Certification of teaching staff pursues the goal of establishing the conformity of the qualifications of teaching staff with the first or second qualification categories.

As part of this process, the level of qualification of the teacher and the results of his work are determined, and his activities are evaluated.

Goals of certification

Certification is carried out with specific goals and objectives. These goals are:

  • increasing the motivation of teachers for personal professional growth;

  • improving the quality of teachers' work and its effectiveness;

  • improving the quality of education in general.

Legal Framework

Carrying out certification and further advanced training is mandatory in accordance with federal law No. 273. Absolutely all employees of educational institutions, including those who work part-time, are subjected to this process.

The certification procedure takes into account the requirements of the Federal State Educational Standard. In each subject of the Russian Federation, local legislative acts are created that regulate the procedure for attestation. Teachers can review them at any time.

Moreover, after familiarization, the employee is required to sign a receipt that he is aware of the procedure.

All documents are created on the basis of the Order created by the Ministry of Education and Science. Expert sheet, protocol correspond to standard forms.

Applying for certification

Starting from 2017, teachers can apply for certification only through a personal account in the Moscow Register of Education Quality (MRKO) on the MCKO website. Paper applications will not be accepted.


Submitted applications are considered within 30 days; after which a day is appointed for the certification of a particular teacher.

The entire duration of certification takes no more than 60 days. The certification committee has a month to make a decision.

The schedules of meetings of the City Attestation Commission are located on the MCKO website.

Certification is carried out once every five years. Commissions that evaluate the work of a teacher are created on the basis of educational institutions.

All documents must be completed correctly. In case of errors, applications will be returned for revision, and the time will be increased. All responsibility for filling out the application and the package of documents lies only with the teacher himself.

Types of certification

Certification of teaching staff can be voluntary and mandatory.

Voluntary certification is carried out at the request of the teacher in case he himself wanted to improve his category.

Mandatory certification is appointed by higher management or administration to confirm compliance with the position held.

The teacher should not only provide students with knowledge about their subject, but also navigate in the areas of education and psychology of children.

With the help of their subject, teachers must create such an environment that the educational and cognitive competencies are formed and the personal qualities of students develop.

Upon successful completion of certification, the teacher is assigned the first or highest category.

  • stable indicators of mastering the program by students;
  • making a personal contribution to improving school education, improving methods of education and training;
  • active participation in methodical associations;
  • identification and development of intellectual, creative, sports activities among students.

In order to get the highest category, the teacher must have the first qualification within 2 years or the highest, the period of which is already ending.

  • achieves positive dynamics and development of the development of school programs in their subject;
  • makes a personal contribution to the development of education using innovative and experimental technologies;
  • takes part in professional competitions, develops methodological materials.

Teachers who were denied the highest category can reapply after one year.

Certification

The certification model in each region of the Russian Federation is developed individually.

Possible forms of certification are:

  • work program, testing, tickets, lesson notes;
  • research or creative work;
  • educational project;
  • model of activity in the direction of development of the educational process.

Forms of presentation of the results of work can be the following:

  • analytical report;
  • presentation of the program, methodological manual;
  • conference;
  • public defense of their developments of an experimental nature.

Any activity based on one's own developments must be worked out on a personal example and recorded. The data should be on any educational portal, preferably the portal of your educational institution.

If the teacher does not agree with the decision of the attestation commission, he can file an appeal and appeal against the decision.

The following categories of teaching staff may not pass certification:

  • those employees who have held the position for less than 2 years;
  • those employees who spent more than 4 months on sick leave;
  • pregnant women;
  • teachers on parental leave.

However, if one of these specialists expressed a desire to pass certification, they cannot refuse him.

If an employee transfers to another educational institution, even outside the current region, his category is retained until the end of the term.

It includes 9 major federal projects, including the foundations of a new approach to testing the professionalism of teachers. In particular, the All-Russian People's Front proposes to abandon the current certification system, and instead introduce a unified professional exam. And although the goals of testing the level of training of teachers will not change, the new exam will allow educators and teachers to build plans for their professional development, independent experts say.

The ONF emphasizes that the exam must meet the requirements of the teacher's professional standard and federal educational standards for general education.

It is not known whether the officials will agree to such a proposal, but now another experiment is being carried out in the Russian Federation - a new model of teacher certification is being tested within the framework of the same Education national project. Its main difference is that teachers must undergo an independent qualification assessment based on the use of unified federal assessment materials. No portfolio, certificates and other materials proving that a specialist teaches children well will be needed. It is planned that certification will begin in 2020 according to the new model. At the same time, the division into mandatory and voluntary will remain, and the frequency of inspections will not change either.

What are the timeframes for certification?

Certification for compliance with the position held in the preschool educational institution (2019) is carried out, depending on its type, in the following terms:

  1. Certification of teaching staff in order to confirm compliance with the position held. It is mandatory and takes place within the time limits specified by the legislation of the Russian Federation. It should be held at least once every 5 years. This type is a test for professional compliance with the position held.
  2. Certification of teaching staff to establish a qualification category is voluntary and is carried out at the request of the employee. This type is a professional eligibility test for an upgrade.

If the category is valid for 5 years, you can be re-tested after 2 years from the date of receipt of the previous category. If the applicant receives a refusal to re-examine, he can apply again after 1 year after the refusal.

According to the regulation on the planned certification of teachers, the period for confirming the compliance with the position held is 5 years. Therefore, in 2019, the teaching staff, certified in 2014, will be sent to it.

To pass the test for compliance with the position held, the employee is sent by the head of the educational institution.

In case of late confirmation of the category, it is canceled.

  • an employee with the first category must apply for attestation to receive the first category and go through the general procedure;
  • if the teacher had the highest category, then it will be lowered to the first, while waiting for two years to apply for the highest category is not necessary (meaning if a person has been in this position for two years).

At the same time, qualification categories assigned before 01/01/2011 remain valid for the period for which they were assigned. However, the rule according to which a teacher who has worked in the profession for 20 years was assigned the second category “for life” is cancelled. These educators must also be assessed every five years.

The list of required documents for certification:

An application for the highest category of preschool teacher (2019 according to the Federal State Educational Standard) must be completed on a special form in free form. This information includes full name. an employee of the preschool educational institution, his address and telephone number, the full name of the educational institution where the applicant works. Further, the following information is indicated in the application step by step:

  • request for attestation for the selected category;
  • information about the category at the moment and its validity period;
  • the grounds for assigning the category are indicated. At this point, it is important to focus on the requirements for the chosen qualification;
  • a list of educational events in which the employee of the preschool educational institution participated;
  • information about the applicant. Data on education, general teaching experience, work experience in the last place. If the teacher has certificates, documents on the completion of advanced training courses, it is necessary to reflect this information in the text of the application.

At the end of the document is the date and signature of the applicant.

Attestation procedure

Mandatory

Testing for the professional suitability of preschool teachers is carried out every five years. Exceptions are persons who have a challenge from passing the test for good reasons. These include:

  • pregnant. For them, the test is carried out no earlier than two years after the educator leaves maternity leave for work;
  • employees with less than 2 years of work experience;
  • employees who have spent more than 4 months on continuous sick leave. Testing is recommended for them 12 months after they return to work.

The knowledge test procedure consists of several stages:

  1. Formation of an attestation commission.
  2. Preparing a list of those being certified and drawing up a schedule for the audit.
  3. Formation of representation for each subject.
  4. The procedure itself.
  5. Evaluation and presentation of results.

If in previous years a teaching experience of 20 years or more was a guarantor of lifelong preservation of the second category, today there is no such relief. To confirm qualifications, certification of educators is also necessary.

Currently, the Ministry of Education of the Russian Federation is developing new criteria for assessing the professional compliance of teaching staff:

  1. Upon successful completion of the attestation, the commission issues a conclusion on the suitability of the position held.
  2. If the check was unsuccessful, the commission makes a decision on the non-compliance with the position held.

According to this decision, an employment contract with a teacher can be terminated on the basis of paragraph 3 of part 1 of Art. 81 of the Labor Code of the Russian Federation. However, the verdict of non-compliance with the position held does not require the mandatory dismissal of the teacher. An employer can send an employee who has not passed the certification to advanced training courses so that after completing them he can retake it.

But a teacher cannot be fired if it is possible to transfer him, with his written consent, to another, lower, position or lower-paid job. It is also impossible to dismiss a teacher if he falls into the list of persons specified in Art. 261 of the Labor Code of the Russian Federation.

Voluntary

Any educator can take a test to improve their level and submit an application on their own.

Voluntary verification steps include:

  1. Verification of the submitted application.
  2. Appointment of the test period. The period of verification cannot exceed 60 days from the date of commencement of the conduct until the date of the decision.
  3. Written notification of the applicant about the time and place of the inspection. Notification is sent within 30 days.
  4. Evaluation of the subject.
  5. Formulation of test results.

The category is valid for 5 years. You can submit a request for a test of professional knowledge after 2 years after obtaining the previous level. If the candidate was denied certification, a second request can be sent no earlier than one year after the refusal.

If the teacher successfully passes the certification, the commission makes a decision on the teacher's compliance with the requirements that apply to the first (highest) category. Assignment of qualification takes place on the same day, and wages according to the new tariff are paid from the day of qualification. An entry is made in the work book about the corresponding category without mentioning the subject taught.

If the teacher could not pass the certification, the commission makes a decision on non-compliance with the requirements. Those who passed the first category are left without a category and are required to be tested for compliance with their position.

If the teacher handed over to the highest category, then in case of failure, he remains with the first one until the end of its validity period. After the expiration of the term, it will be necessary either to confirm the first category, or to be certified for the highest.

The decision of the attestation commission can be appealed in accordance with the "Procedure for attestation of pedagogical workers". An application for appeal can be submitted to the labor dispute commission at the regional education authority or to the court. An application to the court must be submitted before the expiration of 3 months from the date when the employee learned about the violation of his right.

Certification of teaching staff is a personnel event designed to assess the skills and knowledge of employees of schools, preparatory and social institutions. There are currently no legislative acts responsible for this part of the training and assessment of employees. Certification of teachers and other narrow specialists is controlled by local regulations and legal acts. The goals of certification of pedagogical workers

During the certification, a special commission gives an accurate assessment of their pedagogical activity, based on the reports and opinions of their direct superiors. Such commissions are formed by the organizations themselves. Orders on the certification of pedagogical workers are issued and brought to the attention of the inspected employees by the local leadership.

Not all members of the teaching staff pass certification for compliance with the position held. The following persons are exempted from the obligation to pass such an assessment:

The results obtained as a result of the certification of pedagogical workers are the legal basis for many actions of the head of the organization. The validity period of certification is taken into account for passing a re-test for a specific skill level. That is, upon receipt of the first category, it will be valid for five years. However, when moving from the first category to the highest, the waiting period may be different.

In order to conduct certification, the results of which will become the basis for obtaining a certain qualification category, it is necessary to obtain a written application from the employee. It should be noted that this type of assessment and verification of an employee is not subject to the restrictions inherent in certification for compliance with the position held.

Any teaching staff can apply for a qualification category, regardless of how much time he has worked in this organization. Even if his experience in this workplace is less than two years. Also, those who are on parental leave can also pass certification for obtaining a qualification category.

The highest qualification has an expiration date, it is given to an employee for a period of 5 years. But after its action has ceased, nothing limits the employee to once again undergo certification and again receive the highest qualification. He may do so immediately after the term of the previous category has expired. But there is a restriction on positions in respect of which such a test for the highest qualification will be carried out for the first time. In this case, the teacher must first receive the first category, and only then, after two years have passed since it was received, apply for the highest qualification.

The terms during which the employee must pass the certification are set by the head of the organization. But they should not be more than 60 days from the start of the assessment to the summing up of the results by the attestation commission.

Usually the highest qualification is given to an employee if:

  • It is noted that the students of this pedagogical worker showed a positive result in mastering new knowledge. In order to obtain these data, the certifier must carry out comprehensive monitoring.
  • The employee is engaged in active identification of people with abilities for intellectual and physical activity, their preparation for participation in competitions and competitions.
  • The pedagogical worker made a significant personal contribution to raising the level of teaching, improving existing methods of education, introducing modern educational methods and techniques into use.
  • Active cooperation of the employee with methodological associations within the teaching staff, development of methodological support for the learning process.

It is worth noting that if an employee with the first qualification applied for certification and did not pass it, then no negative consequences for him can occur. The first qualification obtained by him earlier remains with him for the entire remaining period of its validity.

The procedure for attestation of teaching staff

Certification of teaching staff in 2018 year looks like this. First, when the deadline for the next inspection comes or if the head of the educational organization has received a corresponding application, it is necessary to issue an appropriate order. It should be said about the reasons for the certification, for what purpose it will be carried out and in what time frame.

After the order is approved, the organization of the commission begins, which will conduct the certification of employees. If the verification and evaluation will be carried out in an educational institution that belongs to a subject of the Russian Federation, or in a municipal institution, then the certification will be carried out by a commission formed by the executive authorities involved in the management and control of the educational sphere. If verification and evaluation will take place in federal or state educational organizations, then the attestation commission will be formed by executive authorities of the federal level.

The composition of the certification committee must necessarily include:

  • An employee acting as chairman of the attestation commission.
  • Deputy Chairman of the Attestation Commission.
  • Secretary of the Attestation Commission.
  • Ordinary members of the attestation commission.

The composition of this assessment body is formed from representatives of local trade unions, members of state and executive authorities of the local or federal level, representatives of the self-government of educational institutions, scientists, honored employees of educational institutions.

If the organization undergoes certification for compliance with the position held, as a result of which negative consequences may occur for the employee, then a representative of the relevant trade union must be included in the commission. And if an institution is conducting an audit, the purpose of which is to identify whether the employee meets the requirements for the first and highest category of qualification, expert groups should be created. They will collect and analyze information about the applicant's work activities.

The attestation commission begins its work after it receives a written application from the head of the educational institution. During the audit, employees must pass a written test, which will contain questions on the main educational methods and pedagogical systems used in the organization.

Each employee who is forced to go through the certification procedure must be notified in writing of this fact, but not earlier than one month before the verification. During this time, the employee has the opportunity to collect their own materials, which will be submitted for consideration by the certification committee.

After the certification is over, the responsible commission makes a decision on each employee who has passed the test. The solution here can be only one of two - either the employee passed it, or not. If the certification was carried out in order to provide the employee with a certain level of qualification and the person did not pass it, then there should not be any negative consequences for him.

But if the organization carried out certification for compliance with the position held, and the employee did not pass it, then the manager has the right to terminate the employment contract with him - this is stated in paragraph 3 of part 4 of Art. 81 of the Labor Code of the Russian Federation.

Certification of teaching staff in 2018

  • In 2018, the Government of the Russian Federation decided to modernize the existing system for assessing the training of teachers. Now all employees will be tested in two stages. At the first stage, the teacher will confirm his practical skills and knowledge. At the second stage, he will confirm the previously obtained qualification category.
  • A specially created attestation commission will determine the level of the teacher's knowledge of the disciplines he teaches, the general level of his teaching, the level of development of his communication skills, and will check the psychological characteristics of the employee.

It should be noted that in matters of certification of teaching staff, the law "On Education" in the Russian Federation was changed due to the fact that the Government is going to optimize the entire process of evaluation and certification of employees of educational institutions.

The changes also affected the list of documents that an employee must submit to the certification commission if he wants to be tested. The must-haves now include:

  • If the teacher has already passed the relevant certification, then he must provide a copy of its results;

A visit by an expert to a lesson of a certified person is an integral part of the examination of professional activity for the declared category. When working with a certified expert, the expert not only checks the documents and helps in filling out the expert opinion, but also gets acquainted with the practical work of the teacher (accompanist), which is impossible without attending a lesson. The fact that the expert opinion does not give points for conducting an expert lesson in no way cancels the preparation for it, its conduct and the execution of a protocol on its conduct.
