A free Russian printing house in London produced leaflets, called at that time "proclamations". At the Raznochinsk stage of the liberation movement, such proclamations were published by Land and Freedom of the 1860s, Land and Freedom of the 1870s, and Narodnaya Volya. The first workers' circles and other revolutionary organizations carried out both independent publication and ordering of circulation of leaflets abroad.

Leaflets were actively used by the St. Petersburg Union of Struggle for the Emancipation of the Working Class (1895); revolutionary leaflets were mass-produced during the revolution of 1905-1907, as well as in the process of preparing and carrying out the revolutions of 1917 and during the years of the Civil War.

Modern advertising function
