Complex of turnkey services

The customs clearance procedure for goods is carried out taking into account the status of the cargo (import or export). It involves receiving, filling out, and providing a package of documents for passing the stage established by law. When submitting the first customs declaration, the company becomes a participant in foreign economic activity. After providing a package of papers, it is registered at the customs.

QUATRO Logistics carries out customs clearance of the following types of goods:

  • Import. Produced in relation to goods imported into the Russian Federation. Leads in frequency among other similar procedures. Foreign products acquire a new status - the goods of the EAEU, receive the TNVED code. The selected product category determines the type and cost customs duties, fees. The importing company is registered as a foreign trade participant. QUATTRO Logistics prepares documents for customs administration. The next step is to pay customs duties. The procedure ends with the completion of the customs declaration.
  • Export. It is carried out in relation to products created on the territory of the Russian Federation or the EAEU for their further export, sale outside the Russian Federation and the EAEU. The help of QUATRO Logistics is especially useful when exporting industrial equipment dual and military purpose. It passes additional customs control, permits are issued FSMTC, FSTEC. A similar provision applies to foreign-made goods, goods with a registered trademark. The first option requires a customs declaration, the second - obtaining permission from the trademark owner.

The procedures described above are considered the most common. The list can be supplemented with another mandatory step - the classification of goods according to TNVED. The correctness of the code definition affects the duty rate. The classification features of products are a guideline for choosing a TNVED code. The wrong category entails a significant loss of time, an increase in costs, and a blow to the company's reputation. Quatro Logistic specialists will help to exclude such a development of events. QUATTRO Logistics carries out transportation under the ATA Carnet. It is valid when crossing all borders (customs marks are placed on the Carnet sheets). An electronic declaration is not required, permits are still needed. Temporary carriage under the ATA Carnet is limited to a number of categories of goods. The international document is accepted by only a part of the Russian customs authorities. QUATRO Logistics will provide a list of posts along your route that will allow goods to pass through the ATA Carnet.

Another document that simplifies the supply of equipment is the classification decision of the Federal Customs Service. QUATTRO Logistics assists in obtaining it. Complex equipment, disassembled production lines are declared under a single code. The cost of customs clearance, the VAT rate, the list of documents is reduced. QUATRO Logistics prepares the necessary paperwork, draws up a layout of the application, organizes the delivery, and carries out customs clearance.

The work of QUATTRO Logistics is not limited to the services stated in the price list. Mutual cooperation often goes beyond the standard procedure. Specialists use many years of experience to individually solve the issues that have arisen. How is the customs clearance of goods

The client, at a reasonable time before the delivery of goods, submits for verification an agreement (contract) for the supply of goods, technical documentation for goods, financial documents for delivery in order to determine by our specialists the possible risks associated with prohibitions and restrictions when moving goods across the customs border, classify goods according to the FEACN, determine the customs value and pre-calculate the necessary customs payments.

When prohibitions and / or restrictions on the import / export of goods are identified, our specialists notify the Client of the need to obtain (provide) permits (licenses, certificates, certificates, etc., etc.) and, if necessary, provide services to assist or independently obtaining the necessary documents.

After checking and preparing a complete set of documents, the documents are formalized in in electronic format and a customs declaration for goods is formed. Next, we expect the cargo to be ready for delivery.

When importing into the customs territory - upon readiness of the goods for delivery and / or shipment, we ask the supplier for copies of all shipping documents and perform an additional check of the shipping documents for compliance with the terms of the contract. In cases of critical discrepancies (in quantity, cost, item numbers (part number), weight) we stop delivery on the territory of a foreign state in our warehouses or warehouses of partners in order to bring documents and / or goods in line with the terms of the contract. If the goods arrived at the customs territory with the above inconsistencies, we will assist the Client in resolving any issues with all our strength and capabilities.

When exporting from the customs territory, we request shipping documents from the consignor and perform their final check.

After the cargo enters the customs control zone, if necessary, we carry out a preliminary customs inspection of the goods and begin their customs declaration.

The customs authority, after accepting the declaration for goods, checks and controls it for: the reliability of the declared information about the goods, their description, classification according to the TN VED, compliance with measures of tariff and non-tariff regulation (prohibitions and restrictions on goods) and the provision of the necessary permits, correctness of calculation customs value, currency control, collects payment of customs payments (customs duty, duty, VAT, excise tax), in case of risks, performs customs inspection. Procedure for customs clearance of goods

The rules for crossing the border between states with cargo provide for the passage of 4 stages:

  1. Customs clearance - registration of permission to export from the country.
  2. Transportation of cargo across the border.
  3. Arrival at the customs office in the country of destination.
  4. Customs clearance - obtaining permission to import goods into the country.

Stage 1

To obtain permission to export goods from the country, you must:

  • fill in the declaration documentation and make an oral declaration of the cargo;
  • go through the cargo inspection procedure;
  • calculate the state duty;
  • pay customs fees;
  • get permission.

By declaring the goods, the objects in the forwarded parcel are listed. If an incomplete set of documents is provided or if there are errors in the declaration, the cargo will not be allowed to be sent through the border checkpoint. The goods will be temporarily moved to the warehouse so that the sender has the opportunity to eliminate the shortcomings.

IMPORTANT! If one of the positions of the transported goods is not mentioned in the declaration, such goods are classified as smuggling and can be arrested with subsequent confiscation and possible destruction. For the carrier, such an error can result in administrative and criminal liability.

When inspecting cargo, employees customs authority check the data in the declaration with the actual presence of the transported products. The opening of the packaging material can only be initiated if there is a suspicion that the transport operation is illegal (due to the possible presence of prohibited goods in the parcel).

The next step is to calculate the fee. Its amount depends on the volume of cargo, the number of goods and the assigned TN VED classification code. Customs officers check the correctness of the classification of products, if necessary, independently group items in the cargo according to code signs. After that, you can pay the duty and present the supporting payment documents to the employees of the customs point. The completion of the procedure will be the issuance of an export permit to the carrier.

NOTE! If there are suspicions that the value of the cargo is underestimated, customs officers may request documents confirming the value of the goods in the declared amount. The submitted documentation, if necessary, can be verified for authenticity through official requests to the regulatory authorities.

Stage 2

For the transportation of goods across the border, the transported goods are packed and sealed. The seals must bear the marks of the customs authority that issued the permit.

Stage 3 and 4

Arrival in the country of destination with goods involves obtaining permission from the receiving party to import goods. The documentation procedure is similar to customs clearance: declarations are filled in, state duties are calculated and paid, permits are obtained.

NUANCE! If there are additional questions regarding documentation or cargo during the transportation of animals, the animals themselves will not be moved to a temporary storage warehouse, but to a specialized nursery.

Required documents

When issuing permits for the export and import of goods from one country to another, you must have with you the registration and statutory documentation of the company that owns the contents of the parcel (if the sender is a legal entity). Such documents may include:

  • charter;
  • certificate confirming the existence state registration as a legal entity;
  • certificate with the details of the current account in a banking institution.

Additionally, an agreement between the sender and the recipient in relation to the cargo being processed will be required. An invoice, waybills, specifications are applied to it. If the products included in the cargo belong to the group of goods subject to certification, it is necessary to present the appropriate certificate, license. If cargo insurance is available, customs officers will need an insurance agreement.

After paying the fee, payment receipts and checks are added to the set of documents. When entrusting the procedure for customs clearance of goods to a third party, a power of attorney must be drawn up for him. Additionally, they may request safety certificates, documents confirming the compliance of the goods with hygienic standards. For individuals You must carry identification documents with you.

FCS tariffs

When registering goods, the importer is obliged to pay customs duties and duties, depending on the type of goods, VAT and excise taxes may be charged. The exporter is required to pay a customs fee, in some cases an export duty. To determine the amount of customs payments, it is necessary to correctly determine the TN VED code.

Types of customs duties are given in Art. 4 of Law No. 5003-1:

  • ad valorem type, calculated as a percentage of the customs value;
  • a specific variety, defined in the form of a fixed amount of money per unit of a particular commodity;
  • combined view.

The rate is influenced by the country of origin of the goods and the product code. Export duties are not charged on all categories of cargo, a complete list and the exact amount of payment can be found in Resolution No. 754. Excises and VAT are calculated according to general rules given in the Tax Code of the Russian Federation. The category of customs fees includes three types of payments:

  • clearance fee - the amount is fixed, directly depends on the value of the cargo (the minimum value is 500 rubles, the maximum is 10,000 rubles);
  • for escort - this type of fee is relevant for goods transported under customs control, the rate is tied to mileage (the payment will be equal to the amount from 2000 to 6000 rubles);
  • for storage - it must be paid in the case of customs storage of goods (under normal storage conditions, the rate will be 1 ruble for every 100 kg of products).

Customs processing times

The terms for carrying out clearance procedures at customs points of goods are regulated by the Customs Code of the Customs Union:

  1. If it is necessary to temporarily store cargo at a customs point, you can leave your goods for a period not exceeding 2 months (Article 170). It is allowed to extend the deadline upon written application (but not more than 6 months).
  2. In Art. 185 states that before the end of the maximum period of storage of goods, it is necessary to submit a declaration on the transported products.
  3. The release of goods from the country, subject to the successful completion of the permit procedures, is given 1 working day (Article 196).

In some cases, it is possible to apply a simplified registration procedure. In these situations, the terms are reduced and cannot be more than 3 days. The maximum period for extending the deadline is up to 24 hours. The norm applies to perishable products, goods necessary for the elimination of emergencies, military property. This category includes animals and express cargo, materials containing explosive elements, packages in the form of humanitarian aid and materials for the media, engines with other spare parts for the repair of cars and other types of vehicles engaged in international transport.

How to choose a customs broker? Where can I find a reliable and professional customs broker? How to optimize customs clearance and customs clearance of goods? We will try to answer these and other questions in a short and accessible way. Our customs clearance specialist in Moscow will be able to offer several ways of customs clearance

Customs clearance schemes in Moscow and the Moscow region

  • under the stamp of a customs broker (representative)

This method is used when the importer concludes 2 contracts - one foreign economic contract (hereinafter referred to as the contract) with the supplier of goods, and the other with a customs broker (representative) in Moscow. The advantage of this method is that customs services (import / export) in Moscow are provided without the presence of the contract holder (foreign economic activity participant) at the customs post in Moscow. During customs clearance of imported and export goods the customs representative and the importer of the goods are responsible for declaring the goods. At the same time, the cost of customs broker services will be 3,000 rubles. more expensive compared to the following method of providing customs services under the seal of the importer (foreign economic activity participant), t.to. The license of a customs broker is used as the main tool for earning money in the provision of services for customs clearance of goods. At the same time, the customs legislation of the Russian Federation is drafted in such a way that customs brokers in Moscow and the Moscow Region, when declaring goods, always run the risk of losing their license as a customs representative for falsely declaring goods after being brought to administrative responsibility. Almost always guilty of this is the sender ( foreign person), which can send free "gifts" that are not indicated in the invoices along with the cargo. All imported goods (items and materials) must be declared, i.е. for each imported product, the estimated value from which customs payments to the state are paid must be determined. Professional advice of a customs broker consists in explaining to the client the rules for customs declaration of goods when imported into the territory of the Customs Union. If the customs broker is not 100% sure that the sender has provided reliable information about the shipped goods, a method of customs clearance of goods under the importer's seal is proposed, which reduces the cost of customs clearance procedures and reduces the risks of the customs broker.

  • under the importer's seal

those. under your stamp of a foreign trade participant who moves goods across the customs border of the Russian Federation. This method of rendering customs services is cheaper than the previous method of customs clearance of goods under the stamp of a customs broker. Very often, this method of customs clearance of goods is used in cases where the recipient of the goods and the customs broker are not sure about the quantity of goods received, and are also not sure about the characteristics of the goods. These circumstances may lead to false declaration of goods. In order to be able to clear the goods for your company, you need to make an electronic digital signature (hereinafter referred to as the EDS). The procedure for manufacturing an EDS takes 1 day, even if your company decided to make it for the first time. In other companies, for new participants in foreign economic activity, the production of an EDS takes 2 weeks, not 1 day.

  • under our seal (under our contract)

In other words, we will be the importer of your goods. This scheme of customs clearance of goods in Moscow must be selected before the import of goods. This method is convenient because the customer of foreign goods does not participate in foreign exchange transactions, may not have foreign currency accounts, and does not open a transaction passport in the bank. Using this method of customs clearance of cargo, customs services will cost no more than 35,000 rubles when importing homogeneous goods. Often choose this method when needed
