This Model Regulation has been developed for the conditions of maximum specialization of units of block TPPs.

This Model Regulation is recommended to be used as a basis for developing a regulation on the boiler and turbine shop of both block TPPs and TPPs with cross connections.

The current regulation developed at the TPP should be brought into line with this Model Regulation, taking into account the organizational structure, the functions actually performed by the subdivision and the local conditions of each TPP.

With the introduction of this model provision the standard provisions given in the "Typical design of the organization of labor in the boiler-turbine shop (with sections) of a block TPP" (Moscow: STsNTI ORGRES, 1975) and in the "Typical design of the organization of labor in the boiler-turbine shop of a thermal power plant with a capacity of over 250 MW" (M. : SPO Soyuztekhenergo, 1978).

1. General Provisions

1. General Provisions

1.1. The Boiler Turbine Shop (KTC) is an independent structural subdivision of the power plant.

1.2. Administratively and economic activity KTC reports to the director, and in production and technical activities - to the chief engineer of the power plant.

1.3. KTC is responsible for: boiler and turbine units with auxiliary equipment and pipelines, oil supply systems for shaft seals (including oil pressure regulators), oil seals for all types of shaft, equipment and distribution networks for cooling water up to gas coolers, as well as equipment for the supply and drain system of the cooling winding distillate outside the generator; boiler fuel bunkers; dust preparation devices, fuel oil pipelines within the main building, gas facilities Thermal power plants, ash removal devices, including ash and slag dumps, reduction-cooling and heating plants, deaerators, storage condensate tanks, fire pumps, onshore pumping stations, cooling towers, water-retaining dams and dams, canals, tunnels, pipelines, water intakes, spillways and other equipment assigned to the workshop power plant management*.

1.4. The CHP is created for the operational and technical maintenance of the TPP equipment assigned to the workshop.

1.5. In its activities, the CTC is guided by current Rules technical operation of power plants and networks, safety regulations, rules of the USSR Gosgortechnadzor, State Sanitary Inspectorate, explosion and fire safety, Guidelines for organizing work with personnel at energy enterprises and organizations, internal regulations work schedule, other governing and regulatory and technical documents of the USSR Ministry of Energy, orders and orders of the district energy department (REU) or production energy association (PEO), power plant management, current legislation, as well as this Regulation.

1.6. The basis of KTC activity is annual and monthly plans approved by the management of the power plant.

1.7. The methodological management of the CTC activities is carried out by the service for the operation and repair of thermal mechanical equipment and the hydraulic engineering service of the REU or PEO.

1.6. The fixing of the installed equipment, buildings and structures between the divisions is carried out by the management of the TPP.

2. Main tasks

2.1. Fulfillment of the dispatching load schedule and state plan for the generation of electrical and thermal energy.

2.2. Ensuring reliable, trouble-free and economical operation of all equipment assigned to the workshop; maintaining equipment in constant readiness to carry the electrical load.

2.3. Fulfillment of production and economic plans of the shop.

2.4. Increasing labor productivity by improving the organization of labor, introducing mechanization, automation, advanced methods of maintenance and repair, reducing the cost of operating costs, organizing and conducting socialist competition in the workshop and work on rationalization and invention.

3. Functions

To achieve its goals, the CTC performs the following main functions:

3.1. Supervises work and external state equipment, mechanisms, devices and premises under the control of the workshop, by rounds and inspections in order to timely identify and eliminate defects.

3.2. Provides maintenance of the specified mode of operation of the CCC equipment, performs its operational switching.

3.3. Produces operational and Maintenance assigned to the equipment shop.

3.4. Takes measures to eliminate damage and eliminate the emergency condition of the equipment.

3.5. Participates in the investigation of the causes of accidents and failures in the operation of thermal mechanical equipment, keeps records and analysis of them, and carries out emergency repairs.

3.6. Develops measures to improve the reliability and efficiency of the equipment assigned to the workshop, increase labor productivity during its maintenance and repair.

3.7. Develops annual and long-term plans for repairs, reconstruction and modernization of thermal and mechanical equipment, coordinates them with the PTO and takes part in their implementation.

3.8. Submits applications for the withdrawal of equipment of the CTC for repairs, prepares workplaces and permits teams to work.

3.9. Controls the timing, volume and quality of workshop equipment repairs.

3.10. Performs maintenance of the external ash removal system, as well as repairs and operation of hydraulic structures.

3.11. Maintains in working condition the control and measuring equipment of hydraulic structures (piezometers, sedimentary benchmarks and marks, etc.).

3.12. Organizes and conducts monitoring of the state of hydraulic structures using control and measuring equipment, supervises their safety, analyzes the results of observations and takes measures to prevent accidents.

3.13. Organizes the implementation of approved measures for science and new technology, reconstruction and modernization of installed heat engineering equipment in order to increase the reliability and efficiency of its operation.

3.14. Organizes and participates in the acceptance, adjustment and testing of workshop equipment, in the development of its operating modes.

3.15. Organizes and takes part in the examination of mechanisms and objects registered and unregistered in the local bodies of the USSR Gosgortekhnadzor.

3.16. Provides power station with technical and economic and drinking water.

3.17. Analyzes and generalizes the operating experience of the equipment in order to improve its operation.

3.18. Participates in the work of a permanent production meeting.

3.19. Organizes and conducts work in the workshop aimed at fulfilling the requirements of PTE, PTB, explosion and fire safety rules, the USSR Gosgortekhnadzor, labor protection and industrial sanitation, and other governing documents.

3.20. Maintains fire extinguishing equipment in good working order.

3.21. Determines the need of the workshop for spare parts, equipment, tools, materials and overalls, timely submits applications to the PTO and OMTS.

3.22. Provides workplaces with the necessary inventory, devices, tools and documentation in accordance with standard projects organization of jobs.

3.23. Organizes and conducts rationalization and inventive work among the shop personnel, implements the accepted rationalization proposals.

3.24. Develops and coordinates with the PTO new and periodically reviews the existing production and job descriptions, including labor protection instructions for all shop workers within the time limits set by the management of the power plant.

3.25. Carries out organizational and administrative work with the staff of the workshop, aimed at fulfilling production tasks standing in front of the workshop.

3.26. Generalizes and disseminates advanced techniques and methods of work, introduces collective forms of organizing and stimulating work in the workshop, intra-shop and brigade cost accounting.

3.27. Improves the skills of the workshop personnel and carries out work aimed at eliminating accidents and injuries in accordance with the current Guidelines for the organization of work with personnel at energy enterprises and organizations.

3.28. Maintains records and reports on production activities shop, maintains the technical documentation of the shop.

3.29. Organizes and conducts socialist competition and movement for communist labor in the shop.

3.30. Keeps the premises and territory assigned to the workshop clean.

4. Rights

To perform the functions assigned to it, the boiler and turbine shop represented by the head of the shop and others officials in accordance with the distribution of duties (job descriptions) has the right to:

4.1. Take urgent measures to stop or reduce the load of equipment; to stop the production of work by employees of any workshop in the event of a danger to people and equipment.

4.2. Stop work on the equipment and remove from work persons who violate safety regulations, fire safety or in the absence of an appropriate permit (order, order).

4.3. Issue orders and give orders for the production of repair work on the equipment of the CTC.

4.4. Submit applications for withdrawal and repair of CTC equipment.

4.6. Sign planning and reporting documents of the workshop.

4.7. Make proposals to the management of the power plant and participate in the development of measures aimed at fulfilling the main tasks of the workshop, improving its technical and economic indicators, improving the working conditions of the workshop personnel.

4.8. Give technical and administrative instructions to subordinate personnel.

4.9. Monitor the observance by the workers of the shop of labor and production discipline, the requirements of the rules and regulations for labor protection, safety and industrial sanitation.

4.10. Establish, in agreement with the trade union organization, work and rest schedules for the shop personnel and submit them to the TPP management for approval.

4.11. Make proposals to the TPP management on hiring, dismissal and relocation of shop personnel in accordance with applicable law.

4.12. Encourage or make proposals to the director of the TPP on encouraging the distinguished workers of the shop.

4.13. Impose disciplinary sanctions on violators of labor and production discipline within its competence: in case of serious violations, make proposals to the management of the TPP on imposing penalties on the shop staff and reducing the amount of the bonus.

5. Management organization

5.1. The management of the CTC is carried out by the head of the shop on the basis of unity of command with the involvement of public organizations to solve the tasks set.

5.2. The appointment and dismissal of the head of the CTC is carried out by the director of the TPP on the proposal of the chief engineer.

5.3. Encouragement of the head of the CTC or the imposition of penalties on him is carried out by order of the director of the power plant on the proposal of the chief engineer.

5.4. The CTC includes:
