage of its execution;

other documents provided for by the Federal Law;

b) a description of the objects of procurement, which is included in the procurement schedule, a notice of procurement, an invitation and procurement documentation;

3. Customers have the right to use the information that is included in the position of the catalog from the date of its inclusion in the catalog, regardless of the date of its mandatory use in accordance with paragraph 18 of the Rules for the formation and maintenance of a catalog of goods, works, services in the unified information system in the field of procurement to ensure public and municipal needs, approved by Decree of the Government of the Russian Federation of February 8, 2017 N 145 "On approval of the Rules for the formation and maintenance in a single information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs and the Rules for using the catalog of goods, works , services to meet state and municipal needs". 4. Customers are obliged to apply the information included in the position of the catalog in accordance with subparagraphs "b" - "i" of paragraph 10 of the Rules for the formation and maintenance in a single information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs, approved by the resolution of the Government of the Russian Federation of February 8, 2017 N 145 "On approval of the Rules for the formation and maintenance in a single information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs and the Rules for using a catalog of goods, works, services to provide state and municipal needs", from the date of commencement of mandatory application indicated therein. At the same time, the customer is obliged to use the information included in the relevant item when planning the purchase and its implementation, including indicating the following information according to such item: article 33 Federal law, which are not provided for in the catalog item. 6. In case of providing a different and additional information provided for in paragraph 5 of these Rules, the customer is obliged to include in the description of the product, work, service a justification for the need to use such information (if there is a description of the product, work, service in the catalog item).

7. In the case of planning and carrying out the purchase of goods, work, services for which there are no corresponding positions in the catalog, the customer shall describe the goods, work, service in accordance with the requirements of Article 33 of the Federal Law.

The code of such

goods, works, services according to the All-Russian classifier of products by type of economic activity (OKPD2) OK 034-2014.

8. When including in the composition of one lot (one product, work, service) several goods, works, services for which there are catalog positions to be applied in the catalog and for which there are no corresponding positions in the catalog, the customer is guided by the requirements of these Rules in relation to each such goods, work, services, for which there is an item to be applied in the catalog.

In accordance with part 6 of article 23 of the Federal Law "On the contract system in the field of procurement of goods, works, services to meet state and municipal needs", the Government of the Russian Federation decides:

1. Approve the attached:

Rules for the formation and maintenance in a single information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs;

Rules for using the catalog of goods, works, services to meet state and municipal needs.

2. This resolution shall enter into force on the day of its official publication, with the exception of:

subparagraph "i" of paragraph 10, subparagraph "d" of paragraph 14, paragraph 19 of the Rules for the formation and maintenance in a single information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs, which come into force in relation to medicinal products from 1 March 2017, and in respect of other goods, works, services - from October 1, 2017;

Until October 1, 2017, the Federal Treasury carries out placement in a single information system in the field of procurement formed by the federal executive body, which performs the functions of developing state policy and legal regulation in the field of procurement of goods, works, services to meet state and municipal needs, information included in the catalog of goods, works, services to meet state and municipal needs, in the form of an electronic document created in common and open formats that provide the ability to save on technical means, search and copy arbitrary text fragments.

c) if necessary, specifications, plans, drawings, sketches, photographs, digital models, results of work, testing, requirements, including with regard to testing, test methods, packaging in accordance with the requirements of the Civil Code of the Russian Federation, marking, labels, confirmation conformity of processes and production methods in accordance with the requirements of technical regulations, standards, specifications, as well as with respect to symbols and terminology;

14. Catalog positions are formed and included in the catalog in the following order:

c) the information provided for in subparagraphs "g" and "h" of paragraph 10 of these Rules is formed by the authorized body, taking into account the requirements of paragraph 18 of these Rules;

d) the information provided for in subparagraph "i" of paragraph 10 of these Rules is included in the catalog in accordance with paragraph 19 of these Rules.

15. The information specified in paragraph 10 of these Rules, including before it is included in the position of the catalog, is considered at a meeting of the expert council for the formation and maintenance of a catalog of goods, works, services to meet state and municipal needs under the authorized body. The regulation on the expert council for the formation and maintenance of a catalog of goods, works, services to meet state and municipal needs and its composition are approved by the authorized body.

16. REGULATIONS
USING THE CATALOG OF GOODS, WORKS, SERVICES
TO PROVIDE STATE AND MUNICIPAL NEEDS

1. These Rules establish the procedure for using the catalog of goods, works, services to meet state and municipal needs (hereinafter referred to as the catalog) by participants in the contract system in the field of procurement in accordance with the Federal Law "On the contract system in the field of procurement of goods, works, services to ensure public and municipal needs" (hereinafter referred to as the Federal Law).

2. The catalog is used by customers for the following purposes:

a) ensuring the application of information about goods, works, services, including in:

procurement plan;

procurement schedule;

notice of the procurement;

an invitation to take part in the selection of a supplier (contractor, performer) carried out by a closed method (hereinafter referred to as the invitation);

procurement documentation;

contract;

a report on the execution of the contract and (or) the results of a separate stage of its execution;

other documents stipulated by the Federal Law;

b) a description of the objects of procurement, which is included in the procurement schedule, a notice of procurement, an invitation and procurement documentation;

3. Customers have the right to use the information that is included in the position of the catalog from the date of its inclusion in the catalog, regardless of the date of its mandatory use in accordance with paragraph 18 of the Rules for the formation and maintenance of a catalog of goods, works, services in the unified information system in the field of procurement to ensure public and municipal needs, approved "On approval of the Rules for the formation and maintenance in a unified information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs and the Rules for using a catalog of goods, works, services to meet state and municipal needs."

a) the name of the product, work, service;

b) units of measure for the quantity of goods, the volume of work performed, services rendered (if any);

c) description of goods, work, services (if such a description is present in the position).

5. The customer has the right to indicate in the procurement plan, procurement schedule, procurement justification forms, notification of procurement, invitation and procurement documentation additional information, as well as additional consumer properties, including functional, technical, qualitative, operational characteristics of the goods, works, services in accordance with the provisions of Article 33 of the Federal Law, which are not provided for in the catalog item.

6. In the case of providing other and additional information provided for in paragraph 5 of these Rules, the customer is obliged to include in the description of the goods, work, service a justification for the need to use such information (if there is a description of the goods, work, service in the catalog position).

As a code of the catalog of goods, works, services for which there is no corresponding item in the catalog, the code of such goods, works, services is indicated in accordance with All-Russian classifier products by type of economic activity (OKPD2) OK 034-2014.

9. When carrying out the procurement provided for by the procurement schedule, which is approved before the start date of the mandatory application of the corresponding catalog item, the customer has the right to be guided by paragraph 7 of these Rules.

If changes are made to the procurement schedule in terms of the procurement, in respect of the object of which the date of commencement of the mandatory application of the corresponding catalog item has come, the information in the procurement schedule, the procurement justification form for such a procurement is indicated according to the corresponding catalog item.

12. Other participants in the contract system use the catalog in order to ensure a uniform indication of information about goods, works, services.

c) if necessary, specifications, plans, drawings, sketches, photographs, digital models, results of work, testing, requirements, including those regarding testing, test methods, packaging in accordance with the requirements of the Civil Code of the Russian Federation, marking, labels, confirmation conformity of processes and production methods in accordance with the requirements of technical regulations, standards, specifications, as well as with respect to symbols and terminology;

14. Catalog positions are formed and included in the catalog in the following order:

18. The information included in the catalog position in accordance with subparagraph "a" of paragraph 10 of these Rules shall be applied from the date of inclusion in the catalog of a new catalog position. At the same time, the start date for the mandatory application of the information provided for by these Rules is set after 30 days from the date of inclusion in the catalog of a new catalog item, unless otherwise established by the authorized body.

2. The catalog is used by customers for the following purposes:

a) ensuring the application of information about goods, works, services, including in:

procurement plan;

procurement schedule;

procurement documentation;

contract;

a report on the execution of the contract and (or) the results of a separate stage of its execution;

other documents provided for by the Federal Law;

b) a description of the objects of procurement, which is included in the procurement schedule, a notice of procurement, an invitation and procurement documentation;

3. Customers have the right to use the information that is included in the position of the catalog from the date of its inclusion in the catalog, regardless of the date of its mandatory use in accordance with paragraph 18 of the Decree of the Government of the Russian Federation of February 8, 2017 N 145 "On approval of the Rules for the formation and maintenance of unified information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs and the Rules for the use of a catalog of goods, works, services to meet state and municipal needs.

As a code of the catalog of goods, works, services for which there is no corresponding item in the catalog, the code of such goods, works, services is indicated in accordance with the All-Russian Classifier of Products by Types of Economic Activity (OKPD2) OK 034-2014.

If changes are made to the procurement schedule in respect of the procurement, in respect of the object of which the date of commencement of the mandatory application of the corresponding catalog item has come, the information in the procurement schedule, the procurement justification form for it for such a purchase is indicated according to the corresponding catalog item.

12. Other participants in the contract system use the catalog in order to ensure a uniform indication of information about goods, works, services.

On approval of the Rules for the formation and maintenance in a unified information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs and the Rules for the use of this catalog

1. Approve the attached:

Rules for the formation and maintenance in a single information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs;

Rules for using the catalog of goods, works, services to meet state and municipal needs.

2. This resolution shall enter into force on the day of its official publication, with the exception of:

Subparagraph "i" of paragraph 10, subparagraph "d" of paragraph 14, paragraph 19 of the Rules for the formation and maintenance in a single information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs, which come into force in relation to medicinal products from 1 March 2017, and in respect of other goods, works, services - from October 1, 2017;

Subparagraph "e" of paragraph 10 and subparagraph "b" of paragraph 13 of the Rules for the formation and maintenance in a single information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs, paragraph 6 of the Rules for using a catalog of goods, works, services to provide state and municipal needs, which come into force on January 1, 2018.

Until October 1, 2017, the Federal Treasury shall place in the unified information system in the field of procurement information generated by the Ministry of Economic Development of the Russian Federation, included in the catalog of goods, works, services to meet state and municipal needs, in the form of an electronic document created in common and open formats that provide the ability to save on technical means, search and copy arbitrary text fragments.

Rules for the formation and maintenance in a single information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs

2. The catalog of goods, works, services to meet state and municipal needs (hereinafter referred to as the catalog) means a systematic list of goods, works, services purchased to meet state and municipal needs, formed on the basis of the All-Russian Classifier of Products by Type of Economic Activity (OKPD2) OK 034-2014 and includes catalog codes corresponding to the specified codes of goods, works, services that are the objects of procurement, units of measurement for the quantity of goods, the volume of work performed, services rendered and other information in accordance with these Rules.

3. The formation and maintenance of the catalog is carried out in a single information system in the field of procurement, including through information interaction with regional information systems in the field of procurement and other information systems.

4. The formation and maintenance of the catalog is provided by the federal executive body for regulating the contract system in the field of procurement (hereinafter referred to as the authorized body) through:

a) formation of information included in the catalog in accordance with these Rules;

b) keeping the catalog up to date;

in) technical support directory users using a single federal number « hotline» and e-mail.

5. For the purpose of ensuring the formation and maintenance of the catalog, the authorized body shall have the right, in accordance with the legislation of the Russian Federation, to involve a legal entity that is the operator of the catalog.

6. The catalog should be publicly available around the clock for review and use without charging a fee.

7. The catalog does not include information constituting a state secret.

8. The catalog is maintained in Russian. In cases stipulated by federal laws and regulatory legal acts adopted in accordance with them, information may be included in the catalog using Latin letters.

9. The catalog is formed and maintained in electronic form. For each product, work, service, a separate catalog line (hereinafter referred to as the item) is formed in accordance with clause 10 of these Rules. Several catalog items can be combined into an assortment set.

For the purposes of these Rules, an assortment set means a set of catalog items united by any one or a combination of signs of goods, works, services.

The list of assortment sets (if any) is included by the authorized body in the catalog indicating their names and serial numbers.

10. The following information is included in the catalog position:

a) catalog code, generated in accordance with paragraph 12 of these Rules;

c) units of measurement for the quantity of goods, the volume of work performed, services provided in accordance with the All-Russian Classifier of Units of Measurement OK 015-94 (OKEI);

d) information containing a description of the goods, work, services, if such a description is formed and agreed in accordance with paragraph 13 and subparagraph "b" of paragraph 14 of these Rules;

e) reference information:

Codes corresponding to the product, work, service according to Russian and international systems of classification, cataloging, standardization (if any);

Information on standard contracts, standard conditions of contracts to be applied in the procurement of goods, work, services (if any);

f) date of inclusion in the catalog item;

g) date of commencement of mandatory application of the catalog item;

h) end date of application of the catalog item;

i) additional information in accordance with paragraph 19 of these Rules.

11. For each code of a subgroup, type, category, subcategory of the All-Russian classifier of products by type of economic activity (OKPD2) OK 034-2014, one or more catalog positions can be formed.

12. The catalog code is generated for each catalog item and is a unique digital 21-bit code in the format:

хх.хх.хх.ххх-хххххх-х-ххххх,

where: 1, 2, 3, 4, 5, 6, 7, 8, 9 categories - code of goods, works, services, corresponding to the All-Russian classifier of products by type of economic activity (OKPD2) OK 034-2014, in the XX.XX format. XX.XXX. If the catalog position is formed for a subgroup, type, category of the All-Russian classifier of products by type of economic activity (OKPD2) OK 034-2014, then the sign “0” is indicated in the corresponding categories of the code of the All-Russian classifier of products by type of economic activity (OKPD2) OK 034-2014 »;

10, 11, 12, 13, 14, 15 digits - the serial number of the assortment set of goods, works, services, which takes values in ascending order in the format from 000001 to 999999. Moreover, if the catalog item is not included in any assortment set, then the digits indicate the sign 0;

16 bit - a digital code that can take values in the format:

"1" - if the catalog position is formed for the product;

"2" - if the catalog position is generated for a job;

"3" - if the catalog position is generated for the service;

17, 18, 19, 20, 21 digits - serial number of the catalog position related to one code of the All-Russian classifier of products by type of economic activity (OKPD2) OK 034-2014, which takes values in ascending order in the format from 00001 to 99999 within the corresponding code of the All-Russian classifier of products by type of economic activity (OKPD2) OK 034-2014. If only one catalog item belongs to the code of the All-Russian Classifier of Products by Type of Economic Activity (OKPD2) OK 034-2014, then this item is assigned the number 00001.

a) a list of consumer properties and other characteristics of goods, works, services, including functional, technical, quality characteristics, operational characteristics (if necessary), allowing to identify a product, work, service, formed taking into account the following information:

If the indicated characteristics are quantified, then units of measurement are used in accordance with the All-Russian Classifier of Units of Measurement OK 015-94 (OKEI);

In relation to each characteristic that has a quantitative assessment, its specific value is indicated, or an exhaustive list of specific values, or ranges of permissible values, minimum or maximum permissible values, as well as unchanged values, including taking into account the requirements for a product, work, service established by in accordance with Article 19 of the Federal Law;

For each characteristic that does not have a quantitative assessment, an exhaustive list of the relevant properties of the product, work, service is indicated, including taking into account the requirements for procurement objects established in accordance with Article 19 of the Federal Law;

b) information on technical regulations applicable to goods, works, services, adopted in accordance with the legislation of the Russian Federation on technical regulation, documents developed and applied in the national standardization system, adopted in accordance with the legislation of the Russian Federation on standardization;

c) if necessary, specifications, plans, drawings, sketches, photographs, digital models, results of work, testing, requirements, including those regarding testing, test methods, packaging in accordance with the requirements of the Civil Code of the Russian Federation, marking, labels, confirmation conformity of processes and production methods in accordance with the requirements of technical regulations, standards, specifications, as well as with respect to symbols and terminology;

d) additional information in accordance with paragraph 19 of these Rules.

14. Catalog positions are formed and included in the catalog in the following order:

a) the information provided for in subparagraphs "a" - "c" and "e" of paragraph 10 of these Rules is formed and included in the catalog by the authorized body;

b) the information provided for by subparagraph "d" of paragraph 10 of these Rules is formed by the authorized body and included in the catalog after agreement with the Ministry of Finance of the Russian Federation and the Federal Antimonopoly Service;

c) the information provided for in subparagraphs "f" - "h" of paragraph 10 of these Rules is formed by the authorized body, taking into account the requirements of paragraph 18 of these Rules;

d) information provided for in subparagraph "i"

paragraph 10 of these Rules, is included in the catalog in accordance with paragraph 19 of these Rules.

15. The information specified in subparagraphs "a" and "b" of paragraph 14 of these Rules, before it is included in the position of the catalog, by decision of the authorized body, may be considered at a meeting of the expert council * for the formation and maintenance of a catalog of goods, works, services to ensure public and municipal needs under the authorized body.

16. Information included in the catalog must be signed by an electronic signature of an official of the authorized body, the form of which is provided for by the Federal Law.

17. Maintaining the catalog up to date is carried out by the authorized body by making changes to it in the manner provided for in paragraph 14 of these Rules, by forming and including new information in the catalog containing the relevant changes.

18. The start date for the mandatory application of a new catalog item is set after 30 calendar days from the date of its inclusion in the catalog, unless otherwise established by the authorized body.

19. In accordance with Article 33 of the Federal Law, catalog items may include additional information about specific goods, works, services, including information about the characteristics of such goods, their manufacturers, trade names, appellations of origin of goods, prices per unit quantity of goods, volume of work, service and (or) prices per unit of measurement of the quantity of goods, volume of work, services, conditions for the supply of goods, performance of work, provision of services. The specified information is formed, among other things, by manufacturers and (or) suppliers (contractors, performers). The grounds and procedure for the formation and inclusion of such information in the catalog are determined by the authorized body in agreement with the Ministry of Finance of the Russian Federation and the Federal Antimonopoly Service.

2. The catalog is used by customers for the following purposes:

a) ensuring a uniform indication of the names of goods, works, services, including in:

Procurement plan;

Procurement schedule;

Substantiation forms for the procurement of goods, works and services to meet state and municipal needs in the formation and approval of the procurement plan, procurement schedule (hereinafter referred to as the procurement substantiation form);

Procurement notice;

Invitation to take part in the determination of the supplier (contractor, performer), carried out by a closed method (hereinafter referred to as the invitation);

Procurement documentation;

contract;

Report on the execution of the contract and (or) on the results of a separate stage of its execution;

Other documents stipulated by the Federal Law;

b) a description of the objects of procurement, which is included in the procurement schedule, a notice of procurement, an invitation and procurement documentation;

c) formation identification code procurement provided for in Article 23 of the Federal Law.

3. Customers have the right to use the information that is included in the catalog line (hereinafter - the position) from the date of its inclusion in the catalog.

4. Customers are obliged to apply the information included in the catalog item from the date of commencement of mandatory application indicated therein. At the same time, the customer is obliged to use the information included in the relevant item when planning the purchase and its implementation, including indicating the following information according to such item:

a) the name of the product, work, service;

b) units of measure for the quantity of goods, the volume of work performed, services rendered;

c) description of goods, work, services (if such a description is present in the position).

5. The customer has the right to indicate in the procurement plan, procurement schedule, procurement justification forms, notification of procurement, invitation and procurement documentation other and (or) additional information, as well as additional and (or) other consumer properties, including functional, technical, qualitative, operational characteristics of goods, works, services in accordance with the provisions of Article 33 of the Federal Law, which are not provided for in the catalog item.

10. When generating the procurement identification code provided for in Article 23 of the Federal Law, the catalog code is indicated by the customer in accordance with the procedure for generating the procurement identification code.

11. For the purpose of specifying in the procurement plan, procurement schedule and other documents generated as part of the implementation of the Federal Law, the names of the objects of procurement, the customer has the right to use the names of the assortment sets of goods, works, services that are provided for in paragraph 9 of the Rules for the formation and maintenance in a single information system in the field of procurement of a catalog of goods, works, services to meet state and municipal needs, approved by Decree of the Government of the Russian Federation of February 8, 2017 No. 145 “On approval of the Rules for the formation and maintenance of a catalog of goods, works, services in a unified information system in the field of procurement to ensure state and municipal needs and the Rules for the use of the specified catalog.

12. Other participants in the contract system use the catalog in order to ensure a uniform indication of the names of goods, works, services.
