What is Mercury for?

The innovation was created to track the movement of goods across the territory of Russia, to obtain a single database of products or goods, and to automatically record the volume of products at the enterprise.

If earlier veterinary certificates were kept in paper form, now they will be replaced by electronic ones. This will reduce the time for the creation and execution of veterinary documentation and will lead to an increase in the biological and food safety of products.

In FSIS "Mercury" you can track the movement of controlled cargo. Eliminate, thus, the possibility of smuggling and falsification of products.

Penalties for non-use of FSIS Mercury

If the truck with the cargo is stopped by the control, the freight forwarder must show the UUID (unique identifier) ​​or QR code of specific veterinary accompanying documents.

Without veterinary supporting documents, you will be fined. According to Art. 10.8 of the Code of Administrative Offenses, the fine will be from 3,000 rubles if it is issued to the driver as an official, or from 10,000 to 20,000 rubles - to a legal entity. In the latter case, the suspension of activities for up to 90 days can also be punished.

If your company is in any way connected with food products of animal origin, which are controlled by Gosvetnadzor - from raw materials to the finished product in a store or restaurant - get ready to work in the system.

From July 1, 2018, FSIS "Mercury" should be connected: livestock farms, meat plants, poultry enterprises, seafood producers, enterprises Catering, dairies, carriers of regulated products, wholesale depots and retail stores.

Individual entrepreneurs, legal and individuals, whose activities are connected with any stage of product turnover. Veterinarians who serve enterprises will also register in the system.

Work of retail and public catering in the new conditions

At the end of December dates mandatory application"Mercury" was postponed until July 1, 2018 (the bill of December 26, 2017 was adopted by the State Duma in the third reading). But this does not mean that you can not register and not work in the system. It is already recommended to use "Mercury".

What will change at work

What is included in this package?

Accompanying veterinary documents will also be required for the transportation of goods of animal origin (including fish). Shops in the districts of the region and wholesale depots will also have to use the connection to the "Mercury" system for electronic cancellation of issued documents.

Electronic certificates must be issued when receiving and moving products before retail stores and catering facilities.

From January 1, 2018, violators will pay fines for the lack of electronic accompanying documents, and restrictions on the access of livestock products to retail chains.

Each enterprise, depending on the category, included in the scope of production food products is obliged to have an authorized person and / or a certified specialist who can carry out veterinary certification of certain groups of goods along with employees of the state veterinary service.

2) Since all systems are introduced in parallel, the result for business is not a boon, but one headache. After all, they are forced to carry out the same operation using different information systems. This does not reduce the burden on the business, but rather increases it.

3) Business is already beginning to get bored with this bureaucratic lawlessness - why duplicate the same information many times in different information systems. Moreover, the bureaucracy, trying to make money on a "fashionable" digital topic, saves on the very quality of implementation, as a result, the business must work with a "raw" and low-quality product, with the impossibility of carrying out the operations required by law through "crooked" computer systems.

The Ministry of Agriculture informed the government about the difficulties with the introduction of electronic veterinary certification (EVC), which will become mandatory for livestock products from 2018. Among the issues are the lack of funding for the process in the regions, the lack of staff and problems with Internet access. The hasty introduction of the system may cause an increase in food prices and stop the work of enterprises, market participants fear. The Ministry of Agriculture sent a report on preparations for the introduction of EMU, which should become mandatory from January 1, 2018, to the government last week. As stated in the document (Kommersant has it), an analysis of the opinions of officials of the constituent entities of the Russian Federation shows that in several regions there are “certain difficulties” that complicate the widespread use of the EMU system within the specified period. Mandatory EMU is introduced for products of animal origin, including milk, meat, and fish. It should cover both raw materials and finished products. The operator of "Mercury" is Rosselkhoznadzor. The data provided by the Ministry of Agriculture show that the level of readiness of the industry for the transition to EMU is low and it is obvious that the system will not be able to work in full mode from January 1, 2018, says Artem Belov, executive director of the National Union of Milk Producers. According to him, tens of thousands of enterprises and households must connect to the system just to distribute EMU for raw milk, "it is obvious that they will not have time to do this." The head of the National Meat Association, Sergei Yushin, on the contrary, does not consider it necessary to postpone the introduction of EMU. He is sure that new system control will benefit the entire market. “Today, there are still dozens, if not hundreds, of producers, especially in the regions, who use unsafe raw materials of unknown origin,” notes Mr. Yushin.

The Ministry of Agriculture stated that the introduction of EMU is going on in all regions with different intensity as planned. The representative of the Rosselkhoznadzor says that the country's leadership does not consider it expedient to postpone the introduction of the EMU. “The procedure has been going on for several years already, and economic entities have been given enough time to make the transition. In accordance with federal law, from January 1, 2018, mandatory electronic veterinary certification for goods subject to veterinary control is introduced.

We add that veterinary accompanying documents in FSIS "Mercury" can be issued not only by specialists of the state veterinary service, but also by certified specialists in the field of veterinary medicine, representatives of companies and individual entrepreneurs.

When products arrive not only at processing enterprises or at wholesale and retail bases, but also at stores retail, to a public catering network (cafes, canteens, etc.), to schools, kindergartens, hospitals, an electronic veterinary accompanying document must be issued for it and canceled by an authorized person.

According to Sergei Chuchalin, an action plan has been developed by the Veterinary Administration together with the regional Ministry of Agriculture and Food to ensure the transition of dairy and meat industries in the Kirov region to mandatory electronic certification. It provides for the transition to electronic veterinary certification from the manufacturer to the processing plant and electronic veterinary certification during the processing and movement of products.

– It is planned from October 1 of this year to start moving and receiving products, accompanied by documents issued by the FSIS "Mercury", in a test mode.
