Registration of suppliers in the EIS

So next year all suppliers under the state order must be registered in the EIS. Without this, it will be impossible to submit an application for participation in the auction. Registration in ERUZ EIS

From January 1, 2019 to participate in trading under 44-FZ, 223-FZ and 615-PP registration required in the ERUZ register (Unified Register of Procurement Participants) on the EIS (Unified Information System) portal in the field of procurement zakupki.gov.ru.

We provide a service for registration in the ERUZ in the EIS:

  1. She will be free.
  2. Registration will only be possible in electronic format.
  3. Registration validity period - 3 years, that is, the same as now on electronic platforms.
  4. Not earlier than for 6 months before the end of the registration period, the participant can start the re-registration procedure for the next 3 years.
  5. If until the end of registration remains less than 3 months, the participant will not be able to bid for new auctions.
  6. The law prohibits registration in the EIS offshore companies.

Introduction of new electronic procedure

From July 1, 2018 customers get the opportunity to electronic form not only auctions, but also competitions, as well as requests for quotations and offers. And since 2019, it has become their duty. In this way, all competitive procedures are transferred to electronic format and will be held at the ETP. On paper, only contracts with a single supplier will be concluded.

Change in the procedure for accreditation at the ETP

Now suppliers to participate in the auction must be accredited on the electronic platform. There are 6 sites conducting procedures under 44-FZ. Which of them to carry out the purchase is decided by the customer at his discretion. Accordingly, in order to have access to all tenders under 44-FZ, the supplier has to register at all ETPs. Each site has its own procedure and set of documents.

But after the transfer of all trades to the ETP, everything should change. Participants do not have to be accredited at each site - it will be enough to pass registration in the EIS. The information system itself will interact with the ETP. Moreover, accreditation must be received on the next business day. The term of accreditation on the ETP will correspond to the period during which the company or individual entrepreneur is registered in the EIS.

Such an accreditation procedure is, of course, a big plus, since no need to spend time interacting with each ETP separately. Moreover, they have slightly different requirements for participants. Another advantage is that no one can request from the supplier any other documents other than those that he provided when registering with the EIS.

Transition period

Everything should work in 2019, but the transition will begin very soon. Until January 1, 2019 the procedure for accreditation at the ETP will remain the same (in accordance with Article 61 of Law 44-FZ). The ETP operator will enter data about the participant in its register, which is maintained on the sites in accordance with the requirements of Article 62 of the law.

During 2019 bidders must be registered in the Information System. Re-accreditation at the ETP will be possible strictly through the EIS. Most likely, if in 2019 the participant will have accreditation for the ETP, then data about him will be transferred to the EIS automatically. That is, it is possible that a participant (with a valid accreditation at the site according to 44-FZ) will not have to register in the EIS on his own - this will be done by the ETP for him.

New venues

It has not yet been precisely determined which ETPs will conduct electronic trading in accordance with 44-FZ. Now they are only being developed. It is quite possible that their list will change, including the appearance of new trading operators. In fact, most of the information about the registration process is located directly on the EIS Official Website in the "Training Materials" section, however, many are most likely confused by the fact that this is not some social network, where you can register in a couple of minutes by entering the minimum amount of data, and a tool for professional work in the area of ​​procurement.

We will use the established one and try to disclose the registration procedure in the EIS in a more accessible form.

Obtaining an electronic digital signature (EDS).

To carry out all legally significant actions in the Unified information system on the site zakupki.gov.ru you will certainly need an electronic digital signature (EDS). In particular, according to clause 3 of part 1 of article 4 of Law No. 44-FZ, in order to sign documents in the EIS, we need reinforced unskilled electronic signature (hereinafter EDS).

In our case (customer under 44-FZ), it is allowed to use only certificates issued by the certification center of the Federal Treasury. Therefore, in order to obtain an EDS, we need to contact the nearest FC certification center.

The certificate issued by the Federal Treasury contains:

  • surname, name, patronymic of the user to whom the signature is issued;
  • user's SNILS;
  • unique account number (SDR code) of the organization;
  • authority of the organization;
  • user permission.

After receiving the certificate of electronic digital signature, you can proceed to the registration procedure, which we will conditionally divide into two stages - setting up the software and directly registering in the EIS.

Software setup.

The most difficult, perhaps, this stage seems to most, since it is associated with the use of specific software that no one encounters in everyday life.

However, not everything is as scary as it seems - in the EIS there are, where they are indicated as minimum system requirements to the PC hardware, as well as the requirements regarding the installed software.

Hardware requirements:

  • processor with a clock frequency of at least 1.3 GHz;
  • RAM - at least 1 GB;
  • Internet channel bandwidth - at least 256 kbps

Requirements for installed software to work with the EIS official website:

  • Installed internet browser Internet Explorer(version 10.0 and higher), or any other browser that supports Transport Layer Security (TLS v.1.1 and higher RFC 5246), using Russian cryptographic standards;
  • CryptoPro CSP software.

Note that, in essence, the most correct work in the UIS is possible only through the Internet Explorer browser, work through other browsers does not guarantee the desired results.

Setting up a browser and installing specialized CryptoPro CSP software is unlikely to raise questions that are not answered in the instructions, but there is one caveat, if you are using Windows 8.1 and Internet Explorer has been updated to version 11 in it, you must use this browser in compatibility mode in Internet Explorer 10. The fact is that in Windows 8.1, the browser is part of operating system and its separate installation or removal and subsequent reinstallation of a younger version of the browser is not possible, you have to use a "crutch" in the form of compatibility mode. detailed instructions the installation of this mode is described in the instructions indicated above.

After we received the EDS, we set up workplace(PC) under the requirements indicated in the instructions, we can proceed with the registration process in the EIS.

To register an organization in the UIS, it is necessary to have information about the organization in the Consolidated Register indicating the organization's powers in the field of procurement. After receiving information about the organization from the Consolidated Register, the System generates identification code customer (ICO), the organization is automatically registered in the EIS, information about the organization is stored in the register of organizations of the EIS. On the email specified in the organization details entry in Consolidated register, a notification is sent about the registration of the organization in the EIS. A corresponding entry is generated in the event log of the organization's card. To ensure the work of users of the organization in the Personal Accounts of the UIS, the administrator of the organization needs to log in to the UIS in order to confirm the registration of other users of the organization.

When pressed, a form for authorization is displayed with a choice of options. In this article, we want to consider the issue related to the registration of procurement participants (suppliers) in a single information system (abbreviated UIS). Until recently, only organizations placing orders (Customers) were registered on the official website zakupki.gov.ru. However, in December 2017, a the federal law No. 504-FZ “On Amendments to the Federal Law “On contract system in the field of procurement of goods, works, services to ensure public and municipal needs". According to this law, from January 1, 2019, procurement participants will also have to undergo mandatory registration on the EIS website. But let's talk about everything in order.

Why will participants need to register on the website of the unified information system?

Until 07/01/2018, within the framework of 44-FZ in in electronic format only one single procedure was carried out - an auction in electronic form. Electronic auctions were held on 6 specially selected electronic trading floors(abbreviated ETP). And in order to be able to take part in these auctions, the participant had to pass accreditation on electronic platforms. And since Customers are not limited in any way in choosing sites for holding electronic auctions, suppliers had to pass accreditation at all 6 sites in order not to miss the opportunity to take part in the purchase they need.

Since July 1, 2018, Customers have received the right to conduct electronically not only auctions, but also tenders, requests for proposals, as well as requests for quotations. All these purchases are also carried out at previously approved ETPs, plus 3 more new ETPs have been added to these sites.

But starting from January 1, 2019, Customers are required to conduct all purchases exclusively in electronic form. In this regard, the Unified Register of Procurement Participants appeared on the EIS website, which will include information about each supplier. The maintenance of this register is assigned to the Federal Treasury. Until 2019, such registers of accredited procurement participants were maintained by ETP operators separately at each site.

From January 1, 2019, the registration of procurement participants in the unified information system has become prerequisite to be able to participate in all e-procurement conducted within the framework of 44-FZ.

Thus, the supplier must first register with the EIS, and then the operators of electronic sites, no later than the working day following the day of registration of the supplier in the unified information system, accredit such a participant on the electronic site. This accreditation is carried out through the information interaction of the electronic platform with the EIS.

By registering on the website zakupki.gov.ru, you will automatically be accredited on all electronic platforms. For suppliers, this is a definite plus, since there is no need to spend time on accreditation at each of the sites. At the same time, the accreditation period remained the same - 3 years. And not earlier than 6 months before the end of the registration of the participant in the EIS, he has the right to register for a new period.

It is worth noting that when there are 4 months left before the end of the registration of the supplier in the EIS, he will receive a corresponding notification from the site about the need to renew the registration for a new period. If the participant does not take care of the renewal of his registration in advance, then 3 months before the end of the registration period, he will lose the opportunity to apply for participation in electronic procedures. Therefore, it is very important to re-register on the EIS website on time.

The procedure and terms for registering a procurement participant on the EIS website + a list of required documents

According to Part 1 of Art. 24.2 44-FZ registration of procurement participants in a unified information system is carried out in electronic form on the basis of information and documents in the manner and terms determined by Decree of the Government of the Russian Federation of December 30, 2018 No. 1752 “On the procedure for registering procurement participants in a unified information system in the field of procurement goods, works, services to meet state and municipal needs and maintain a unified register of procurement participants and amend the Government Decree Russian Federation June 8, 2018 No. 656”.

The nuances of registering suppliers in the EIS

Below we have given a list of important nuances regarding the registration of procurement participants on the zakupki.gov.ru website:

  1. Registration is carried out electronically;
  2. There is no registration fee;
  3. Information about the participant and his documents are entered in single register procurement participants (abbreviated as ERUZ);
  4. Registration is carried out for a period of 3 years, repeatedly this procedure you can go no earlier than 6 months before the end of registration;
  5. If less than 3 months remain until the end of registration on the EIS website, the participant cannot apply for participation in electronic procedures;
  6. When registering, it is not allowed to demand from the participant information and documents that are not provided for by the Government of the Russian Federation;
  7. The EIS does not allow the registration of offshore companies;
  8. When accredited to the ETP, the platform operator is not entitled to demand from the participant additional information and documents;
  9. A procurement participant who has been registered on the EIS website has the right to participate in all procurements conducted on electronic platforms within the framework of 44-FZ;
  10. Procurement participants accredited at the sites, but not registered with the EIS, will be able to submit applications only until December 31, 2019.
  11. A qualified electronic signature is required for registration in the EIS.

Transition period

From July 1, 2018 to January 1, 2019, the procedure for accreditation of procurement participants on electronic platforms for participation in electronic procedures remains the same (part 49 of article 112 of 44-FZ).

From January 1, 2019, accreditation of procurement participants on electronic platforms is carried out after the registration of such participants in the EIS in accordance with Art. 24.2 of 44-FZ (part 48 of article 112 of 44-FZ).

From January 1, 2019 to December 31, 2019 inclusive, procurement participants previously accredited on electronic platforms are required to register with the EIS in order to participate in electronic procedures (part 47 of article 112 of 44-FZ).

Until December 31, 2019, inclusive, filing applications for participation in electronic procedures and participation in such procedures are carried out, among other things, by persons who were accredited before January 1, 2019 on an electronic platform, whose information and documents are included in the register of participants electronic auction accredited on the electronic site. At the same time, they will not need to register in the EIS (part 50 of article 112 of 44-FZ).

The old procedure for accrediting participants on electronic platforms ceased to be valid from January 1, 2019.
