The Federal State Unitary Enterprise “Product Supply Enterprise”, which is subordinate to the Administration of the President of Russia, turned out to be a major importer of wines from the EU countries. Its supplies could be enough to organize daily banquets of many thousands, but the company has long been not limited to the needs of the state apparatus and earns on the resale of bottles.
Plus whiskey and tequila
In the first half of 2014, the Federal State Unitary Enterprise Enterprise for the Supply of Products (PPP) imported 1.053 million bottles of wine into Russia, or 26.26% more than in the same period last year, follows from the data of the Federal customs service(FTS).The total volume of supplies for January-June exceeded 781 thousand liters of still wine and 8.6 thousand liters of sparkling wine, most of all French and German wines were imported. 366 thousand liters were imported from France, which brought PPP to 15th place among all wine importers from this country with a share of 1.75% (more than such large importers as Alianta and Marine Express). Deliveries from Germany amounted to more than 220 thousand liters - this provided FSUE with a share of 3.42% and ninth place among importers in this direction (overtaking Simple and Rusimport). PPP imported very little from Italy - 15.5 thousand liters, although a year earlier wine from the Apennine Peninsula was the basis of the company's portfolio.
According to the Rosalkogolregulirovanie register, the Federal State Unitary Enterprise has a valid license for the purchase, storage and supply of alcoholic beverages; it was first issued to the company in 2004. The Federal State Unitary Enterprise has a licensed warehouse for the storage of alcoholic beverages in the city of Odintsovo near Moscow.
Judging by the data of the Federal Customs Service, the PPP has established the supply of imported wines since 2010 and imported very little in the same year - 22.8 thousand liters. But the volumes were constantly growing: in 2013, PPP already imported 1.678 million liters of still wines, 94.8 thousand liters of sparkling wines, 84.3 thousand liters of Armenian cognac, 12.7 thousand liters of vermouth and more than 10 thousand liters of fruit wines. The basis of the company's portfolio was the products of the "Big Four" from the Old World - Italy, France, Germany, Spain, but the assortment also included products from South Africa, Bulgaria, Croatia and Slovenia. “The range of products is practically complete and can satisfy any connoisseur of wine with its quality and price,” a representative of the Federal State Unitary Enterprise PPP told RBC. Viktor Khrekov, press secretary of the RF Presidential Administration, added that the Federal State Unitary Enterprise is considering the possibility of expanding the assortment portfolio by adding strong alcohol - whiskey, rum and tequila.
There is no list of imported alcohol brands on the FSUE website. But this information is contained on the websites of other companies: they emphasize that their assortment includes drinks chosen by the Kremlin. “Each bottle has a numbered hologram of the Federal State Unitary Enterprise PPP UD of the President of the Russian Federation, located in the upper corner of the label,” emphasizes the description of the Spanish pink sparkling wine Marina Espumante Rosado for 720 rubles. for a bottle.
Not only banquets
FSUE PPP was established in 1993: its goal is "to organize uninterrupted logistics for federal legislative, executive and judicial authorities, subordinate enterprises and institutions," the company's website says. But a million bottles clearly exceeds the needs of the state apparatus: if for one banquet half a bottle of wine per guest is reserved, then such a volume would allow holding events for about 5 thousand people every day.Khrekov explained to RBC that all alcohol purchased by FSUE PPP goes into commercial circulation. "The enterprise or institution holding the event purchases alcohol and products in accordance with the procedure determined by the current legislation," Khrekov added. At the same time, wine is purchased from the Federal State Unitary Enterprise both by subordinate enterprises of the Presidential Administration and by ordinary trade organizations.
In particular, "the question is being considered" of direct contracts with large federal networks, Khrekov said: "The enterprise is at the stage of building its distribution." Representatives of Auchan and Dixy do not know if their wholesalers cooperate with FSUE PPP; these retailers have not received any requests from the Presidential Administration.
According to SPARK, the revenue of FSUE PPP in 2013 amounted to 6.526 billion rubles. Khrekov noted only that the sale of alcoholic beverages forms 2.4% of the total revenue of the enterprise, that is, wine can account for about 156 million rubles. “This direction is new for PPP and is not the main one for the company,” Khrekov emphasized.
In 2013, the Federal State Unitary Enterprise concluded 69 state contracts for 2.455 billion rubles, the largest customer was the Presidential Administration.
