The procedure for paying a monthly allowance for class qualifications (qualification category, class) to servicemen of the internal troops of the Ministry of Internal Affairs of Russia has been approved.

The allowance is established and paid in addition to the salary for the occupied (temporarily vacant) military position.

The class qualification of a 3rd class specialist gives a surcharge of 5%, 2nd class - 10%, 1st class - 20%, master - 30%.

Aircrew servicemen with the qualification category pilot (navigator), pilot (navigator)-instructor, on-board specialist of the 3rd class will receive an allowance of 5%, 2nd class - 10%, 1st class - 20%, pilot (navigator) - sniper, airborne specialist-master - 30%.

Persons filling military posts of medical and pharmaceutical specialties with the second qualification category are entitled to a 10% bonus, with the first - 20%, with the highest - 30%.

Payment is made on the basis of the order of the commander of the military unit from the date of assignment (change) of qualification (category, class), but not earlier than the day of entry into execution (temporary execution) of the relevant duties.

The allowance is issued in the current month simultaneously with the payment allowance.

Orders on establishing the payment of monetary rewards for class qualifications to servicemen of the internal troops of the Ministry of Internal Affairs of Russia and on additional payments for the qualification category to some categories of such servicemen are no longer valid.

Over the past few years, the Government of the Russian Federation has been carrying out purposeful work related to the reform of the Ministry of Internal Affairs. Current state of affairs

Over the past five years, the financing of this item of expenditure for the police has not changed. Naturally, promises to increase the salaries of department employees by 50, 100, 150% remained just simple populist statements. And only in 2018, the long-awaited change finally happened. It was decided to increase the monetary allowance by the amount of inflation. According to the Government, this figure did not exceed 4%. That's how much wages were indexed. Did she solve the accumulated problems? Has it made it possible to compensate for losses, a decrease in the standard of living for people in uniform? An answer to this question is not required. It is enough just to look at how much rent and utility bills have grown over the same period of time!

Forecasts of salary increases in the police in 2019

Significant practical changes in the Ministry of Internal Affairs will nevertheless begin. According to the decree of the President of the Russian Federation, first of all, a significant restructuring of the organizational and staffing structure will be carried out. Already at the end of 2018, the Department for Ensuring the Security of DD will be abolished. Further, divisions of fire safety and the Ministry of Emergency Situations will be introduced into the staff of the department, and the merger of the teaching staff and the traffic police will take place.

Finally, from sources close to the Government, it became known about the beginning of the implementation of a number of social issues that affect all employees of the ministry. Currently, for citizens passing military service in the Armed Forces of the Russian Federation, a class system has been established. What it is, how class qualifications are assigned, whether any payments are due and in what amount - these and other issues will be discussed in this article.

The class rating of active military personnel of the Russian Federation was introduced to establish that their professional quality are at the level required to occupy the respective position. The assignment of the proper class is carried out on the basis of the results of regularly conducted checks, both on the theoretical and practical side.

The class qualification of military personnel is established in accordance with the law for all those who serve, but it does not apply to doctors and pharmacists.

Top officer positions

Persons holding senior officer positions are not tested to establish class qualifications. They are automatically assigned the class "master" for the entire period of service.

Contract employees

When performing military service under a contract, as a conscript, the previously received rank is not subject to preservation. In this case, the contractor is tested on a general basis. The first one will be the "specialist of the 3rd class".

Legislation establishes the following class qualifications for contractors:

  • specialist of the 3rd class;
  • specialist of the 2nd class;
  • 1st class specialist;
  • master.

The rank "specialist of the 3rd class" is set for a duration of 2 years, all the rest - for 3 years. Each of the subsequent qualifications can be obtained no earlier than the expiration of the previous one.

If the contractor is transferred to another body state power, where also installed military service, the previously approved rank for such an employee is retained. The term is a maximum of one year from the date of transfer.

If a contractor was appointed to a higher, the same or lower military position without changing the profile of activity, the previously received class will be valid for the entire period of his approval.


If a serviceman is appointed to a position with a change in the profile of activity, the qualification obtained earlier is assigned for the entire period of its approval, but for a maximum of a year.

A person serving under a contract has the right to pass a test, according to the results of which qualifications are awarded or confirmed no earlier than after a year of military service in an assigned position or equivalent, if there was a transfer without changing the profile of activity, while this period should not have breaks.

If a serviceman is appointed to the highest military position without changing the profile of activity, he has the right to undergo an inspection earlier than the specified period.

If you successfully pass the test for the rank of "master" twice in a row, it is retained by the contractor for a period of 5 years.

Employees on call

The following qualifications are established for conscripts:

  • specialist of the 3rd class;
  • specialist of the 2nd class;
  • 1st class specialist

Passing military service by conscription can be tested for the first rank 3 months after they started the service. The next rank can also be obtained by him 3 months after receiving the previous one.

If at the time of the tests, the serviceman does not have the opportunity to participate in them according to good reasons(illness, business trip, vacation, etc.), he retains the previously approved rank, while the test can be passed within a month after the termination of the existing valid reasons.

The procedure for assigning and confirming class

For persons belonging to senior officers, the rank of "master" is assigned for the entire period of service by order of the Minister of Defense of the Russian Federation. Confirmation of class qualifications by such military personnel by passing tests is not required.

In order to obtain and confirm their level of training by other persons, special commissions are created by orders of commanders that organize and conduct tests.

They include relevant professionals who have the necessary training to assess the knowledge and skills tested during the tests.

The check of the commanders is carried out by commissions determined by the higher leadership.

The commissions are responsible for:

  • verification of data about the subject;
  • conducting a test to determine the level of training and the availability of professional knowledge and qualities required to serve in the position held.


Persons are allowed to check in accordance with the list sent to the commission by the unit commander.

The rules and procedure for testing provide for checking:

  • theories - courses of combat, official, special training;
  • practical skills - surrender, shooting, work with military and special equipment, the ability to work with personnel.

A situation is possible in which practice is not tested, in which case the decision is made solely on the basis of the theory block.

For the delivery of the theoretical part, tickets are provided containing 5 questions. Based on the results of the answers, marks are given from "excellent" to "unsatisfactory".

Passing the test of practical skills is organized at special training bases.

If a serviceman has not passed the test for a higher rank, but has fulfilled all the standards to confirm his qualifications, he retains the previously assigned class. If the prescribed standards are not met, the rank is reduced to the level that actually corresponds to the one being tested according to the test results.

The commission draws up an act in which the results of the check of all the test persons who have passed it are entered, a statement is also attached to it. Specified documents subject to the commander's approval.

A person who disagrees with the conclusions of the commission has the right to file a complaint with the commander. You can also send your comments and suggestions regarding the verification procedure to the latter.


Based on the test results, the commission sends a petition to the commander for the subsequent assignment or confirmation of the appropriate rank.

All decisions on assignment, reduction, deprivation of ranks are subject to registration by orders of the commander. This document indicates the date, as well as the validity period for the assignment or reduction of class.

An extract from the order with a statement is sent to the central office, military units, and educational institutions.

Monetary reward for class qualification

The law establishes a monetary incentive in the form of a bonus for class qualifications paid to military personnel. Its dimensions are as follows:

  • 5% upon assignment of a 3rd class specialist.
  • 10% if you have the rank of a 2nd class specialist.
  • 20% upon approval of a 1st class specialist.
  • 30% when fixing the master.

For contract servicemen who have received or confirmed the appropriate qualifications, the required additional payment is accrued every month. Its amount is determined in relation to the appropriate salary.

Reasons for depriving class qualifications

A serviceman may be deprived of the qualification he received earlier when, during his service, he had guilty behavior, as a result of which the following cases occurred:

  • death of people;
  • causing harm to their life or health;
  • other severe consequences.

Deprivation of class qualifications is issued by order of the commander. In this case, the serviceman has the right to receive the corresponding class again a year after the publication of such a document.

Thus, active military personnel are tested to confirm their professionalism, which is necessary for them to occupy the corresponding military position. According to its results, they are assigned or confirmed the already existing class qualification. When assigning the next rank, a monthly allowance is paid as a percentage of the salary. With unsatisfactory results, as well as with the guilty behavior of a military man, his class may be lowered, or he may lose it completely.

a) 5 percent - for the third class (qualification category);

b) 10 percent - for the second class (qualification category);

49. The allowance in the amounts specified in paragraph 46 of this Procedure is paid to military personnel of the flight crew in accordance with the qualification category assigned in the prescribed manner<1>. At the same time, an allowance for the qualification category "sniper" is paid in the amount of 30 percent of the salary for a military post.

50. For military personnel replacing military posts of medical and pharmaceutical specialties, an allowance in the amounts specified in paragraph 46 of this Procedure is paid in accordance with the qualification category assigned in the prescribed manner<1>. At the same time, an allowance for the highest qualification category is paid in the amount of 30 percent of the salary for a military position.

If a serviceman has qualification categories in two or more specialties of the healthcare system of the Russian Federation, corresponding to the military registration specialty of the medical profile for the military position he holds (temporarily performed), the allowance is paid for a higher qualification category.

51. The allowance is paid from the date of assignment (confirmation) to the military personnel of the class qualification (qualification category), in accordance with the order of the relevant commander (chief), and until the end of the term for which the class qualification (qualification category) is assigned (confirmed).

52. The allowance is also paid to military personnel:

a) having the appropriate class qualification (qualification category), in case of transfer to the rescue military units of the Ministry of Emergency Situations of Russia from the federal executive body in which the federal law provides for military service (the federal body for providing mobilization training of state authorities of the Russian Federation), - for the entire period actions of class qualification (qualification category), but not more than 1 year from the date of appointment of a serviceman to a military position in the rescue military unit of the EMERCOM of Russia;

b) appointed to a higher, equal or lower military position, if the direction of service activity has not changed, - during the period for which the class qualification (qualification category) was assigned;

c) appointed to a military position, the performance of duties for which is associated with a change in the direction of service activities - during the period for which the class qualification (qualification category) was assigned, but not more than 1 year;

D) having before enrolling in training in educational institutions vocational education Ministry of Emergency Situations of Russia class qualification (qualification category), - during the entire period of study, but not more than the period for which the class qualification (qualification category) was assigned;

e) who did not pass the test to confirm their class qualification (qualification category) within the established time limit for reasons beyond their control (being on vacation, business trip, medical treatment and other valid reasons) - before the test, but not more than within three months from the date of termination of these grounds.

The payment of the allowance is retained on the basis of the order of the relevant commander (chief) of the rescue military formation Russian Emergency Situations Ministry.

53. For military personnel who are deprived of their class qualification (qualification category), the payment of the allowance is terminated from the date of deprivation of their class qualification (qualification category), issued by order of the corresponding commander (chief).

For servicemen whose class qualification (qualification category) is changed (reduced) earlier than the period for which it was assigned (confirmed), a bonus in new amounts is paid from the date of change (reduction) in class qualification (qualification category) issued by order of the corresponding commander (chief ).

One of the main goals of reforming the internal affairs bodies, along with optimizing their structure and reducing the number of staff, is the formation of a decent social package provided to an employee of the internal affairs bodies during his service and after dismissal.

For these purposes, on July 19, 2011, Federal Law No. 247-FZ “On social guarantees employees of the internal affairs bodies of the Russian Federation and amendments to certain legislative acts of the Russian Federation” (hereinafter referred to as the Law).

The law regulates relations related to monetary allowance and pensions for employees of internal affairs bodies, providing them with living quarters, medical care active and dismissed employees, members of their families, as well as providing them with other social guarantees.

The law provides for the creation, starting from January 01, 2012, of a new structure of the monetary allowance of employees, the basis of which is salaries (official salary and salary for a special rank) with a share of about half of the monetary allowance.

Federal laws and other regulatory legal acts of the Russian Federation, in addition to additional payments and allowances, provided by law, other additional payments and allowances may be established for employees. These additional payments and allowances are set differentially depending on the complexity, volume and importance of tasks performed by employees.

The structure of the allowance

The salary of employees consists of monthly salary in accordance with the position to be occupied (hereinafter referred to as the official salary) and the monthly salary in accordance with the assigned special rank (hereinafter referred to as the salary for the special rank), which constitute the salary of the monthly monetary allowance (hereinafter referred to as the monetary allowance), monthly and other additional payments.

Official salaries

The salaries for standard positions and salaries for special ranks are established by the Government of the Russian Federation (Decree of the Government of the Russian Federation of November 3, 2011 No. 878).

The salaries for other (non-standard) positions of employees are established by the head of the federal executive body in the field of internal affairs, the head of another federal executive body in which employees serve, in relation to the salaries for standard positions. At present, the official salaries of employees of the internal affairs bodies are determined by order of the Ministry of Internal Affairs of Russia dated December 01, 2011 No. 1192 “On the establishment of monthly salaries for employees of the internal affairs bodies of the Russian Federation”.

The amount of salary salaries is increased (indexed) in accordance with the federal law on the federal budget for the corresponding year and for planning period taking into account the level of inflation (consumer prices). The decision to increase (indexation) of salary salaries is taken by the Government of the Russian Federation.

Employees are entitled to the following additional payments:

1. Monthly allowance to the salary of monetary maintenance for the length of service (length of service)

The monthly allowance to the salary for the length of service is established depending on the length of service, determined according to the norms of the Decree of the Government of the Russian Federation of December 27, 2011 No. 1158 in the following amounts:

  • from 2 to 5 years - 10%;
  • from 5 to 10 years - 15%;
  • from 10 to 15 years - 20%;
  • from 15 to 20 years - 25%;
  • from 20 to 25 years - 30%;
  • 25 years and more - 40%.

2. Monthly bonus to the official salary for the qualification title installed in the following sizes:

1) for the qualification title of a third-class specialist - 5%;

2) for the qualification title of a second-class specialist - 10%;

3) for the qualification title of a first-class specialist - 20%;

4) for the qualification title of master (highest qualification title) - 30%.

The procedure for awarding and confirming a qualification rank is determined by the order of the Ministry of Internal Affairs of Russia dated January 10, 2012 No. 1 "On approval of the Instructions on the procedure for awarding qualification ranks to employees of the internal affairs bodies of the Russian Federation." Currently, a temporary correspondence between the existing qualification titles (3 levels) and the introduced qualification titles (4 levels) has been introduced for the period of recertification (confirmation) of class qualifications:

so the existing title of specialist of the 1st class - Mentor is temporarily equated with the new title of Master;

1st and 2nd class specialist - to the new rank of 1st and 2nd class specialist, respectively.

3. Monthly bonus to the official salary for special conditions of service is set at a rate of up to 100 percent of the official salary. The procedure for paying an allowance to the official salary for special conditions of service and the amount of such an allowance are determined by the Government of the Russian Federation depending on the conditions of service and the nature of the tasks performed (Decree of the Government of the Russian Federation dated December 08, 2011 No. 1021 “On the monthly allowance to the official salary for special conditions of service for employees bodies of internal affairs of the Russian Federation). Order of the Ministry of Internal Affairs of Russia No. 1259 dated December 19, 2011 approved the List of employee positions, the replacement of which is paid a monthly allowance to the official salary for special conditions of service, and the amount of the allowance for these positions.

The monthly bonus to the official salary for special conditions of service is set at a rate of up to 100 percent of the official salary, depending on the categories of positions of employees, taking into account the conditions of service and the tasks performed by employees.

It should be noted the following values monthly bonus to the official salary for special conditions of service, depending on position employee:

Positions in special units - 100%;

Flight personnel positions in aviation units - 50%;

Positions in divisions in operational divisions - 20%;

Positions in subdivisions of precinct commissioners of the police and for juvenile affairs in the territorial bodies of the Ministry of Internal Affairs of Russia at the district level - 20%;

Positions in investigative and inquiry units - 20%;

Positions in combat units of the patrol service, road patrol service, security and escort, private security - 20%;

Positions in duty units of bodies (divisions) of internal affairs - 10%.

4. Monthly bonus to the official salary for work with information constituting a state secret, is established in accordance with the order of the Ministry of Internal Affairs of Russia dated February 20, 2012 No. 107dsp.

The monthly bonus to the official salary of an employee for working with information constituting a state secret is established:

  • "of particular importance" - 25%;
  • "top secret" - 20%;
  • "secret" - 10%.

In the manner and in the amount provided for in paragraphs 68-70 of the Regulations on the monetary allowance of employees of the internal affairs bodies of the Russian Federation, approved by order of the Ministry of Internal Affairs of Russia dated December 14, 2009 No. 960, employees of structural divisions for the protection of state secrets, in addition to the allowance, are paid a monthly percentage allowance for the length of service in the specified structural divisions. The size of the percentage bonus to the official salary for a work experience of 1 to 5 years is 10 percent, from 5 to 10 years - 15 percent, from 10 years and more - 20 percent.

5. Awards for conscientious performance of official duties at the rate of three monthly salaries per year are paid in the manner determined by the Minister of Internal Affairs of the Russian Federation.

Order of the Ministry of Internal Affairs of Russia dated December 19, 2011 No. 1257 approved Order payment of bonuses for conscientious performance of official duties to employees of the internal affairs bodies of the Russian Federation. The bonus is paid monthly at the rate of 25 percent of the salary of the salary established by the employee on the 1st day of the month in which the payment is made.

6. Incentive payments for special achievements in the service in the amount of up to 100 percent of the official salary per month are established in the manner determined by the Minister of Internal Affairs of the Russian Federation.

Order of the Ministry of Internal Affairs of Russia dated December 19, 2011 No. 1258 approved the Procedure for establishing incentive payments for special achievements in the service of employees of the internal affairs bodies of the Russian Federation. These payments are intended for additional incentives for certain categories of employees.

Monthly incentive payments assigned to the following employees:

  • having scientific degrees of candidate and doctor of sciences (15% and 30% respectively);
  • awarded honorary titles of the USSR and the Russian Federation, whose names begin with the words "Honored" and "People's" (10% and 20%, respectively);
  • replacing positions in special forces and having sports titles candidate for master of sports (5%), master of sports of Russia (8%), master of sports of Russia of international class (10%);
  • substituting office medical personnel and having the highest qualification category (20%), first (15%), second (10%);

One-time incentive payments are established for employees in official salaries in the following amounts when awarding:

If an employee receives monthly incentive payments for several reasons, their amount is summed up.

7. A monthly bonus to the official salary for performing tasks associated with an increased danger to life and health in peacetime is paid in the amount of up to 100 percent of the official salary in the manner determined by Decree of the Government of the Russian Federation dated December 24, 2011 No. 1122.

Order of the Ministry of Internal Affairs of Russia dated February 20, 2012 No. 106 determines the size of the allowance for the official salary of employees of the internal affairs bodies for performing tasks associated with an increased danger to life and health in peacetime and approved a list of employee positions for which a monthly allowance is paid.

8. Encryption bonus is established in accordance with Chapter XI of the Regulations on the monetary allowance of employees of the internal affairs bodies of the Russian Federation, approved by order of the Ministry of Internal Affairs of Russia dated December 14, 2009 No. 960 and is paid depending on the length of service in encryption work and the class of the encryption network from 5 to 30 percent.

9.monthly legal allowance set for employees with higher legal education and occupying positions, the main official duties of which include conducting a legal examination of legal acts and draft legal acts and their endorsement as a lawyer or executor, are paid a monthly legal allowance in the amount of up to 50 percent of the official salary (Order of the Ministry of Internal Affairs of Russia dated December 14, 2009 No. 960 ).

Payment for temporary performance of duties in another position

An employee temporarily performing duties in another position is paid a monetary allowance based on the salary for the temporarily occupied position, but not less than the salary for the main position, taking into account additional payments established for him in the main position.

Payment of monetary allowance for the time spent at the disposal of the internal affairs body

An employee who is at the disposal of the internal affairs body, until the expiration of the period determined by the federal law governing the service in the internal affairs bodies, retains a monetary allowance in the amount of the official salary for the last occupied position and the salary for a special rank, as well as a monthly bonus to the salary of the monetary maintenance for length of service (length of service). An employee who is at the disposal of the internal affairs body and performs the duties of the last occupied position, in accordance with the order or order of the head of the internal affairs body or the head authorized by him, is paid a full amount of remuneration. By decision of the head of the internal affairs body or the head authorized by him, an employee who is at the disposal of the internal affairs body and who does not fulfill the duties of the last occupied position, taking into account the actual volume of official duties performed by him, additional payments may also be made.

Payment of monetary allowance for the time of treatment

In the event that an employee is released from official duties in connection with temporary incapacity for work, he is paid monetary allowance for the entire period of temporary incapacity for work in full.

Payments to employees in case of temporary removal from office, including arrest

In case of temporary dismissal of an employee from office, he is paid a monetary allowance in the amount of the official salary and salary for a special rank, as well as a bonus to the salary for the length of service (length of service).

If an employee is accused (suspected) of committing a crime and a measure of restraint in the form of detention is chosen against him, the payment of monetary allowance to such an employee is suspended. When an employee is acquitted or the criminal case is terminated on rehabilitating grounds, he is paid a full allowance for the entire period of detention.

Payment for the performance of official duties in excess of the established normal length of service time, as well as at night, on weekends and non-working hours holidays

Article 53 federal law dated November 30, 2011 No. 342-FZ “On service in the internal affairs bodies of the Russian Federation and amendments to certain legislative acts of the Russian Federation”, an employee of the internal affairs bodies, if necessary, may be involved in the performance of official duties in excess of the established normal length of service time, as well as in night time, on weekends and non-working holidays in the manner determined by federal agency executive power in the field of internal affairs. In this case, the employee is compensated in the form of rest of the appropriate duration on other days of the week. If it is impossible to provide such rest during this period, the time of performance of official duties in excess of the established normal length of service time, as well as at night, on weekends and non-working holidays, is summed up and the employee is provided with additional days of rest of the appropriate duration, which, at his request, can be attached to annual paid leave. At the request of an employee, instead of providing additional days of rest, monetary compensation may be paid to him.

The procedure for providing an employee of the internal affairs bodies with additional days of rest and the procedure for payment monetary compensation determined by the federal executive body in the field of internal affairs.

Currently, regulatory legal acts regulating payment for the performance of official duties in excess of the established normal length of service time, as well as at night, on weekends and non-working holidays, have not been adopted.

Material aid

In accordance with the order of the Ministry of Internal Affairs of Russia dated December 19, 2011 No. 1260, the Procedure for the provision of material assistance to employees of the internal affairs bodies of the Russian Federation was approved. Financial assistance in the amount of one monthly salary is provided annually when an employee leaves for another vacation or at other times according to the report of the employee. Within the limits of the funds allocated for monetary allowance, on the basis of a reasoned report of the employee, by the decision of the head, he may be provided with additional material assistance.

Additional payments to employees participating in counter-terrorism operations and ensuring law and order and public safety in the territory North Caucasus region Russian Federation

In accordance with Decree of the Government of the Russian Federation dated December 29, 2011 No. 1174, employees participating in counter-terrorism operations and ensuring law and order and public security in the North Caucasus region of the Russian Federation are paid monthly bonuses to monetary allowance. The monthly bonus to the monetary allowance of employees included in the OGV (s) or special forces is paid in the amount of two official salaries, and employees not included in the OGV (s) or special forces in the amount of one official salary.
