He said that the ideological decision to develop online cash desks was made back in 2013, and the experiment began on August 1, 2014. Then it was extended to four regions: Moscow, Moscow, Kaluga regions and Tatarstan. “More than 1,000 legal entities took part in the experiment, more than 4,000 cash registers were re-equipped, more than 50 billion rubles passed through the cash registers participating in the experiment,” said a representative of the Federal Tax Service. However, Budarin admitted, there were also skeptics who drew attention to the incomplete coverage of territories by communications. “But 95 percent of those wishing to apply for the experiment were able to ensure uninterrupted data transmission in real time,” the fiscal noted. However, new law provides for the use of the cash desk offline in regions remote from communication networks. “The law provides for the refusal to use cash registers in hard-to-reach regions under certain circumstances,” Budarin explained. The list of such settlements will be approved at the regional level. In cases of communication failure, cash registers will accumulate information about settlements and, as soon as communication is restored, send data to the Federal Tax Service.

As BUSINESS Online was told in the department of the federal tax service for the Republic of Tatarstan, 205 taxpayers and 881 units of cash registers (including 116 units of innovative cash desks - computers, tablet devices, smartphones) took part in the experiment, which ended last year. The experiment involved both large organizations (OJSC Holding Company Tatnefteprodukt, OJSC AK BARS BANK, OJSC Shipping Company Tatflot), as well as small businesses and individual entrepreneurs. 903 cash desks continue to work at present.

“During the experiment on cash register equipment connected to it, information was transmitted in the amount of 6 million cash receipts for 3 billion rubles. As of November 5, 2015, these figures amount to more than 16 million cash receipts for 8 billion rubles,” the tax service said in a statement.

The tax authorities believe that the connection and implementation of online technology has many advantages, and list them: this will reduce the burden on taxpayers by simplifying the provision public service on registration (re-registration) of cash registers, exclude unreasonable checks with access to the place of its installation, reduce the annual volume of shadow cash turnover Money and increase control over the prices of socially important goods.

At the same time, small businesses that were not previously required to use cash registers (service enterprises, as well as persons applying a patent and UTII) are switching to new order application of CCP from July 1, 2018. Organizations and individual entrepreneurs engaged in trade using vending machines, may not use cash registers as part of such machines until July 1, 2018.

Not wanting to show the entire income, unscrupulous entrepreneurs spend part of the proceeds “past the cash register” or use technical devices. Interestingly, the transition to new cash registers will be mandatory not only for those who already use cash registers (since July 2017), but also for those who are not required to use cash registers now (we are talking about UTII and patent payers). Probably, the next step will be the rejection of UTII, because the idea of ​​​​this taxation system is just to somehow tax the business where it is difficult to control the income received (markets, Retail Stores, cafes, hairdressers, etc.). With new cash registers, this problem will disappear automatically.

But in our country, those who make decisions have never produced anything themselves. They have not gone through this school, so they look from their own bell tower, but they cannot look from a different point of view. Although, perhaps, such a system is needed.

- I will say right away that 70 percent of entrepreneurs do not know that in the summer next year they will have to switch to online cash registers. This innovation still needs to be promoted. Rather than running around the authorities, it is better to report on the Internet. Another thing is that some problems are inevitable in the process of implementing this project, all this will need to be debugged. And you also need to be prepared for this. — The question is complicated... For example, I heard about it from you for the first time. If there are any additional costs, additional burdens on the business, then, of course, it will be costly. I just don't know what kind of burdens will arise on businessmen during this transition: financial, some other. But if it facilitates, simplifies the work of the accounting department and they do not need to write a bunch of papers, and all this will be transmitted in electronic format, then, I think, to some extent it will make doing business easier. But I can't say yet how much it will cost.

The tax deduction for individual entrepreneurs who have installed modern cash registers will amount to 18 thousand rubles. This was announced by Prime Minister Dmitry Medvedev at a government meeting, which considered a number of changes that will help business, as well as social amendments to Russian legislation.

The tax deduction bill was developed in accordance with the government's action plan for 2016. The amendments will affect those who pay tax on imputed income or tax on application patent system taxation, explained Dmitry Medvedev. "They will be able to cut their expenses on the installation of modern cash registers quite significantly - by 18,000 rubles per cash register," the prime minister said.

"We also expect that such entrepreneurs will have fewer various checks, since some of them will simply lose their meaning," the head of government added, explaining that communication with the tax authorities will go to electronic form. "All information will be automatically sent to the tax authorities via electronic communication channels," Medvedev explained, "and inspectors who control the activities of a particular entrepreneur will be able to receive this information online."

In addition, the amendments will allow entrepreneurs to increase the horizon for planning their expenses. "A special deflator coefficient, by which the amount of the single tax on imputed income is indexed, will be set for three years at once (from 2017 to 2019)," Medvedev said. "Previously, this coefficient was set for one year."

The government, moreover, helped in solving one of the main problems in the industry - the modernization of production. 1 billion rubles will be allocated from the federal budget - this money will go to the production of new high-tech equipment and are designed to help the industry reduce costs, Dmitry Medvedev noted.
