A unified classifier characterizes each profession separately, attaching a list official duties mandatory for execution, the procedure for the benefits provided, the categories assigned, etc.

Based on the classification, the entire labor process, starting with accrual and calculation wages, ending with bonuses and the duration of vacations.

The classifier provides a list of positions for each economic sector, defining the scope of duties and rights official or an employee.

The use of the classifier of professions allows each organization, enterprise to streamline the work process, clearly distribute responsibilities in the work team, and comply with labor laws.

As legislative acts in labor law, Labor Code and the classifier are approved with links to each other. This indicates that a violation of the provisions of the classifier of professions will be the basis for a violation labor law and administrative misconduct. When organizing personnel activities at enterprises, a single list of working professions is taken as the basis for the formation of positions, labor hierarchy, reward and punishment systems.

The classifier is constantly being improved, amendments are made necessary in connection with changes in the country's economy. However, these nuances are not significant and practically do not concern the main list of positions.

The list of professions and the job classifier is the most important tool labor law, personnel service any enterprise, acting as a guarantor in the organization and remuneration of almost every employee.

INTRODUCTION

All-Russian classifier of occupations of workers, positions of employees and wage categories (OKPDTR), which is an integral part unified system classification and coding of information (ESKK) of the Russian Federation, prepared as part of the implementation state program the transition of the Russian Federation to the system of accounting and statistics adopted in international practice in accordance with the requirements of the development of a market economy.

OKPDTR was developed to replace the All-Union Classifier of Worker Professions, Positions of Employees and Pay Grades (OKPDTR) 1 86 016.

The classifier is designed to solve problems related to estimating the number of workers and employees, taking into account the composition and distribution of personnel by categories of personnel, skill level, degree of mechanization and working conditions, employment issues, organizing wages for workers and employees, accruing pensions, determining the additional need for personnel and others at all levels of management of the national economy in the conditions of automated information processing.

The objects of classification in OKPDTR are the professions of workers and the positions of employees.

OKPDTR consists of two sections:

Professions of workers;

Employee positions.

The second section - positions of employees - was developed on the basis of the Unified nomenclature of positions of employees, the Qualification directory of positions of managers, specialists and employees, current regulations and others. normative documents on issues of remuneration, taking into account the names of positions used in the economy. The titles of positions of civil servants are given in accordance with Decrees of the President of the Russian Federation "On public positions of the Russian Federation" No. 32 and "On the register of public positions of federal civil servants" No. 33 dated January 11, 1995.

Each classifier position consists of three blocks:

Identification block;

Block of the name of the object of classification;

Information block.

The identification block is built using a serial-order coding system for classification objects. The identification block of the classification object includes five numeric decimal places and a check number.

The control number is calculated in accordance with the current Methodology for the calculation and application of control numbers.

The structure of the code designation of the professions of a worker (position of an employee) in the classifier:

X XXXX X
check number (cn)
serial number of the object of classification
profession
job title

(as amended by Amendment No. 4/2003 OKPDTR, approved by the State Standard of the Russian Federation)

To code a worker's profession, code values corresponding to 1 or 3 are used. To code an employee's position, code values \u200b\u200bcorresponding to 2 or 4 are used (the paragraph was introduced by Amendment 4/2003 OKPDTR, approved by the State Standard of the Russian Federation, as amended by Amendment 5/2004 OKPDTR, approved. Rostekhregulirovanie).

The block of the name of the object of classification is a unified record of the name of a particular profession of a worker or position of an employee.

In each section, the names of the objects of classification are arranged in alphabetical order.

The information block of positions of employees includes facet codes corresponding to the category of the position (one character) and also to certain positions of the OKZ (four characters). Three facets characterize positions according to the following features:

derived positions - two characters, facet 11;

A feature of facets 11 and 12 is the alternative of their application for various positions, since qualification categories are not provided for in derived positions. Thus, depending on the position, chooses facet 11 or 12.

An example of coding according to OKPDTR for the position of deputy head of the financial and economic department:

24695 1 1 1231 03,

where: 2 - position;

4695 - head of department (financial, economic and administrative);

1 - control number;

1231 - basic group for OKZ (Heads of financial, economic and administrative divisions and services);

03 - derivative position - deputy.

purpose

The classifier is designed to solve problems related to estimating the number of workers and employees, accounting for the composition and distribution of personnel by categories of personnel, skill level, degree of mechanization and working conditions, employment issues, organization of wages for workers and employees, calculating pensions, determining the additional need for personnel and others at all levels of management of the national economy in the conditions of automated information processing.

The objects of classification in OKPDTR are the professions of workers and the positions of employees.

Structure

OKPDTR consists of two sections:

  • professions of workers;
  • employee positions.

The first section - the professions of workers - includes the professions of workers in accordance with the Unified Tariff and Qualification Directory of Works and Professions of Workers (ETKS), as well as the professions of workers, the rights and obligations of which are provided for in the charters, special provisions and relevant resolutions regulating the composition of professions in sectors of the economy .

The second section - positions of employees - was developed on the basis of the Unified nomenclature of positions of employees, the Qualification Directory for the positions of managers, specialists and employees, current regulations and other regulatory documents on wages, taking into account the names of positions used in the economy. The titles of positions of civil servants are given in accordance with Decrees of the President of the Russian Federation "On public positions of the Russian Federation" No. 32 and "On the register of public positions of federal civil servants" No. 33 dated January 11, 1995.

Each classifier position consists of three blocks:

  • identification block;
  • block of the name of the object of classification;
  • information block.

The identification block is built using a serial-order coding system for classification objects. The identification block of the classification object includes five numeric decimal places and a check number.

The control number is calculated in accordance with the current Methodology for the calculation and application of control numbers.

The structure of the code designation of the profession of a worker (position of an employee) in the classifier:

Х ХХХХ Х ▲ ▲ ▲ │ │ └──────control number (CC) │ │ │ └───── serial number of the object of classification │ │ profession (1) └───────── ──────────────────────── position (2)

The block of the name of the object of classification is a unified record of the name of a particular profession of a worker or position of an employee.

In each section, the names of the objects of classification are arranged in alphabetical order.

The information block of workers' professions includes facet codes characterizing the correspondence of the worker's profession to the ETKS issue number (two characters) and certain positions of the All-Russian classifier of occupations (OKZ) OK 010-93. The last facet indicates the basic group of OKZ occupations and includes four characters.

In addition, the OKPDTR information block includes seven facets that characterize the professions of workers according to the following features:

  1. types of production and work in accordance with the issues of ETKS - two characters, facet 01;
  2. tariff categories - one character, facet 02;
  3. classes (categories) of qualification - one character, facet 03;
  4. forms and systems of remuneration - two characters, facet 04;
  5. working conditions - one character, facet 05;
  6. degree of labor mechanization - one sign, facet 06;
  7. derived professions - one character, facet 07.

An example of coding according to the OKPDTR profession of a turner:

19149 6 02 7223 5 12 1 2, where 1 is a sign of profession; 9149 turner; 6 check number; 02 2nd issue of ETKS; 7223 basic group for OKZ (Machine operators on metalworking machines, adjusters of machine tools and equipment); 5 5th tariff category; 12 piece-bonus wage system; 1 normal working conditions; 2 worker performing work with the help of machines and mechanisms.

Facet 07, which characterizes the degree of qualification of workers (senior, assistant), is used for various professions in accordance with current regulations.

The information block of positions of employees includes facet codes corresponding to the category of the position (one character) and also certain positions of the OKZ (four characters). Three facets characterize positions according to the following features:

  1. job categories - one character, facet 10;
  2. derived positions - two characters, facet 11;
  3. categories (classes) of qualification - one character, facet 12.

A feature of facets 11 and 12 is the alternative of their application for various positions, since qualification categories are not provided for in derived positions. Thus, depending on the position, facet 11 or 12 is chosen.

An example of coding according to OKPDTR for the position of deputy head of the financial and economic department:

24695 1 1 1231 03, where 2 is a sign of a position; 4695 head of department (financial, economic and administrative); 1 check number; 1 category of managers; 1231 basic groups for OKZ (Heads of financial, economic and administrative divisions and services); 03 derivative position - deputy.

Relationships have been established between the objects of the classification of OKPDTR and OKZ, allowing each object of OKPDTR to be attributed to the corresponding grouping of OKZ. In the general case, each profession of a worker or position of an employee can be unambiguously assigned to a certain group of occupations. However, due to the fact that the concepts of "occupation", "profession", "position" are different, in some cases, in order to establish an unambiguous relationship between OKPDTR and OKZ, it is necessary to use explanations for the OKZ groupings. These explanations should also be used when coding derived occupations of workers and positions of employees.

The composition and sequence of the facets of the information block are determined by the specifics specific tasks solved with the help of the classifier.

In the information block, codes and names of other all-Russian classifiers of technical and economic information can also be used as additional features.

The OKPDTR adopted the following form of material arrangement: in the section "Professions of workers"

─────┬──┬──────────────────────────────────────── ───┬────────┬─────┬──── │ │ │Range│Code │Code Code │КЧ│ Name of profession │tariff│you─ │by │ │ │discharge│start │OKZ │ │ │ │ETKS │ ─────┴──┴───────────────────────────────── ───────────┴──────────┴──────┴─────

in the section "Positions of employees"

─────┬──┬──────────────────────────────────────── ────────────┬─────┬─────│ │ │ Code ─┴──┴──────────────────────────────────────────── ────────┴─────┴─────

When developing unified forms documents that use classifier codes must provide a mandatory reference to OKPDTR. The classifier maintenance system provides for the interaction of the Research Institute of Labor (Research Institute of Labor and social insurance) and

In the legislation of the Russian Federation, a number of normative acts have been adopted that establish the procedure for classifying working professions, as well as positions of employees. What is the purpose of these sources of law? Which of them are among the most demanded at Russian enterprises?

9149 - this figure shows that we are talking about the profession of a turner;

6 - this figure is a control number;

02 - the corresponding indicator indicates that the profession corresponds to the 2nd edition of the Unified Qualification Handbook;

7223 - this figure reflects the correspondence of the profession to the base group related to the Classifier of Occupations;

5 - the corresponding indicator reflects the fact that a person needs to have the 5th tariff category;

12 - this figure shows that a piece-bonus scheme for calculating salaries for employees is used;

1 - the corresponding indicator reflects that for working profession typical working conditions;

2 - this figure means that a person is carrying out his labor activity through machines and mechanisms.

It turns out that the turner profession code, generated based on the criteria reflected in the Classifier, will look like 19149602722351212.

Similarly, the list of professions of the Russian Federation also provides for facet codes when classifying the positions of employees. Let's consider them.

Facet codes for employees according to the Classifier

In this case, we are talking about codes that reflect the category of the position - they contain 1 character, as well as indicating a specific position according to the Classifier of Occupations, in which 4 characters are fixed.

Through 3 facets, positions are reflected on such grounds as:

Derived positions (facet 11, represented by 2 characters);

It can be noted that facets 11 and 12 are selected based on the specifics of a particular position. So, in derivative positions qualification is not fixed. Therefore, only facet 11 is selected for the respective positions.

Employee position code: example

For example, a position such as deputy head of the financial and economic department of an enterprise will have a code consisting of indicators such as:

2 - denoting the position;

4695 - reflecting the fact that we are talking about the position of the head of the department;

1 - used as a control number;

1 - reflecting the fact that we are talking about the category of managers in the enterprise;

1231 - indicating the relationship of the position with the corresponding base group in the Occupation Classifier;

03 - reflecting the fact that we are talking about a derived position.

The relationship of OK 016-94 and the classifier of occupations

It can be noted that between the objects of the Classifier, which was introduced by the Decree of the State Standard on the approval of the list of professions and positions, and those that are present in the Classifier of occupations, it is assumed that there are links that allow the former to be attributed to one group or another within the list to which the latter belong. . That is, each position - a worker or an employee, as a rule, can be attributed to a certain category of occupation.

However, it should be noted that taking into account the fact that such concepts as “occupation”, “profession”, as well as “position” differ significantly from each other, the employee of the personnel department of the enterprise who uses the Classifier in question may need to use explanations to individual groupings of the Occupation Classifier - in order to determine an unambiguous connection with its objects of those positions that are provided for by the considered official list of professions and positions.

In the reporting on the labor of enterprises and organizations of individual sectors of the sphere material production(industry, construction, transport, state farms and some other production sectors), the number of employees is divided into two groups: workers and employees. The following categories are distinguished from the group of employees: managers, specialists and other employees related to employees.
